
Accordingly, from the beginning of the year, Binh Thuan Inspectorate has planned to implement administrative reform (AR) in 2025 with the theme "Organizing a streamlined apparatus, operating effectively, efficiently and effectively; improving the satisfaction of people and businesses with the services of state administrative agencies".
Up to now, targets have been achieved in many areas of work, including ensuring that 100% of documents submitted to the Provincial People's Committee and over 95% of documents exchanged between agencies, units and localities in the province are in electronic form... Publicly updating 100% of administrative procedures (TTHC) issued according to decisions of the Chairman of the Provincial People's Committee and the inspection sector on the Provincial Inspectorate's Electronic Information Page, at the Provincial Inspectorate Office...
Along with that, in the field of institutional reform, the inspection sector propagates and disseminates documents of the Government and the Provincial People's Committee by updating on the Provincial Inspectorate's Internal Information Page so that civil servants and people have the opportunity to study them thoroughly. In addition, it regularly publicizes on the Provincial Inspectorate's Electronic Information Page procedures related to inspection work, handling complaints and denunciations, and preventing and combating corruption so that organizations and individuals can monitor and comply with regulations.
Especially in administrative procedure reform, the whole industry has implemented the one-stop and one-stop mechanism well. In which, the receipt and return of results of handling records are quick, correct and earlier than the deadline. Specifically, the one-stop department has processed 39 records early, without having to apologize to the people for being late.
For the implementation of digitalization of records, documents, and results of administrative procedure (TTHC) settlement, all are digitally signed or scanned for electronic storage. The Provincial Inspectorate has made public the address, phone number, and mailbox to receive and process feedback and recommendations from individuals and organizations regarding TTHC on the Provincial Inspectorate's Electronic Information Page.
However, the implementation process still faces many difficulties because most of the announced administrative procedures are under the state management of the inspection sector. When implemented, the records and documents are kept confidential, and the implementation time is prolonged due to many reasons. In particular, the Government Inspectorate has not yet issued implementation instructions while other provinces and cities in the Southeast region have not implemented this content under the one-stop, one-stop mechanism. Therefore, the provincial inspectorate has requested the Chairman of the Provincial People's Committee to direct relevant departments and branches to review the implementation of administrative procedures under the one-stop, one-stop mechanism for administrative procedures under the state management of the inspection sector.
The Provincial Inspectorate said that in the coming time, it will continue to disseminate and popularize among the staff of the Provincial Inspectorate the regulations on administrative reform and Directive No. 23 of the Prime Minister on promoting the implementation of the overall program on administrative reform for the period 2021 - 2030. At the same time, it will effectively implement the Project on streamlining the inspection agency system to be more efficient, effective and effective.
