The World & Vietnam Newspaper highlights some of the day's international news highlights.

* Russia transferred S-400 from Kaliningrad to Ukraine ? On November 26, posting on social network X , the British Ministry of Defense stated that Russia may have transferred S-400 air defense systems from Kaliningrad to Ukraine to compensate for losses. The move came after an increase in losses of S-400 air defense systems (SA21) in Russian-controlled territories in Ukraine in late October 2023.

Earlier, Ukrinform (Ukraine) quoted comments from investigators from the Bellingcat intelligence website in mid-November, also stating that Russia may have transferred S-400 air defense systems from Kaliningrad to Rostov. This activity coincided with an increase in the number of flights by An-124 and Il-76 military transport aircraft from Kaliningrad across the Baltic Sea to the Russian mainland. At the same time, when flying over Russia, pilots will turn off the transponder that allows tracking of the route and final destination.

On October 26, Russian media reported that three of the country's S-400 systems were destroyed in Lugansk. Ukrainian sources also added information about damage to Russia's air defense capabilities in Crimea. (Ukrinform)

* Russia neutralizes many Ukrainian UAVs : On November 26, writing on Telegram , Oryol Governor Andrei Klychkov said: “Tonight, with the support of electronic warfare systems, we neutralized another Ukrainian unmanned aerial vehicle (UAV). This device fell in the industrial zone of Livny. There were no casualties. Currently, law enforcement agencies are taking the necessary measures.”

Earlier, the Russian Defense Ministry reported repelling a large-scale attack by Ukrainian UAVs. Air defense systems were deployed in Moscow, Tula, Bryansk, Smolensk and Kaluga and intercepted 24 UAVs. One of them crashed into an apartment building in Tula, slightly injuring one person. (TASS)

* Ukraine will find it difficult to receive more US aid this year : On November 26, in an interview with NBC News (USA), Chairman of the House Intelligence Committee, Representative Mile Turner, said: “I think it will be difficult to implement this plan (to provide a new aid package to Kiev) by the end of this year. The current obstacle is the White House's policy on the southern border. Congress will require changes to some laws to ensure that the border returns to its previous state to protect the southern border area.”

Previously, Bloomberg (USA) quoted surveyed US lawmakers as saying that Kiev would not receive further support from Washington until mid-December 2023, or even into 2024. According to Bloomberg , widespread support for Kiev is no longer available because the Ukrainian army's counter-offensive campaign has reached a dead end.

Meanwhile, according to John Kirby, the White House National Security Council Coordinator for Strategic Communications, the country has spent about 96% of the money allocated to support Ukraine. He emphasized that the lack of additional major support from Washington would have a negative impact on Kiev's defense capabilities.

In October, the White House sent a request to Congress for more money in the new fiscal year to support Ukraine and Israel, as well as counter China and Russia in the Asia-Pacific region. In total, the Biden administration is seeking about $106 billion for these purposes. Several Republicans have recently spoken out publicly against the policy of continuing to provide more financial support to Kiev. (NBC News)

* Hungary calls on the EU to have a Plan B on Ukraine: On November 27, talking about the current situation in Ukraine, Hungarian Prime Minister Viktor Orban commented, “In our current position, it is clear that the Ukrainians will not win on the ground.” Prime Minister Orban stated: “There is no solution on the ground. The Russians will not lose. There will be no political change in Moscow. This is the truth... Russia will not lose and nothing will change in their policies. Therefore, we have to face reality. We have to move to Plan B.” However, according to him, the European Union (EU) currently does not have such a plan.

Last week, Prime Minister Orban reportedly asked the EU to reconsider its strategy, warning that he would oppose any additional aid unless the bloc’s leaders could guarantee that “its objectives can be realistically achieved” without US support. According to Politico , in a letter to European Council President Charles Michel, Prime Minister Orban wrote: “The European Council must have a frank and open discussion on the feasibility of the EU’s strategic objectives in Ukraine.” (RT)

* Israeli Prime Minister affirms that he will “wipe out” Hamas , talking about the ceasefire : On November 26, Mr. Benjamin Netanyahu inspected the tunnel in the Gaza Strip captured by the Israel Defense Forces (IDF). Accompanying him were IDF Chief of Staff Tzachi Braverman, Director of the National Security Council Tzachi Hanegbi, Assistant to the Prime Minister in charge of military affairs Avi Gil and IDF Deputy Chief of Staff Amir Baram.

Addressing the soldiers, Prime Minister Netanyahu affirmed: “We are here, in the Gaza Strip, with our heroic soldiers. We are doing everything we can to free the hostages and we will free them all. We have three goals in this operation: to wipe out Hamas, to free all the hostages and to ensure that Gaza will not become a threat to the State of Israel… We will continue until the end, until we win. Nothing can stop us.”

Netanyahu's visit came on the third day of a temporary ceasefire, which was supposed to last four days in exchange for Hamas returning 50 hostages and Israel releasing 150 Palestinian prisoners.

In related news, on the same day, Israeli Prime Minister Benjamin Netanyahu spoke by phone with US President Joe Biden. The White House statement said the two sides agreed to “continue efforts to secure the release of all hostages.”

For his part, Prime Minister Netanyahu announced that Israel would resume full military operations as soon as the temporary ceasefire ends. However, he would “welcome” an extension of the ceasefire: for every 10 hostages released beyond the initial agreement of 50, the ceasefire would be extended by one day.

On the same day, Hamas released a third group of hostages in exchange for Palestinian prisoners during the current ceasefire, which began on November 24. A source close to Hamas said they were ready to extend the ceasefire by four days beyond the deadline set in the previous agreement. * Many countries call for extension of ceasefire agreement in Gaza Strip: On November 27, speaking at a regular press conference, Foreign Ministry spokesman Nasser Kanani stated: “As the Islamic Republic of Iran , we wish and expect ... that the behavior of the Jewish regime towards the Palestinian people will end completely”. He emphasized that Iran is “monitoring” the extension of the ceasefire agreement “with the regional party operating in this field, the state of Qatar”.

On the same day, tens of thousands of Moroccans marched in the commercial capital of Casablanca. Waving Palestinian flags, they called for a permanent ceasefire in the Gaza Strip and the suspension of relations with Rabat and the Jewish state.

“We do not need a ceasefire, but a permanent ceasefire to create a chance for peace, the establishment of a sovereign Palestinian state with Jerusalem as its capital,” said Socialist Party (PSU) MP Nabila Mounib. She hopes to see “all the exiles in the Palestinian diaspora return” and the release of Palestinian prisoners. Pro-Palestinian rallies in Morocco have been low in recent years, but have increased sharply since the outbreak of the Israel-Hamas conflict.

On November 26, speaking on the French television network BFMTV , French Foreign Minister Catherine Colonna stated: “We demand the release of our hostages and all hostages. It would be good, useful and necessary if the ceasefire were to last until this end.” So far, no French hostages have been released, but she “hopes very much” that this will change. “There are lists drawn up during the negotiation process through Qatar,” the official added, but “Hamas makes its choice within these lists.”

On the same day, speaking at a press conference with his Spanish counterpart Jose Manuel Albares during the Union for the Mediterranean Forum in Barcelona, Palestinian Authority Foreign Minister Riyad Al-Maliki said that Qatar , Egypt , the US , the EU and Spain are working to extend the temporary ceasefire in the Gaza Strip.

He said the current ceasefire could be extended by “1, 2, 3… days,” but no one knew how long it would last. The diplomat had previously called for a permanent ceasefire to avoid further civilian deaths in Gaza.

Speaking to reporters on November 27, NATO Secretary General Jens Stoltenberg called for an extension of the ceasefire. He also said that Iran should restrain its “proxy forces.” (FP/Reuters)
