Hanoi: Series of solutions to stimulate consumption in May
According to Mr. Nguyen The Hiep - Deputy Director of Hanoi Department of Industry and Trade, the total retail sales of goods and consumer service revenue in March 2025 is estimated to reach 74.8 trillion VND, up 2% over the previous month and up 14.3% over the same period last year. It is estimated that in the first quarter of 2025, the total retail sales of goods and consumer service revenue of Hanoi City will reach 226.3 trillion VND, up 13.3% over the same period last year.

“At the beginning of the year, the city assigned the target of total retail sales of goods and consumer service revenue this year to increase by 12% compared to the same period. According to Directive 08, the growth rate of this index is 18%. This is a difficult target, but Hanoi is making efforts to implement solutions to achieve the target,” said Mr. Nguyen The Hiep. At the same time, he said that in the coming time, Hanoi will continue to effectively implement the Price Stabilization Program in the city, the plan to link and connect with provinces in exploiting goods to be ready to ensure goods fully serve the consumption needs of the people after Tet; coordinate with departments, branches and units to implement the Consumption Stimulation Plan, increase total retail sales and consumer service revenue, contributing to rapid recovery and sustainable development in the city.
In addition, continue to focus on closely monitoring the supply and demand situation of essential goods and petroleum products after Tet to promptly regulate, ensure adequate goods, and stabilize prices to serve the people. Closely coordinate with provinces and cities in linking and connecting products, especially food products, to promptly exploit goods to supply the Hanoi market.

Ho Chi Minh City: Simultaneously stimulating consumption and stabilizing the market
On the Ho Chi Minh City side, Mr. Ngo Hong Y - Head of the Department of Industry and Trade of Ho Chi Minh City said that the total retail sales of goods and consumer service revenue in March 2025 of the city is estimated at 109,988 billion VND, up 10.3% over the previous month and up 17.5% over the same period. In the first quarter of 2025, the total retail sales of goods and consumer service revenue of Ho Chi Minh City is estimated at 316,632 billion VND, up 14.2% over the same period.

Thus, to achieve the growth target of 18%, Ho Chi Minh City has determined to strongly implement solutions to stimulate consumption. In particular, focusing on implementing the Market Stabilization Program in the city in 2025 - Tet Binh Ngo 2026. Including organizing Mobile Sales - Market Stabilization events in residential areas, community living areas, industrial parks... to provide essential goods at affordable prices for low-income workers.
In addition, implementing the Concentrated Promotion Program - Shopping Season with 02 phases (Summer and Tet) in the year to encourage businesses to implement discount solutions and stimulate consumption.
At the same time, organize a Cashless Festival on June 14 and 15; a Conference connecting supply and demand between Ho Chi Minh City and provinces and cities in September; and an economic development cooperation program between Ho Chi Minh City and provinces and cities in 6 regions across the country.
“ Although the 18% growth rate is a challenge, the Ho Chi Minh City Department of Industry and Trade has determined to coordinate with local provinces and cities to organize business delegations to participate in domestic and international fairs to contribute to ensuring higher growth targets from now until the end of the year,” Mr. Ngo Hong Y shared.
Da Nang: Combining stimulus and market inspection and control
Regarding Da Nang, Mr. Pham Ngoc Son - Deputy Director of the Department of Industry and Trade of Da Nang informed that the total retail sales of goods and consumer service revenue in the first quarter of 2025 is estimated at 37,529.3 billion VND, an increase of 24.0% over the same period last year. The city's domestic trade area has developed prominently since the beginning of the year with many exciting trade, tourism and investment activities organized since the beginning of the year such as: Spring Fair 2025, Quan The Am Festival 2025, Da Nang Food Tour Festival 2025, Exhibition "Da Nang - 50 years of Integration and Development"; ASEAN Meeting Conference... thereby attracting visitors, shoppers and contributing to promoting consumption.

Da Nang City has identified 2025 as a year of strong changes in attracting investment, promoting production - export, stimulating domestic consumption. Therefore, the Department of Industry and Trade continues to coordinate with units to focus on implementing solutions such as continuing to proactively monitor the market situation, especially essential goods (food, foodstuffs, gasoline, etc.) during times when the market has high demand (holidays, Tet, storms, etc.) to proactively forecast, have plans or propose to competent agencies measures to ensure supply-demand balance, stabilize the market, and remove difficulties in supplying goods;
In addition, direct the Da Nang Market Management Department to continue to strengthen market inspection and control, focusing on checking the activities of registration, declaration, posting of prices of goods and services and selling at listed prices of essential goods at shopping centers, supermarkets, markets, businesses... to promptly detect acts of speculation, hoarding, unreasonable price increases and illegal profits, false rumors causing shortages of goods and services, destabilizing the market;
Strengthen the effective implementation and supervision of price declaration, price posting, and price information disclosure of organizations and individuals producing and trading goods and services in the assigned fields. Organize inspections, checks, and strictly handle law enforcement in production and business activities of petroleum traders;
Continue to promote the implementation of policies and support programs for production and business establishments and enterprises in the area to apply machinery, equipment and technology in production activities, focus on promoting and introducing products and expanding the consumption market.
“ The Department of Industry and Trade will facilitate, cut down procedures, and create legal conditions for businesses to easily expand their production capacity; promptly issue policies to support the city's trade promotion activities; organize business dialogue conferences in the fields of production, import-export, and logistics to help businesses remove difficulties and obstacles, improve competitiveness; and implement programs to stimulate domestic consumption for products produced by local businesses,” Mr. Pham Ngoc Son emphasized.
According to Directive 08, the Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and centrally-run cities to report on the implementation of assigned tasks and targets for total retail sales of goods and services (monthly and cumulative figures up to the reporting month compared to the same period last year) to the Ministry of Industry and Trade before the 5th of each month (report on the contents implemented in the previous month). |
