On the morning of June 6, questioning Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, delegate Nguyen Duy Thanh (Ca Mau delegation) raised the question: "Vietnamese people are smart and hard-working, but how can Vietnamese labor productivity develop and escape the ASEAN region's standard zone and be on par with other countries in the world?".

Chairing the question-and-answer session, National Assembly Chairman Vuong Dinh Hue assessed that this was the shortest question-and-answer session on the morning of June 6, but it was an important issue that many people were concerned about, which was the labor productivity of Vietnamese people.
Answering this question, Minister Dao Ngoc Dung said that labor productivity depends on two major issues: capital, technology, and skills and qualifications of workers. In which, skills and qualifications of workers are one of the important factors.
Admitting that Vietnam's labor productivity has been low recently, Minister Dao Ngoc Dung said: "I do not agree with some people who say that Vietnam's labor productivity is lower than that of some small countries next to us. Many people say that Vietnam's labor productivity is lower than that of Cambodia and Laos. No, not entirely so!"
However, the Minister of Labor, Invalids and Social Affairs admitted that Vietnam's labor productivity may be lower than the general level.
Vietnam's labor productivity is low due to many factors. Specifically, the distribution of labor in the agricultural sector is very high. These are workers who produce a lot of products but have low commercial value.
Second, according to Mr. Dung, the scale of Vietnam's labor force is very large. Therefore, the same work that should be done by one person is shared among many people, so labor productivity is also lower.
Regarding solutions, Mr. Dung said there are three things that need attention, including restructuring the workforce; improving the quality of training, fostering, and quality of human resources, especially high-quality human resources; and limiting the use of labor in labor-intensive industries.
Holding up a sign to debate with Minister Dung, delegate Be Trung Anh (Tra Vinh delegation), Standing Member of the National Assembly's Ethnic Council, said that the reason for the level and technology is only part of it.
"I think the main reason for Vietnam's low labor productivity is low personal responsibility. Instead of taking personal responsibility and having one person decide on a job, we organize a meeting of 10 people to make decisions, so productivity is only 1/10 of the number of people attending that meeting," said Mr. Be Trung Anh.
