Transport industry has many bright spots in a year

Striving to overcome difficulties, in 2024, the Ministry of Transport recorded comprehensive changes in all areas. Acknowledging and appreciating the achieved results, Deputy Prime Minister Tran Hong Ha suggested that in the coming time, what the transport sector has done well, needs to do even better.

Infrastructure continues to break through

On the afternoon of December 30, the Ministry of Transport held a conference to review the work in 2024 and deploy key tasks in 2025. Deputy Prime Minister Tran Hong Ha attended and directed the conference along with representatives of many ministries, departments, branches, and representatives of many committees of the National Assembly. Representatives of leaders of provinces and cities attended the conference via online bridges.

Reporting at the conference, Minister of Transport Tran Hong Minh outlined a comprehensive picture of the results achieved by the entire industry after a year of overcoming difficulties.

In particular, the breakthrough in transport infrastructure must be mentioned. According to the Minister, in 2024, the Ministry of Transport started 10 projects and inaugurated and put into operation 8 projects. The progress of key projects is guaranteed.

Responding to the 500-day and night peak emulation movement to complete 3,000km of expressway by 2025, a number of North-South expressway component projects from Quang Ngai to Khanh Hoa are expected to be completed 3-6 months ahead of schedule.

In particular, after more than 18 years of implementing methodical, careful, and scientific research based on thorough study of the experiences of developed countries in the world, selectively absorbing them to suit the practical conditions of our country, the Ministry has completed the research, reported, and had the Politburo and the Central Executive Committee approve the Resolution on the North-South High-Speed ​​Railway Investment Project; and the 15th National Assembly approved the investment policy at the 8th Session (November 2024).

The Ministry of Transport also coordinated with Ho Chi Minh City and Hanoi to prepare systematically, meticulously, and scientifically, absorb the conclusions of the Government Standing Committee, complete and submit to the Politburo for approval the urban railway network project of the two cities.

Efforts in the pivotal year, by 2025 it is expected that 50 transport projects will be completed.

In particular, a series of major projects such as: North-South Expressway, Eastern phase 2021 - 2025 (12 component projects); Ho Chi Minh road sections: Chon Thanh - Duc Hoa; Cho Chu - Trung Son Intersection; Rach Soi - Ben Nhat, Go Quao - Vinh Thuan; Hoa Lien - Tuy Loan Expressway... will be completed, contributing to the successful implementation of the target of 3,000km of expressway by 2025.

Strong leadership, efforts to overcome difficulties

From a local perspective, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, highly appreciated the role of the transport sector in developing transport infrastructure and regional connectivity in Ho Chi Minh City in 2024.

A series of major transport projects such as Ring Road 3 and Ben Thanh - Suoi Tien metro have been put into commercial operation. Working groups related to Long Thanh International Airport and Terminal T3 of Tan Son Nhat International Airport have ensured synchronous implementation and exploitation with the support and companionship of the transport sector.

Referring to the journey of accelerating infrastructure development investment and the transformation of the North-South Eastern Expressway project in the 2021-2025 period, Mr. Nguyen The Minh, Deputy Director of the Department of Construction Investment Management (Ministry of Transport) informed that by the end of 2023, localities had only handed over about 673km of land for the project (reaching more than 93%), the construction site only reached nearly 90%. The unhanded-over part is the most difficult part because it is mainly residential land; the total construction output of the project is only approximately 15% of the contract value.

Sand filling materials were still a big concern in the Can Tho - Ca Mau section project because at that time, only Dong Thap had completed the exploitation procedures, the supply in the two provinces of An Giang and Vinh Long had not been determined enough, and the procedures had not been completed.

After one year, with the strong direction of the Government leaders, especially the Prime Minister, and the synchronous participation of the entire political system, investors, and contractors, by early December 2024, the site clearance work for project construction had been basically completed, with the area of ​​land available for construction reaching almost absolute (99.96%).

The total construction output of the project reached nearly 61% of the contract value, many projects with favorable conditions, the output reached over 70%, some projects reached up to 80%. The supply of sand materials for the construction of the Can Tho - Ca Mau section has also been completed by the localities to put into operation.

Remove bottlenecks, develop transportation

Double-digit growth in transport is also one of the impressive results achieved by the transport industry in 2024.

According to the Ministry of Transport, last year, the volume of freight transport was estimated at 2,450 million tons, an increase of 14.5% over the same period in 2023. Of which, aviation increased by 20%, road increased by more than 15%, waterway increased by 14.5%, seaway increased by 14%, and railway increased by 12%.

Passenger transport is estimated to reach 4.7 billion passengers, an increase of more than 11% compared to 2023. Of which, aviation increased by more than 5%, sea transport increased by 17%, rail increased by 16%, road increased by more than 15%, and waterway increased by more than 10%.

Although pleased that in 2024, the aviation sector continues to receive attention from competent authorities, the international aviation market continues to recover and grow, Mr. Dang Ngoc Hoa, Chairman of the Board of Directors of Vietnam Airlines Corporation, assessed that the aviation sector still faces many unfavorable developments such as political conflicts; fuel prices remain high; engine recalls cause aircraft rental prices, spare parts and repair and maintenance costs to increase.

According to Mr. Hoa, in response to difficulties, airlines have continuously reviewed and adjusted products based on the goal of ensuring market share, efficiency, balancing aircraft resources and take-off/landing slots, achieving many positive signals.

As for Vietnam Airlines, the quality of operations and regular maintenance of its fleet has been improved, with an on-time performance (OTP) of 84%, comparable to many major airlines in the world. The flight network has basically recovered completely. The parent company's revenue is estimated at over VND84,000 billion, completing the goal of balancing production and business efficiency in the year.

However, to meet the long-term growth of domestic airlines, Vietnam Airlines leaders also recommended that the Prime Minister and relevant ministries and branches issue open and simple policies and mechanisms to support the airline and businesses in the industry to participate in the implementation of the Long Thanh International Airport project.

A strategy for developing the aviation industry in connection with other industries such as tourism, hotels, services, road transport, etc., along with programs for developing national competitiveness, also needs to be built to make the aviation industry a spearhead.

In the maritime sector, Mr. Nguyen Canh Tinh, General Director of Vietnam National Shipping Lines (VIMC), said that the volume of goods passing through ports will reach more than 850 million tons in 2024. Of which, the volume of containers passing through seaports will reach 30 million Teus, while 10 years ago, the forecast figure by 2025 was only 23 - 24 million Teus.

“The volume of goods passing through Singapore’s seaports is about 34 million TEUs. With the current growth rate, in the near future, we will equal and surpass it,” said Mr. Tinh.

Identifying the current bottleneck in Vietnam's maritime development as inadequate funding for maritime transport development and low funding for dredging plans, the General Director of VIMC recommended that the Ministry of Transport continue to pay attention to dredging activities on inland waterways, have policies to strengthen the connection of waterway transport routes, and upgrade the clearance of bridges, waterways, and intersections.

Recognizing and appreciating the achievements of the transport sector, Deputy Prime Minister Tran Hong Ha said: “With the mission of pioneering, transport is the sector that creates connections between economic sectors, between localities and countries.

Especially in the road sector, if in nearly 20 years (before 2021), the whole country has only invested in nearly 1,200km of expressways, then from 2021 to now, the total length of expressways completed and put into operation has reached nearly 900km. The total length of expressways has increased to 2,021km.

Last year, the Ministry of Transport coordinated to develop and complete the submission to the Government and the National Assembly for promulgation of the Road Law and the Law on Road Traffic Order and Safety with innovative thinking and many breakthrough points.

The collective leadership, civil servants, public employees, workers in the transport sector, contractors, consultants... worked day and night to complete the task well.

In directing the tasks in the coming time, the Deputy Prime Minister requested the Ministry of Transport to synchronously deploy transportation methods and calculate synchronous development between regions. When investing in transportation routes, they must be placed in an ecosystem, with connectivity and synchronization to promote investment efficiency.

“Key projects such as the North-South high-speed railway, Ho Chi Minh City-Can Tho, Lao Cai-Hanoi-Hai Phong need to speed up investment procedure preparation and construction commencement,” said the Deputy Prime Minister.

At the same time, the transport sector needs to continue institutional reform, especially in the fields of railways, maritime, inland waterways, and aviation after a period of focusing on creating breakthroughs in the road sector.

Digital transformation and green transformation need to continue to be promoted, from planning, construction organization, and operation.

In the coming time, after the merger, the Transport sector needs to do better what has been done well in accordance with the spirit of "A refined ministry, a strong province", gradually training a team of cadres with breakthrough and innovative thinking, organizing the management apparatus in the direction of "Refined - Lean - Strong - Effective - Effective - Efficient", integrating with the management of urban and rural areas, creating a comprehensive strength.

Strive to disburse public investment to reach 95% of the plan

According to Minister of Transport Tran Hong Minh, the construction site is accelerating, and the disbursement of public investment capital has also recorded many bright spots. In 2024, the Ministry of Transport will be assigned about VND 75,481 billion (including VND 71,288 billion assigned and extended according to the 2024 Plan and VND 4,193 billion additionally assigned from November 2024).

It is expected that by the end of December 2024, the Ministry of Transport will disburse about 60,200 billion VND, reaching 80% of the plan and striving to reach 95% of the plan by the end of the fiscal year.

In 2024, the work of building and perfecting institutions continues to be identified by the Ministry of Transport as one of the top key political tasks; the work of preventing and fighting storms and floods is proactively responded to by the Ministry of Transport early and remotely; digital transformation, administrative procedure reform, enhanced application of science, technology, international cooperation; restructuring, arranging, innovating enterprises, preventing and combating corruption and negativity also continue to be promoted.

To create momentum for projects to accelerate to the finish line, implement the Prime Minister's direction, and implement relevant resolutions of the National Assembly, the Ministry of Natural Resources and Environment has issued many documents guiding localities to remove difficulties, especially sand and soil sources.

Recently, the ministry has assessed and identified 144,000,000m3 of sea sand in Soc Trang province that can be exploited immediately to serve the construction of major transport projects in the context of limited river sand resources. To date, 860,000m3 have been exploited.

In the first 5 months of 2025, the exploitation of sea sand resources will continue to be promoted. The Ministry of Natural Resources and Environment has also issued a document guiding localities on the use of sea sand in different environments.

However, there is currently a story with the same guidance document from a specialized ministry, more than 40 provinces and cities have done well in granting special mines, but there are provinces that have not granted any mines.

In order for transportation projects to accelerate further in the progress race, especially the target of 3,000km of expressway, leaders of the Ministry of Natural Resources and Environment said that the drastic participation of localities is very important.
