Minister of Education and Training Nguyen Kim Son stated that among the 1.6 million teachers, some do not earn enough to live on, and therefore cannot fully dedicate themselves to teaching. Therefore, if education is considered a "strategic breakthrough and a top national priority," then certain priorities must definitely be given.

On the morning of November 20th, continuing the agenda of the 8th Session, the National Assembly discussed the draft Law on Teachers in the plenary hall. At the end of the discussion, Minister Nguyen Kim Son gave a speech explaining and clarifying some issues raised by National Assembly deputies during the session.

While tutoring is not prohibited, it is forbidden to engage in tutoring practices that violate the ethics of educators.

Emphasizing that November 20th is a special and happy day for over 1 million teachers, Minister of Education and Training Nguyen Kim Son stated that this is even more special as the National Assembly is discussing the draft Law on Teachers in the plenary session on this day. Thanking the National Assembly deputies for their contributions, Minister Nguyen Kim Son clarified that the opinions expressed were highly unanimous and supportive of this draft law, demonstrating concern and responsibility towards the education sector.

National Assembly deputies suggested adding more detailed content, scope, and legislative terminology to ensure greater specificity and feasibility. Minister Nguyen Kim Son stated that, in addition to fully incorporating the opinions, some of this content will be transferred to regulations in Decrees and guiding Circulars. Because, for the education sector, besides the Law on Teachers, there is another very important and comprehensive law, the Law on Education, and many regulations related to professional activities (such as teaching, testing, and evaluation...), Minister Nguyen Kim Son believes that this draft Law cannot cover everything. At the same time, we need to accept that some provisions may differ from other laws.

“For example, regulations on retirement age will differ from the Labor Code; or the regulations regarding teachers teaching across multiple schools, or the possibility of transferring teachers to teach at more than one institution… will differ from the Law on Public Employees. But generally, some regulations are different but aim to serve the goal of developing the teaching staff. If these differences bring positive results, then we should be prepared to accept them,” Minister Nguyen Kim Son clarified.

From the perspective and guiding spirit of the General Secretary, Minister Nguyen Kim Son stated that the education sector will also consider and balance its performance with other sectors, rather than seeking special privileges or advantages. However, the Minister of Education and Training also shared that, in reality, among the 1.6 million teachers, some do not earn enough to live on, thus preventing them from dedicating themselves wholeheartedly to teaching. Therefore, if education is considered a "strategic breakthrough and a top national priority," then some priorities must definitely be given. Regarding specific regulations on salaries to ensure a minimum standard of living for teachers, the draft Law on Teachers only stipulates the principles, leaving the rest to the Government to define.

Regarding the opinions of many National Assembly deputies on teachers' tutoring, Minister Nguyen Kim Son stated that the Ministry of Education and Training is not prohibiting teachers from tutoring, but prohibits tutoring activities that violate the ethics of teachers as well as professional principles. Minister Nguyen Kim Son said that he will fully study the opinions of National Assembly deputies discussed in committees and in the plenary session to incorporate them as much as possible, and affirmed that the development of the teaching staff is the main reason for developing the Law on Teachers.

Creating breakthrough policies to develop the teaching staff.

Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that, through the discussion, the majority of National Assembly deputies highly appreciated the sense of responsibility of the drafting agency and the agency in charge of verification in preparing the draft law. The Vice Chairwoman said that the deputies' opinions basically agreed on the necessity of building a Law on Teachers to institutionalize the Party's views and policies on teachers, especially Resolution 25 and Conclusion No. 91 on fundamental and comprehensive reform of education and training. They also addressed many profound issues from practice to perfect and build a specialized law that fully and appropriately concretizes the Party's concern for the important position and role of the teaching staff in national development, ensuring synchronization and consistency with related legal systems…

The Vice Chairman of the National Assembly stated that the delegates' opinions focused on discussing state policies regarding the building and development of the teaching staff, especially breakthrough policies on salaries, professional allowances, and regional allowances; ranking teachers at the highest salary level in the administrative and public service salary scale; policies supporting public housing to attract teachers; teaching titles; rights and obligations of teachers; recruitment, employment, and management of teachers; special consideration and priority in recruitment; policies on reassignment and transfer; policies on teacher training and professional development; attracting talented individuals and creating a pool of teachers and lecturers; rights and obligations of teachers in periodic and ongoing training and professional development; issues of political qualities and professional ethics; and the responsibilities of the State and educational institutions in ensuring funding for teacher training and professional development…

In addition, delegates also discussed topics such as teacher evaluation; rewarding and honoring teachers; international cooperation for teachers; the responsibilities of students and parents; and the issue of extra tutoring and supplementary classes.

The Vice Chairman of the National Assembly stated that most of the feedback expressed a desire to create breakthrough policies to develop the teaching staff, meeting the requirements of educational and training reform in accordance with Resolution 29. Immediately after this session, the Standing Committee of the National Assembly will direct the verification agency, the drafting agency, and relevant agencies to seriously consider and fully and thoroughly explain the opinions of the National Assembly deputies, and promptly finalize the draft Law for submission to the National Assembly for consideration at the 9th session.
