In recent years, with the rapid development of transport infrastructure, industry, and services, the appearance of Phu Tho town has changed a lot, many streets have been invested in and renovated, many large regional connecting roads have been built... That development has made the land along the roads potentially valuable, so many households have deliberately encroached on it for business, especially the area along the Phu Ha Industrial Park... Although previously, the functional forces have regularly coordinated, actively propagated and mobilized, the situation of encroachment on roadsides, sidewalks, setting up tents to sell goods, spontaneous markets... is still quite common.

The authorities propagate and mobilize people who do business encroaching on corridors and sidewalks to automatically clean up and hand over corridor space according to regulations.

The spontaneous market on the side of Hung Vuong Street through Ha Loc Commune, the road through Phu Ha Industrial Park, is still happening again despite the fact that the authorities have had to apply strong measures many times (fines, confiscation of illegal exhibits, etc.). Implement Plan No. 120, dated July 31, 2024 of the Town People's Committee on implementing a peak period to restore urban order; clear and prevent encroachment on corridors and sidewalks in the town.

Accordingly, 100% of communes and wards have developed the unit's Plan and implemented it in the area, while coordinating with the Inspection Team and related units to focus on propaganda, mobilization, persuasion to dismantle, organize signing of non-violation commitments; count, review and classify violating works and structures; handle violations. During this peak period, the town will focus on handling and resolving hot spots such as: Hung Vuong Street, IC9 intersection area, Z121 market; Ga Xep intersection, around Me market, 27/7 intersection, Hung Vuong ward market, Binh Minh Square; some main roads, streets, national highways, provincial roads...

According to the report of the People's Committees of communes and wards, the number of cases that need to be cleared and dismantled is 240 cases, specifically: Au Co Ward has 2 cases (statistical reports show that there are more than 170 cases but they have been voluntarily cleared and dismantled); Phong Chau Ward has 6 cases; Hung Vuong Ward has 21 cases; Thanh Vinh Ward has 64 cases; Thanh Minh Commune has 20 cases; Van Lung Commune has 5 cases; Ha Thach Commune has 63 cases; Ha Loc Commune has 6 cases and Phu Ho Commune has 53 cases. Classified by routes and streets: Hung Vuong Street has 86 cases; Provincial Road 325B has 33 cases; National Highway 2 has 30 cases, the rest are some national highways, provincial roads, roads and streets in inner-city areas.

In order to raise awareness of self-compliance with the law on urban order, the Urban Management Regulations of organizations and individuals in Phu Tho town, and to build a civilized urban lifestyle, comrade Ha Sy Duan - Head of the Urban Order Inspection Team of Phu Tho town said: From August to now, the Urban Order Inspection force has organized many campaigns to restore urban order, clear and prevent encroachment on corridors and sidewalks. At the same time, specialized vehicles, trucks, cranes with lifts, excavators, metal and concrete cutters, heat welders and many other items to serve the clearance and dismantling work.

At the same time, organize people to sign a commitment not to encroach or illegally use corridors, sidewalks, and roads. Count, review, and classify constructions, architectural objects, equipment, and other items that violate corridors and sidewalks; notify households that violate to mobilize them to dismantle them themselves. In cases of intentional non-compliance, the authorities will organize enforcement, dismantling, and confiscation of evidence, then hand over the corridors, sidewalks after clearance and the violated evidence to the People's Committees of communes, wards, and functional units for management according to regulations.

For the Phu Ha Industrial Park area, the Urban Order Inspection Team has coordinated with the Industrial Park Management Board and Ha Loc Commune Police to strengthen patrols and handle violations in this area while at the same time propagating and mobilizing cadres, workers, and employees to absolutely not stop or park their vehicles to buy goods from organizations and individuals who illegally sell on the sidewalks and Hung Vuong Street through the Industrial Park. Up to now, from 7:30 a.m. to 5:30 p.m. every day, urban order here is ensured, the situation of people arbitrarily selling goods and holding markets on the roads leading to the Industrial Park basically does not exist.

Up to now, basically, households in violation have complied with the self-clearance and demolition after being propagandized and mobilized. The task force has completed the clearance and demolition of households in violation according to the statistical list in the communes and wards: Au Co, Hung Vuong, Phong Chau, Thanh Vinh, Thanh Minh..., the area of ​​Van Lung, Ha Loc, Phu Ho, Ha Thach communes started from October 2. The clearance and demolition work has basically been smooth and safe; wherever the clearance is, the evidence is collected, loaded and transferred to the gathering place, ensuring security, order, traffic safety and environmental sanitation in the clearance area.

In the last months of the year, the Town People's Committee continues to strengthen its leadership and direction regularly and continuously; improve the capacity and effectiveness of management and administration of authorities at all levels, especially the heads of Party committees, authorities, agencies, and units... Thereby, ensuring clear roads and sidewalks, convenient traffic, maintaining environmental sanitation and urban beauty.
