On the morning of December 21, the Ministry of Home Affairs held a national online conference to summarize the work in 2024 and deploy tasks for 2025. Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister attended and delivered a speech at the conference.

In 2024, the entire Home Affairs sector united and made efforts to overcome all difficulties and challenges to focus on resolutely implementing tasks in the work program as well as ad hoc tasks, successfully completing assigned political tasks.

Notably, the goal of rearranging district and commune-level administrative units in the 2023-2025 period was completed so that localities could focus on organizing party congresses at all levels in 2025. As a result, Hue City was newly established under the Central Government; 38 district-level administrative units and 1,178 commune-level administrative units were rearranged. After the rearrangement, 9 district-level units and 563 commune-level units were reduced; at the same time, 137 new urban administrative units were established and upgraded to promote the urbanization rate, striving to have 45% of urban administrative units by 2025 according to the Resolution of the 13th National Party Congress and Resolution 06 of the Politburo.

During the year, the Ministry of Home Affairs completed its advisory task on implementing the salary reform policy for cadres, civil servants, public employees and armed forces according to Resolution No. 27-NQ/TW of the Central Executive Committee (12th tenure) following a suitable, cautious, certain and effective roadmap. In particular, the basic salary was adjusted to increase by 30%; the reform of the salary policy in the enterprise sector was fully implemented; and 4/6 contents of the reform of the salary policy in the public sector were implemented.

In particular, the Ministry of Home Affairs has focused on completing the plan to reorganize and streamline the Government apparatus according to the direction of the Central Government and the Government, ensuring streamlining, efficiency, effectiveness and efficiency. Proactively and promptly guiding localities to reorganize and streamline advisory agencies under the People's Committees at the provincial and district levels in the direction of ensuring unified direction in performing state management tasks from the Central to local levels. Actively proposing outstanding and strong mechanisms and policies for cadres, civil servants, public employees and workers, as a basis for implementing the streamlining of the apparatus, linking staff streamlining with restructuring and improving the quality of cadres, civil servants and public employees. This is a very large, complicated and sensitive amount of work, but so far it has been basically completed to report to the Government to submit to the Politburo and the Central Steering Committee.

The work of building institutions and policies has achieved many important and outstanding results. Patriotic emulation movements and special emulation campaigns have been launched and promoted, spreading the spirit widely throughout the country to participate in socio-economic development. State management of religion has ensured stability, promptly and effectively resolving complex issues arising in religious activities. State administrative reform has been implemented vigorously and with many innovations, focusing on reforming administrative procedures and essential public services to serve people and businesses. Inspection and legal work has contributed positively to the effectiveness of State management.
Discussing at the conference, ministries, branches and localities focused on analyzing and evaluating the outstanding results achieved by the Home Affairs sector in 2024. At the same time, they pointed out the difficulties and obstacles that need to be focused on solving; proposed major and key groups of solutions and shared good practices of localities and units to successfully implement the goals and tasks of the entire sector in 2025.
Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh acknowledged, highly appreciated and congratulated the outstanding results achieved by the Home Affairs sector in 2024. The success of the Ministry of Home Affairs is the success of the Government and the entire political system. Therefore, in order to complete the 11 major tasks set out by the sector in 2025, Deputy Prime Minister Nguyen Hoa Binh suggested: The entire Home Affairs sector should focus on doing a good job of advising to effectively implement Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure) on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". In addition to the merger, streamlining the internal apparatus is also very important, so the Ministry of Home Affairs needs to guide localities to perform this task well so that the apparatus can operate effectively immediately after being streamlined.
Along with that, the Home Affairs sector needs to continue promoting administrative reform, focusing on building an open, friendly administration that serves the people well. Focus on developing digital transformation to build an open, transparent administration, towards building an honest and creative government.
Continue to innovate the work of training, fostering and evaluating cadres to attract talented people and experienced people to work in the political system in accordance with the spirit of "each cadre, each movement".
Strongly launch patriotic emulation movements, especially successfully organizing Patriotic Emulation Congresses at all levels, towards the 11th National Patriotic Emulation Congress in 2025. Along with that, it is necessary to effectively carry out emulation and reward work, especially emulation movements and special emulation campaigns launched by the Prime Minister, creating an exciting atmosphere, enthusiastic about labor and production among the people to actively contribute to the socio-economic development of the country.
According to the plan, the Ministry of Labor, War Invalids and Social Affairs will be merged with the Ministry of Home Affairs. After the merger, the Home Affairs sector needs to promote solidarity and prepare to take on and complete new tasks well.
Permanent Deputy Prime Minister Nguyen Hoa Binh believes that with its long tradition, the Home Affairs sector will excellently fulfill its assigned tasks, making worthy contributions to the country's development.

For the Department of Home Affairs, after merging with the Department of Labor - Invalids and Social Affairs, in addition to performing well the new tasks, it is necessary to pay special attention to the field of meritorious people. Thanh Hoa is a locality with a very large number of meritorious people, so it is not allowed to break or interrupt its activities, affecting the implementation of policies and directly affecting the lives of meritorious people.
