ANTD.VN - Many banks have announced the suspension of transactions for accounts and business cards with expired identification documents and biometric verification that has not been completed.

According to Circular 17/2024/TT-NHNN and Circular 18/2024/TT-NHNN issued by the State Bank, from January 1, 2025, corporate customers will only be allowed to withdraw money and make payment transactions by electronic means on their payment accounts after completing the verification of the identity documents and biometric information of the legal representative.

This regulation aims to limit and prevent the use and exploitation of payment accounts for illegal purposes by subjects using fake identification documents to open payment accounts.

Previously, the biometric authentication regulation for individual customers was implemented from July 1, 2024. However, according to the State Bank's leaders, since then, there has been a situation of circumventing the regulation by opening corporate accounts and circumventing biometric authentication for fraudulent purposes.

Therefore, in the coming time, the banking industry will pay more attention to business account opening activities, to ensure the authentication of the legal representative of the business.

“When conducting business transactions, if the transaction is large, a signature is needed to identify the responsible person, ensuring that when a problem occurs, we can trace the signer,” said Deputy Governor of the State Bank of Vietnam Pham Tien Dung.

To implement, the leaders of the State Bank of Vietnam requested that units under the State Bank of Vietnam and credit institutions continue to review the implementation of regulations on electronic signatures and business accounts at credit institutions. The State Bank branches in provinces and cities must continuously update the implementation progress and actively coordinate with credit institutions in the area to review and "clean up" accounts.

Representatives, accountants... of organizations and businesses will have to authenticate biometrically to be able to conduct electronic banking transactions.

To implement this regulation, recently, some banks have notified customers about cases where institutional customers will have their electronic transactions stopped.

According to an announcement issued by VPBank, corporate or organizational customers will not be able to make any transactions if their identification documents have expired or if they have not undergone biometric verification at VPBank.

Specifically, VPBank clearly stated that transactions will be stopped in 2 cases: For corporate payment accounts, all transactions on the payment account will be stopped if the account owner or authorized person has not updated valid identification documents.

For corporate cards including debit or credit cards, all corporate card transactions will be stopped if the legal representative or primary cardholder has not updated their identification documents and completed biometric verification. The secondary cardholder will also not be able to make transactions if their identification documents and completed biometric verification have not been updated.

To avoid disruptions to transactions and ensure security, the bank recommends that corporate customers update their identification documents and complete biometric verification immediately.

Corporate customers need to prepare documents to update information including: valid ID card with chip, new ID card issued from July 1, 2024 according to the standards of the Ministry of Public Security, or valid residence papers for foreigners.

In addition, VPBank noted that the bank only updates biometrics on the bank's application and provides support instructions at branches and transaction offices nationwide.

When assisting customers in updating data, bank staff never send login request links, provide user names, passwords, ID numbers, OTP codes, or any other personal information. Therefore, VPBank recommends that businesses be vigilant against forms of fraud and scams.

The bank also recommends that businesses do not purchase/use external NFC devices at home to avoid information security risks for personal devices. At the same time, biometric updates via the bank's application are not currently supported for foreigners.

Previously, Vietcombank also issued a notice about the interruption of transactions for accounts of corporate customers if they have not updated their identification documents or biometric information.

This bank also recommends that when opening a payment account/card for a business, the bank must collect and monitor information about: identification documents of the business representative/related person; biometric information of that person in case of conducting transactions electronically.

Similarly, VietinBank also informed that for corporate customers, payment accounts will be suspended if the relevant person in the process of using the organization's payment account (including: legal representative, chief accountant and authorized persons) has expired identification documents.

Online trading accounts will also be suspended if the business account fails to update biometrics.
