Prevent smuggling and illegal transportation of goods across borders

Smuggling, trade fraud (BLGLTM), and illegal transportation of goods across the border in Quang Ninh tend to increase at the end of the year. To focus on preventing and effectively combating crimes on the border, the province's functional forces have proactively deployed synchronous solutions.

At 7:45 a.m. on October 29, at Km 87+400m of National Highway 18C (in Po Hen village, Hai Son commune, Mong Cai city), the Po Hen Border Post working group coordinated with Bac Son Border Post to arrest Nguyen Viet Duc (born in 1998, residing in village 3, Hai Xuan commune, Mong Cai city) who was transporting 900kg of frozen pork belly without documents proving its origin and legality.

Previously, on October 2, the Border Guard Station of Hoanh Mo Border Gate coordinated with the Drug and Crime Prevention Task Force of the Provincial Border Guard, the Customs Sub-Department of Hoanh Mo Border Gate, and the Police of Binh Lieu District to arrest Chieu Chan Quay (born in 1972, residing in Sieng Long village, Quang Lam commune, Dam Ha district) who was transporting 228 boxes of firecrackers, with a total weight of 342kg.

The above are just 2 of many cases of smuggling and illegal transportation of goods across the border at the end of the year, which were caught by authorities.

Quang Ninh Border Guard is assigned to manage the nearly 300km long land and sea border and 82 communes and wards in 10 districts, towns and cities in the province. In order to effectively carry out the assigned tasks, especially effectively combating crimes of smuggling and illegal transportation of goods across the border, the provincial Border Guard has proactively and drastically deployed synchronous measures, especially strengthening patrols and controls at the end of the year in the border areas. As a result of the fight, in the first 9 months of 2024, the provincial border guard force arrested, handled and coordinated the arrest of 68 cases and 71 subjects (an increase of 32 cases and 23 subjects compared to the first 9 months of 2023).

Promoting its role as the Standing Agency of the Provincial Steering Committee 389, since the beginning of the year, the provincial customs force has presided over the arrest and handling of 213 cases of illegal transportation of goods and drugs, worth 7.2 billion VND, an increase of 41% in the number of cases and an increase of 26% in value compared to the same period in 2023.

According to the authorities, as the end of the year approaches, smuggling and illegal transportation of goods across the province's borders are increasing and becoming more complicated. Taking advantage of the province's characteristics with long land and sea borders, complex terrain, and many waterways, smugglers frequently change locations and methods of operation, making it difficult for authorities to prevent and arrest them. At each time, the subjects take advantage of the border trade policy, hiring border residents to carry goods through the border gate, then collect and bring them inland for consumption. Through inspection, fighting and control of the area, it is shown that the goods illegally traded and transported across the border at the end of this year are mainly poultry breeds, seafood, frozen foods, household appliances, firecrackers, etc.

Faced with the increasing trend of smuggling, transportation of counterfeit and banned goods, and complicated developments on all routes, fields, and areas at the end of the year, the Provincial Steering Committee 389 requests functional forces and localities, especially those with border gates, borders, trails, and openings, to strengthen the fight against smuggling, illegal transportation of goods across the border before, during, and after the Lunar New Year 2024.

The Provincial Steering Committee 389 also requested member sectors to regularly inspect and control the market, strictly handle administrative violations of essential goods with high consumer demand at the end of the year. In particular, the forces pay special attention to inspecting and strictly handling acts of transporting smuggled goods, prohibited goods, trading in firecrackers and fireworks of all kinds; not to let hot spots of illegal trade form...

Implementing the direction of the province, the sectors, localities, and functional units in the province such as border guards, customs, police, market management... have proactively coordinated with local border authorities and party committees in exchanging information and situations related to the fight against human trafficking to deploy effective measures to prevent and combat it. Thereby, continuing to maintain the safety of the area, not allowing the formation of "hot spots"; contributing to ensuring market stability to serve the shopping needs of people during the upcoming Lunar New Year.
