Da Nang Tax Sector Innovates to Collect Budget Effectively - Final Article: Increasing Coordination, Aiming for Sustainable Budget Collection

The fight against tax losses is not only the responsibility of each tax sector, but also requires close coordination between relevant agencies. The city is focusing on promoting coordination against tax losses and implementing solutions to raise awareness of tax law compliance among organizations and individuals in the area.

Ensuring synchronous coordination

On June 14, 2024, the City People's Committee issued Decision No. 1236/QD-UBND on the establishment of the Steering Committee for preventing state budget losses and recovering tax arrears for the period 2024-2025 in Da Nang City. The Steering Committee is responsible for advising and proposing to the Chairman of the City People's Committee to develop a plan and direct the implementation and implementation of solutions to prevent state budget losses and recover tax arrears for each year to complete the state budget revenue estimate in the area assigned by the City People's Council and People's Committee.

Immediately afterwards, the City People's Committee issued Decision No. 1583/QD-UBND dated July 19, 2024 on the establishment of a Steering Committee for the implementation of electronic invoices generated from cash registers in Da Nang City. The Steering Committee is responsible for advising and proposing to the Chairman of the City People's Committee to direct the implementation of electronic invoices generated from cash registers in the retail sector, providing services directly to consumers in the area; improving management efficiency, preventing tax losses, protecting consumer rights and contributing to promoting digital transformation.

According to the decisions, the Standing Vice Chairman of the City People's Committee is the head of the steering committee, and the Director of the Tax Department is the standing deputy head of the steering committee. The deputy heads and members of the steering committees are all leaders of departments, branches and sectors in the city. Thereby, it affirms the viewpoint that the work of preventing revenue loss is not only carried out by the tax sector. Many plans, programs and related documents have been issued by state management levels in the city to ensure synchronous revenue management solutions.

As a result, in 2024, the Tax Department will develop 9 coordination regulations with departments, branches and sectors (Department of Statistics, Department of Customs, Department of Industry and Trade, Department of Transport, Department of Market Management, Department of Planning and Investment, Department of Tourism, State Bank of Vietnam - Da Nang branch, City Police). Based on the coordination regulations, the tax sector has established many interdisciplinary inspection teams to inspect taxpayers' compliance with the law.

Assessing the effectiveness of coordination in preventing revenue loss, Deputy Director of Da Nang Customs Department Bui Tuan Hai said that on June 26, 2024, the Customs Department and the Da Nang Tax Department signed the Coordination Regulation No. 4597/QCPH-CTDAN-HQDNg. This is the basis for promoting coordination, resolutely fighting against tax law violations, and avoiding loss of state budget revenue. On the part of the Customs Department, in recent times, it has been perfecting the information technology system, data on business activities and tax lookup and enforcement information. The Customs Department also coordinates with functional units such as border guards, police, market management, etc. to prevent, detect, and promptly handle smuggling, trade fraud, and tax evasion cases occurring in the area.

Raising awareness of tax law compliance

Having become an annual practice of the city's tax sector over the past 15 years, the conference to honor organizations and individuals who have implemented tax policies and laws well is an opportunity to encourage and honor businesses and entrepreneurs who have made great efforts in production and business activities, are exemplary in complying with tax laws, and have made good contributions to the city's budget revenue.

Mr. Nguyen Van Phu, Director of Daiwa Vietnam Co., Ltd. (Lien Chieu District) assessed that the conferences honoring taxpayers organized by the city in recent times are an encouragement for businesses that operate seriously, are responsible to society and to the development of the city. The full and timely implementation of tax obligations not only demonstrates the legal responsibility of businesses, but also ensures fairness, thereby creating trust with partners, customers and the community.

According to the Da Nang Tax Department, every year the unit issues a plan to organize emulation and reward competitions for two topics: enterprises competing to fulfill their obligations to pay the state budget well and enterprises competing to pay large taxes to the state budget. Each commendation topic has specific evaluation criteria, from which the selection of commended enterprises ensures objectivity and transparency.

In addition, from the end of 2022 to present, the "Lucky Invoice" program has been organized by the Tax Department every quarter to encourage buyers to get into the habit of getting electronic invoices when purchasing goods and services as well as creating civilized consumption habits, buying and selling goods must have invoices and legal documents to protect the maximum interests of consumers.

The “lucky invoice” program includes electronic invoices with tax authority codes, with full information to identify the buyer, each invoice is only selected once. The program ensures transparent invoice selection, using a random selection method on the software provided by the General Department of Taxation and is numbered by the Program Supervisory Council. To date, the Tax Department has organized 11 lucky invoice drawing sessions with a total prize value of over 700 million VND.

In parallel with the above programs, the city's tax sector has diversified its communication channels to widely disseminate tax policies and laws to organizations and individuals. In 2024 alone, the Tax Department sent 373,368 documents guiding tax policies to the email addresses of businesses, organizations, and business households in the area, new policies issued during the year, instructions on tax declaration and payment for businesses with business locations in other provinces and cities than their headquarters, warnings about acts of impersonating tax authorities to commit fraud, etc.

The Tax Department proactively coordinated with relevant units to organize 20 conferences, dialogues, 45 training courses on tax policy guidance, tax settlement guidance, integrating contents on implementing electronic invoices generated from cash registers, implementing eTax Mobile electronic tax payment application; answering questions about tax policy, e-commerce business, and electronic gasoline invoices with more than 12,800 attendees.

Mr. Pham Duc Thuong, Director of the Da Nang Tax Department, said that in the coming time, the city's tax sector will continue to promote the dissemination of tax law regulations on electronic invoices, electronic invoices generated from cash registers to help taxpayers clearly understand the requirement to issue invoices regularly and continuously, creating favorable conditions for buyers to conveniently receive electronic invoices, and continue to implement the "Lucky Invoice" program.

In addition, the tax sector has increased propaganda and guidance for people to install and use the eTax Mobile electronic tax application, conduct tax transactions electronically, improve the quality of public administrative services, ensure that all people and businesses have access, and contribute to bringing tax laws and policies into real life.
