Increase the capacity for excavating soil and construction stone.

Departments, agencies, and related units are urgently carrying out procedures to increase the capacity of earth and stone mining at several mineral mines to meet the demand for common construction materials for key and strategic projects in the city.

In early April 2025, the Department of Agriculture and Environment approved the results of the environmental impact assessment report for the project to increase the capacity of quarrying stone for common construction materials at Truong Ban construction stone quarry (Hoa Son commune, Hoa Vang district). At the same time, they urged and focused on resolving the final procedures to further increase the quarrying capacity to meet the demand for common construction materials at projects and construction sites in the area.

Accordingly, the mining capacity in 2025 is 400,000 m³ of monolithic rock/year and 93,076 of monolithic soil/year (overburden soil of the quarry). Project activities include stripping the overburden, drilling, blasting, breaking oversized rocks, mining, excavation, transportation and processing of minerals.

According to Nguyen Hai Lam, Director of Truong Ban Construction Co., Ltd. (the licensed quarry operator of Truong Ban stone mine), in 2024, the company increased its mineral extraction capacity at the Truong Ban quarry by 15% to meet the demand for common construction materials for several key projects and infrastructure works of the city, especially to promptly supply materials for the construction of the breakwater for the Lien Chieu Port Investment and Construction Project - Shared Infrastructure, ensuring the safety of the project during the 2024 rainy and stormy season.

The company has urgently completed the necessary paperwork and procedures to request the city's permission to increase the mining capacity of the Truong Ban quarry in 2025, in order to supply construction stone and soil for leveling and road embankment materials to serve the construction of key, strategic projects in the city.

“After the Department of Agriculture and Environment approved the results of the environmental impact assessment report for the project, the company has carried out the subsequent procedures and is awaiting feedback from the city's departments and agencies on the mining permit application. The company has prepared all the necessary means, equipment, and conditions to immediately increase mining capacity after the City People's Committee grants the permit to supply common construction materials for key projects and driving forces of the city,” Mr. Nguyen Hai Lam informed.

According to Vo Nguyen Chuong, Deputy Director of the Department of Agriculture and Environment: “Increasing the mining capacity at Truong Ban quarry is mainly to provide construction stone for the completion of the Hoa Lien - Tuy Loan expressway because the distance for transporting materials to the construction site is suitable for the economic and technical ‘solution.’ Currently, the Truong Ban quarry operator has submitted an application for a permit. We are carrying out the procedures to submit to the City People's Committee for permission to increase the mining capacity of Truong Ban quarry.”

Mr. Vo Nguyen Chuong also stated that there are 8 active mines for common construction materials (soil and stone mines) and 11 areas with ongoing mineral extraction activities within projects in the city. The city has assessed that the available reserves of excavated soil and stone are insufficient to meet the needs of leveling for projects, road embankment construction, and other construction projects. The solutions implemented by the city in the past include allowing an increase in extraction capacity at existing mines; expediting procedures for mines that have been successfully auctioned; and granting extraction licenses to investors of projects with surplus soil and stone reserves.

"Due to the high demand for mineral resources as common construction materials for key projects in the city, the city leadership and the Department of Agriculture and Environment have been urging mining companies to prioritize supplying excavated soil and rock to construction projects, especially those investing in socio-economic development," Mr. Chuong said.

It is understood that, in order to ensure the supply of common construction materials for projects, the City People's Committee issued Official Letter No. 4795/UBND-ĐTĐT dated August 30, 2024, agreeing to allow 7 quarries to increase their mining capacity by less than 15% of their current license capacity in 2024, but not exceeding the permitted boundaries and depth.

Under this policy, mines are exploited to supplement reserves of up to 177,549 of finished stone to serve key projects and infrastructure of the city without requiring adjustments to mining licenses (as stipulated in Clause 1, Article 58 of Government Decree No. 158/2016/ND-CP). The City People's Committee also allows for increased mining capacity for stone mines that meet the following criteria and conditions: the mine still has remaining mining time, exploitable reserves, and the elevation of the mines after mining must not be lower than the final mining elevation as determined by the Department of Construction; the increase in capacity must ensure environmental compliance, meet technical infrastructure requirements, and not affect traffic safety in the mining area and on the transportation route.

In particular, the mines must supply the entire volume of minerals extracted through increased production capacity to serve the construction of projects funded by the state budget, key projects in the city such as the Lien Chieu Port Construction Investment Project - Shared Infrastructure, the Hoa Lien - Tuy Loan section of the expressway, National Highway 14B, etc.
