'Labor productivity is 12% of Singapore's, how can the eagle lay golden eggs for us?'

On the afternoon of October 31, at the socio-economic discussion session, expressing opinions on productivity and human resource development, delegate Tran Van Khai (Ha Nam delegation) acknowledged that the current situation of human resources and labor productivity in our country after half of the 13th Party Congress term still has many shortcomings and limitations.

Productivity is 12.2% of Singapore, 60 years behind Japan

Mr. Khai cited the assessment of the International Labor Organization (ILO) saying that Vietnam's labor productivity in 2022 is only equal to 12.2% of Singapore's labor productivity, 24.4% of South Korea's, 58.9% of China's, 63.9% of Thailand's and 94.2% of the Philippines'.

Delegate Tran Van Khai expressed his opinion at the meeting on the afternoon of October 31.

Meanwhile, the Asian Productivity Organization (APO) assessed that Vietnam's labor productivity is 60 years behind Japan, 40 years behind Malaysia and 10 years behind Thailand.

"When high-quality human resources are the key to socio-economic development, economic restructuring, growth model transformation and competitive advantage, what do we have now? Or are we just starting?", Mr. Khai said.

Citing data reported by the Ministry of Planning and Investment, Mr. Khai said that in the semiconductor chip sector alone, it is forecasted that Vietnam needs to train 50,000 - 100,000 high-quality human resources for the period 2025 - 2030. "This shows how 'thirsty' the need for high-quality human resources is!", Mr. Khai emphasized.

Raising the issue of what to do to develop human resources and increase productivity in the socio-economic development plan for the remaining years of his term, Mr. Khai said that the upgrading of Vietnam-US relations opens up great opportunities to develop important manufacturing industries.

However, if there is no "nest" of high-quality, specialized labor and labor productivity is not improved, how can the technology eagle land and lay golden eggs for us?

From that, Mr. Khai recognized that the biggest and most urgent task at this time is to have a breakthrough policy to overcome the existing problems and limitations that are barriers and bottlenecks hindering the development of human resources, especially high-quality human resources and labor productivity.

"I believe that Vietnam will be different and more prosperous in the digital age if we have timely breakthrough policies to develop high-quality human resources," said Mr. Khai.

Ha Nam delegates also recommended that the Government analyze the current situation and propose specific and feasible solutions for developing human resources, especially high-quality human resources, improving labor productivity, and creating changes in the coming time.

Besides, he suggested that the National Assembly urgently need to conduct specialized supervision on the implementation of legal policies on labor, human resource development and labor productivity.

Delegate Tran Chi Cuong (Da Nang City delegation) expressed his opinion at the meeting.

Also related to this issue, delegate Tran Chi Cuong (Da Nang delegation) said that last September, Vietnam and the US upgraded their diplomatic relations to a comprehensive strategic partnership. The two sides decided to promote cooperation in science, technology and innovation in the digital field, considering this a new breakthrough in the comprehensive strategic partnership. The two sides recognized Vietnam's potential to become a key country in the semiconductor industry.

Mr. Cuong also said that in the joint statement on the Vietnam-US comprehensive strategic partnership, it is stated that the US supports the rapid development of Vietnam's semiconductor development ecosystem and actively enhances Vietnam's position in the global semiconductor supply chain.

Therefore, the potential for the development of Vietnam's semiconductor industry is huge, with many opportunities to attract investment and receive technology transfer from international corporations in the US and other partners. "I think this is a clear opportunity for the Vietnamese economy and needs to be considered and properly exploited," Mr. Cuong emphasized.

According to Mr. Cuong, rare earth resources and the development of related industries such as mineral exploitation, semiconductor industry, microchip industry, etc. can bring certain growth like the role of crude oil in recent times.

"Without appropriate policies to develop internal strength, the spillover effect will not be large, the goal of industrialization and modernization of the country will not be achieved, and the path of processing and packaging industry will repeat itself," Mr. Cuong emphasized.
