Minister of Agriculture and Rural Development Le Minh Hoan expressed his impression with Nghe An's starred OCOP products.

Potential products

Pu Mat Pharmaceutical Joint Stock Company currently owns 7 4-star OCOP products and 6 3-star OCOP products. The company's products such as tea bags, instant tea, pills, extracts... are made from 100% natural medicinal herbs, produced on modern production lines. These are potential products in Tra Lan area (Con Cuong district), gradually conquering demanding domestic and foreign markets.

Mr. Phan Xuan Dien, Director of Pu Mat Medicinal Herbs Joint Stock Company, shared: In addition to the raw material area of ​​more than 4 hectares grown by the Company itself, he has linked up with dozens of ethnic minority households in Cam Lam, Luc Da, Thach Ngan, and Lang Khe communes to purchase products to grow more than 4 hectares of medicinal herbs as raw materials for processing. Currently, the 6 technical workers in charge of the factory all have university degrees and are children of ethnic minorities, with an average income of 6 million VND/month. The Company also creates stable, regular jobs for 15-20 workers who are also ethnic minorities with an income of 160,000 VND/day.

Also a potential economic model in the mountainous region of Nghe An, Hoa Tien Brocade Weaving Village Cooperative, Chau Tien (Quy Chau) has dozens of handmade products from brocade and has 2 products that have achieved 3-star OCOP quality. The cradle of brocade in the Northwest region of Nghe An has a history of hundreds of years, and still retains many unique features in each brocade product.

In addition to the domestic market, Hoa Tien brocade has crossed mountains and forests to reach many countries around the world. Ms. Sam Thi Bich, representative of Hoa Tien Brocade Weaving Village Cooperative, said: There are dozens of households, with dozens of workers having jobs and income from selling brocade products. We are very happy that our products have been exported to countries around the world, opening up prospects for people following the traditional profession.

By the end of November 2024, in 11 mountainous districts of Nghe An, there are 233 OCOP products. Of these, there are 224 3-star products and 9 4-star products; and of these, 3 products have been exported to other countries in the world.

It is worth noting that OCOP agricultural products are having a significant impact on economic and social development. The effectiveness of the model not only brings a stable source of income for households and groups of households; at the same time, it contributes to solving on-site employment for idle workers, taking advantage of local raw materials...

Ms. Vo Thi Nhung, Deputy Director of the Department of Agriculture and Rural Development of Nghe An shared: In fact, the ethnic minority and mountainous areas of Nghe An, spanning 11 districts and towns, are rich in potential and strengths in terms of climate, land, people, etc. in developing agricultural products. The evidence is that hundreds of products have been certified as 3-star and 4-star OCOP products, some of which have been exported. The Provincial People's Committee always encourages, motivates, and has support mechanisms for people and businesses to improve their products in a specialized, modern, and diversified manner to better meet the needs of customers.

"Support" from the National Target Program 1719

The National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period (National Target Program 1719) has been implemented in Nghe An and has designed Content 1, Sub-project 2, Project 3 to support the development of production according to the value chain. This is an important source of support for Nghe An to improve the agricultural products of the ethnic minority and mountainous areas, which are rich in potential and strengths. Accordingly, up to now, 156 ethnic minority households have participated in the project on developing production according to the value chain, 74 projects/plans on developing community production, 2,482 households have participated in the project on developing community production...

Among hundreds of 3-star and 4-star OCOP products in the ethnic minority and mountainous areas of Nghe An, many products are being produced according to the value chain and supply chain. That is, the products are produced by households, groups of households, cooperatives, and companies, processed, and then distributed to the market. There are also product lines that are purchased by households, groups of households, cooperatives, and companies, and then delivered to consumers, after going through the processing stage.

With additional support resources from the National Target Program 1719, people in the ethnic minority and mountainous areas of Nghe An have more room for production, business and trade activities according to the value chain.

Looking at the 2 OCOP products mentioned in part 1, of Hoa Tien Brocade Weaving Village Cooperative and Pu Mat Medicinal Materials Joint Stock Company, they are produced according to the value chain. Raw materials from medicinal materials, fabric fibers, and cotton fibers are processed through production lines, producing products, and then distributing them to the market. Thus, the products have been improved in quality and quantity, contributing to creating jobs and stable income for households participating in the chain.

Despite the potential, strengths and support from the National Target Program 1719, the upgrading of agricultural products in the ethnic minority and mountainous areas of Nghe An is still facing many difficulties and challenges. According to Ms. Vo Thi Nhung - Deputy Director of the Department of Agriculture and Rural Development of Nghe An, the application of science and technology is still limited because OCOP products are mainly pre-processed or simply processed products with low added value.

In addition, the processing process and technology are still simple, even outdated and do not fully meet the regulations and requirements on food safety and hygiene and environmental protection. Intellectual property issues have not received due attention from the subjects, many subjects do not fully understand and have not proactively registered for protection of trademarks, models, packaging, and industrial designs.

OCOP products are mostly small-scale, diverse in types, highly specialized, so the ability to expand the scale is limited, making it difficult to meet large and continuous orders. Enterprises and production facilities are small; many entities are in remote, mountainous, ethnic minority areas, production capacity and market access are still limited.

To improve the quality of products in mountainous areas, contributing to creating jobs and income for people, Ms. Vo Thi Nhung, Deputy Director of the Department of Agriculture and Rural Development of Nghe An, emphasized: It is necessary to overcome the above limitations and shortcomings... associated with increasing calls for cooperation and support from external resources in the conversion from traditional consumption channels to modern sales channels.

In addition to improving processing processes and technology, promoting modern trade; promoting digital transformation... it is necessary to focus on and promote cultural and community factors associated with the characteristics of OCOP products to create additional income value for each product. Currently, Nghe An is making efforts to build profiles and manage OCOP product data, digitize products and build a traceability system according to the OCOP product value chain.
