Identifying Party building as the key and economic development as the focus, in recent years, Vinh Chan commune, Ha Hoa district has always focused on Party building and the political system to ensure unity and strength, associated with leadership in implementing socio-economic development tasks. This is the foundation to create momentum for the locality to increasingly prosper, and the material and spiritual life of the people to be gradually improved and enhanced.

The Vinh Chan Commune Party Committee currently has 648 party members, operating in 20 subordinate party cells, including 14 residential area party cells. Comrade Ngo Thi Thu Ha - Deputy Secretary of the Commune Party Committee said: "To create consensus in the socio-economic development of the locality, first of all, the Commune Party Committee always proactively follows the viewpoints, guidelines, and policies of the Party and the State as well as strengthens solidarity and unity among cadres, party members and consensus among the people, creating spiritual motivation, successfully implementing socio-economic tasks".
The Standing Committee of the Commune Party Committee has assigned cadres in charge to regularly attend the activities of Party cells and residential area meetings, promptly grasp the situation at the grassroots level, listen to the thoughts and aspirations of the people, especially issues related to economic development, social security, and sustainable poverty reduction so that the Party Committee can discuss, debate, and unify to make the most correct decisions to help create consensus and unity in implementing the Party's resolutions.
Focusing on leading and directing production development towards improving productivity, quality and efficiency, the Party Committee and the People's Committee of the commune have stepped up propaganda and mobilized people to change the structure of crops, plants and livestock towards applying scientific and technical advances, forming production models linked to value chains, planning high-yield and high-quality rice areas to create product brands, putting 100% of short-term rice varieties into production, of which high-yield and high-quality varieties account for over 70% of the area. In the first 9 months of 2024 alone, the total cultivated area of the commune reached 715.6 hectares; the total grain output is estimated at 3,749 tons, reaching 83% of the annual plan.
In addition, the commune focuses on expanding the livestock and poultry farming in the direction of farms and ranches; focusing on specialty livestock such as crossbred pigs, hill chickens, etc.; making the most of the water surface area to raise various types of fish, snails, frogs, etc. Currently, the whole commune has over 700 livestock and over 86,000 poultry. The total aquaculture area is 188.4 hectares; the output reaches 972.5 tons/year; the farming method is intensive, intercropping one rice crop and one fish crop.
Along with that, Vinh Chan commune has directed and implemented many solutions to create favorable conditions for enterprises, production and business establishments to develop. Currently, in the commune, there are 7 enterprises, 3 cooperatives; 310 production establishments operating in the fields of industry - agriculture - handicrafts - trade and services such as: mechanics, repair, garment, construction materials trading, transportation business, wood workshops... operating effectively, creating jobs for hundreds of local workers.
With the attention and direction of the Party Committee and the government, along with the efforts of the people, the economy of Vinh Chan commune has improved a lot. Currently, the average income per capita reaches 49 million VND/year; the poverty rate in 2023 decreased to 5.63%. In 2024, through a preliminary assessment of the total assessment of residential areas, it is expected that the poor households in the commune will continue to decrease by 0.8%. The economy is developing, cultural life is increasingly improved. Cultural, artistic, physical education and sports activities are maintained and developed; the construction and implementation of conventions and covenants of cultural residential areas have made much progress.
At the same time, other aspects of work such as ensuring security and order, health care, education, population - family planning and children have all been effectively implemented by the Party and the communal government. Thanks to that, it has created more trust in the leadership of the Party among the local people, aroused the pioneering spirit of cadres and party members, promoted economic development, and built the locality to become increasingly prosperous and beautiful.
