Prevent supply, reduce demand, reduce the harm of drugs

Promote drug prevention and control propaganda with content, forms and measures suitable for each target group.

That is the content of Resolution No. 93/NQ-CP promulgating the Plan to implement Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat (Plan).

The purpose of the Plan is to organize the dissemination and serious, synchronous and effective implementation of Conclusion No. 132-KL/TW to strengthen and improve the effectiveness of drug prevention and control work. Promote the combined strength of the political system and all classes of people; strengthen regular, close and synchronous coordination between central and local departments, ministries and branches in effectively organizing the implementation of Conclusion No. 132-KL/TW.

Transforming the state of drug prevention, control and combat work from "traditional" to "modern"

One of the tasks and solutions of the Plan is to continue to strengthen the Party's leadership, improve the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in preventing, combating and controlling drugs.

In particular, the Government requires ministries, branches, People's Committees of provinces and centrally run cities to direct the implementation of activities to create strong changes and innovations in thinking and action, raise awareness and responsibility of Party committees, Party organizations, cadres and Party members, especially leaders, leaders and managers; identify drug prevention, control and combat as the task of the entire political system and the whole society, not "outsourced" to the police force; must resolutely, synchronously, regularly and continuously implement both prevention and combat; properly implement the motto of "preventing supply, reducing demand, reducing the harm of drugs", focusing on effective demand reduction solutions, focusing on prevention, focusing on grassroots areas and residential areas as the focus for implementation.

At the same time, promote the role and responsibility of the heads of Party committees, authorities, agencies and organizations directly leading, directing, inspecting and evaluating the work of drug prevention, control and combat, and must consider and strictly discipline if the drug situation becomes complicated in the agencies, units, localities, fields and areas assigned to them for management.

Each cadre and party member must set an example in complying with and mobilizing their families and relatives to strictly comply with the provisions of the law on drug prevention, control and control; propagate to raise public awareness in drug prevention, control and control; persistently build a culture of drug eradication in the whole society so that each person, each family, each hamlet, residential group, and neighborhood condemns, does not accept drugs, does not harbor drugs, detects and denounces to the authorities to manage drug addicts and users, and arrests and handles drug-related criminals; gradually eliminates drugs from social life.

Continue to improve and enhance organizational and staffing capacity, build mechanisms and policies to attract highly qualified human resources to work in drug crime prevention and control agencies and specialized drug prevention and control forces.

Promote the application of science, engineering and technology; transform the state of drug prevention, control and combat work from "traditional" to "modern"; digitize in creating database sources of information related to drug prevention and combat, meeting work requirements in the new situation.

Strengthen inspection, examination, supervision and strict handling of violations in the organization and implementation of drug prevention, control and combat work at agencies and organizations from central to grassroots levels.

People's Committees of provinces and centrally run cities shall issue a Project to build "drug-free communes and wards" from now until 2030, with an annual implementation roadmap to ensure that by the end of 2030, at least 50% of commune-level administrative units nationwide will be "drug-free".

Strengthening the application of social networks in drug prevention and control propaganda work

The Government also requested ministries, branches and People's Committees of provinces and centrally run cities to step up propaganda work on drug prevention and control with content, forms, measures and means suitable for each target group, focusing on key areas and localities with complicated drug problems, high-risk groups, especially youth, teenagers, students, workers and laborers in industrial parks, export processing zones, areas implementing large-scale projects...; increase the application of 4.0 technology, the Internet and social networks in propaganda work.

Build and replicate advanced models and examples; promptly reward and encourage collectives and individuals with outstanding achievements in drug prevention, control and combat; effectively organize and implement the movements "All people protect national security", all people participate in drug prevention and control associated with the campaign "All people unite to build new rural areas, civilized urban areas" and other patriotic emulation movements to mobilize the maximum strength of the whole society to participate in drug prevention, control and combat.

Urgently arrange and perfect the management apparatus for drug addiction treatment.

The Ministry of Public Security has drastically implemented a high-point comprehensive review of drug addicts, illegal drug users and post-rehabilitation drug addicts to accurately assess the current situation, take strict management measures and proactively prepare records to apply appropriate rehabilitation measures. Focus on sending the maximum number of drug addicts who meet the legal requirements and the number of addicts at high risk of committing crimes and violating the law to compulsory rehabilitation.

Synchronously implement solutions to prevent the emergence of new drug users and drug addicts. In particular, step up the fight and thoroughly handle crimes related to the field of drug demand reduction (such as illegal possession of drugs; organizing illegal drug use and harboring illegal drug use); strictly manage and have support policies and early intervention (medical care, social assistance, legal aid, counseling, psychological treatment, job referrals, etc.) for groups at high risk of illegal drug use such as adolescents and young people in special circumstances (poor families, school dropouts, unemployment, homeless, destitute, with criminal records, etc.).

Urgently direct the implementation of arranging and perfecting the organizational structure, staffing, and human resources of drug rehabilitation facilities nationwide, ensuring suitability, streamlining, efficient, effective, and efficient operations to perform the functions and tasks of state management of drug rehabilitation and post-rehabilitation management.

Urgently research, innovate, and improve the effectiveness of drug rehabilitation work. Organize cultural, political, and legal studies; provide training, vocational training, and career guidance for drug rehabilitation participants, appropriate to each age group and the needs of labor and production in each locality....
