The People's Committee of Ha Tinh province proposed specific solutions for departments, branches and localities to focus on implementing to overcome shortcomings and limitations and improve and enhance the PAR Index, SIPAS and PAPI indicators in 2023.

In addition to the growth in the Provincial Competitiveness Index (PCI) in 2022 of Ha Tinh, the remaining indexes including the Provincial Governance and Public Administration Performance Index (PAPI), the Satisfaction Index of People and Organizations with Services of State Administrative Agencies (SIPAS) and the Public Administration Reform Index (PAR Index) all decreased in rank compared to 2021.

Specifically, compared to 2021, the PAR Index decreased the most from 8th to 28th out of 63 provinces and cities; the SIPAS Index ranked 7th out of 63 provinces and cities, down 2 places; the PAPI Index ranked 8th out of 61 provinces and cities, down 1 place.

The Provincial People's Committee issued Plan No. 221/KH-UBND dated June 14, 2023 on implementing specific solutions to improve and enhance the PAR Index, SIPAS, and PAPI in 2023. Strive to improve these indexes in 2023, enhancing the quality of scores and rankings in fields and component indexes.

Regarding general tasks and solutions, the Provincial People's Committee requested departments, branches, sectors and localities to continue to innovate the direction and administration of administrative reform (AR), specify targets and tasks and ensure the quality and progress of the contents identified in the Project to implement Resolution No. 12-NQ/TU, the Provincial State Administrative Reform Master Program for the period 2021-2030, and the PAR Plan for 2023 to improve and increase the rankings and scores of the PAR Index, SIPAS, and PAPI indicators.

Units proactively research, seek or refer to new initiatives and models to apply to create breakthroughs in administrative reform work.

The head assigned to preside over the contents and fields of administrative reform must directly direct, organize the implementation and be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the scores and rankings of the criteria, component criteria, field indexes, and contents under the responsibility of the agency he/she presides over, monitors, and implements; closely follow the contents, fields, criteria, and component criteria according to the regulations of the provincial index set to promptly implement, ensuring progress and quality.

Focus on directing resolutely, striving to complete 100% of the targets and tasks according to Resolution No. 95/NQ-HDND dated December 16, 2022 of the Provincial People's Council on the socio-economic development plan, national defense and security in 2023. Strictly comply with Official Dispatch No. 280/CD-TTg dated April 19, 2023 of the Prime Minister on rectifying and enhancing responsibility in handling the work of ministries, agencies and localities; Notice of Conclusion No. 169/TB-VPCP dated May 5, 2023 of the Government Office on the conclusion of the Government's Steering Committee for Administrative Reform at the 4th meeting on April 19, 2023; Document No. 1567-CV/TU dated February 16, 2023 of the Provincial Party Committee on rectifying discipline and administrative order.

Maintain regular monitoring, inspection and supervision of the implementation of administrative reform, especially supervision of the completion of overcoming shortcomings and limitations through administrative reform inspection. Proactively research, seek or refer to new initiatives, models and effective methods to apply to create breakthroughs in administrative reform, thereby improving and enhancing the administrative reform indicators of the province, each agency, unit and locality.

The Provincial People's Committee also requested the directors of departments, heads of provincial-level departments and branches, central agencies located in the area; Chairmen of district-level People's Committees and relevant agencies and units to continue to carefully study reports and results of the announcement of PAR Index, SIPAS, PAPI indicators in 2022, compare with the contents and areas under their responsibilities and authority to proactively issue documents to specify and implement this plan to ensure seriousness and effectiveness.

The People's Committees of districts, cities and towns shall direct the full implementation of regulations on publicizing land use planning and plans; land recovery compensation prices on the electronic information portals of districts, cities and towns; direct the People's Committees of communes, wards and towns to publicize the list of poor households; publicize the revenue and expenditure of the commune, ward and town budget on the electronic information page and at the headquarters of the People's Committees of communes, wards and towns according to regulations to overcome shortcomings, limitations and improve and increase the scores of the content indicators of the PAPI Index.

Propose that the Vietnam Fatherland Front Committee and socio-political and socio-professional organizations at all levels actively coordinate in disseminating and implementing solutions to contribute to improving and enhancing the PAR Index, SIPAS, and PAPI; participate in coordinating and supervising the implementation of administrative reform work at agencies, units, and localities, especially in handling administrative procedures related to people and businesses; mobilize union members, association members, and people to proactively, actively, and voluntarily participate in handling administrative procedures, the digital transformation process, and online public services...

The Provincial People's Committee also assigned specific responsibilities to agencies in charge of administrative reform contents and fields such as: Department of Home Affairs, Department of Justice, Provincial People's Committee Office, Department of Information and Communications, Department of Finance, Department of Planning and Investment, Department of Science and Technology to focus on reviewing and implementing key tasks to improve and enhance the administrative reform index and related indexes.
