Minister of Education and Training Nguyen Kim Son said that among the 1.6 million teachers, there are teachers who do not have enough to live on, and therefore cannot devote themselves to teaching. Therefore, if we consider “education as a strategic breakthrough, a top national policy”, then there must be some priorities.
On the morning of November 20, continuing the 8th Session, the National Assembly discussed in the hall the draft Law on Teachers. At the end of the discussion, Minister Nguyen Kim Son spoke to explain and clarify a number of issues raised by National Assembly deputies at the discussion session.
Do not prohibit extra teaching but prohibit extra teaching behaviors that violate teachers' ethics
Emphasizing that November 20 is a special and happy day for more than 1 million teachers, Minister of Education and Training Nguyen Kim Son said that this is even more special when on this day, the National Assembly discusses in the hall the draft Law on Teachers. Thanking the opinions of the National Assembly deputies who spoke, Minister Nguyen Kim Son stated that the opinions expressed were all highly unified and unanimous in supporting this draft Law, demonstrating concern and responsibility for the education sector.
The opinions of the National Assembly deputies suggested that the detailed content, subjects, and legislative terms should be increased to ensure more specificity and feasibility. Minister Nguyen Kim Son said that, in addition to fully absorbing the opinions, part of these contents will be transferred to the documents stipulated in the Decree and guiding Circular. Because for the activities of the education sector, in addition to the Law on Teachers, there is another very important and comprehensive law, the Law on Education, and many regulations related to professional activities (such as teaching, testing, evaluation, etc.), Minister Nguyen Kim Son said that this draft Law cannot cover everything. At the same time, we need to accept that some provisions may be different from other laws.
“For example, the regulations on retirement age will be different from the Labor Code; or teachers teaching in multiple schools, the transfer of teachers who can teach at more than one facility... will be different from the Law on Civil Servants. But in general, some regulations are different but serve the goal of developing the teaching staff. This difference brings good and positive things, so we should be ready to accept the differences,” Minister Nguyen Kim Son stated.
From the perspective and direction of the General Secretary, Minister Nguyen Kim Son said that the education sector will also consider and balance with other sectors, not just hoping that the education sector will receive special privileges, benefits, and favors. However, the Minister of Education and Training also shared that in reality, among the 1.6 million teachers, there are teachers who do not have enough to live on, so they cannot wholeheartedly devote themselves to teaching. Therefore, if we consider "education as a strategic breakthrough, a top national policy", there must definitely be some priorities, and the remaining specific regulations on salary regimes to ensure a minimum living standard for teachers, the draft Law on Teachers only stipulates principles, the rest is assigned to the Government for specific regulations.
Regarding the opinions of many National Assembly members on extra teaching by teachers, Minister Nguyen Kim Son said that the Ministry of Education and Training is advocating not to prohibit extra teaching by teachers but to prohibit extra teaching that violates the ethics of teachers as well as professional principles. Minister Nguyen Kim Son said that he will fully study the opinions of National Assembly members discussing in groups and in the Hall to absorb them to the maximum, and at the same time affirmed that the development of a new team of teachers is the main reason for building the draft Law on Teachers.

Create breakthrough policies to develop the teaching staff
Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that through the discussion, the majority of National Assembly deputies highly appreciated the sense of responsibility of the Drafting Agency and the Agency in charge of reviewing the draft Law. The Vice Chairwoman of the National Assembly said that the deputies basically agreed with the necessity of developing the Law on Teachers to institutionalize the Party's viewpoints and policies on teachers, especially Resolution 25 and Conclusion No. 91 on fundamental and comprehensive innovation of education and training. At the same time, she mentioned many profound issues from practice to perfect and develop a specialized law that fully and appropriately specifies the Party's concern for the important position and role of teachers in national development, ensuring consistency and unity with the relevant legal system...
The Vice Chairman of the National Assembly said that the delegates' opinions focused on discussing state policies on building and developing the teaching staff, especially breakthrough policies on salaries, professional allowances, regional allowances; ranking teachers' salaries at the highest level in the administrative and career salary scale; policies on supporting public housing to attract teachers; teacher titles; rights and obligations of teachers; recruitment, use and management of teachers; special privileges and priorities in recruitment; policies on transfer and assignment; policies on training and fostering teachers; attracting talented people, creating sources for training teachers and lecturers; rights and obligations of teachers in periodic and regular training and fostering; issues on political qualities and professional ethics; responsibilities of the State and educational institutions in ensuring funding for training and fostering teachers...
In addition, the delegates also discussed issues related to teacher evaluation; rewards and honors for teachers; international cooperation for teachers; responsibilities of students and parents; extra teaching and learning...
The Vice Chairman of the National Assembly said that most of the comments were in the hope of creating a breakthrough policy to develop the teaching staff, meeting the requirements of educational and training innovation in the spirit of Resolution 29. Immediately after this session, the National Assembly Standing Committee will direct the Verification Agency, the Drafting Agency and relevant agencies to seriously absorb, fully and thoroughly explain the opinions of the National Assembly Deputies, and promptly complete the draft Law to submit to the National Assembly for consideration at the 9th Session.
