Speaking at the Conference, Comrade Tong Van Thanh - Director of the Press and Publishing Department said that in recent times, in addition to strengthening the direction and orientation of information, researching, proposing and issuing solutions to create conditions for the press to operate and develop healthily and in the right direction, the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association regularly exchange with the magazine's management agencies; note and remind the leaders of the magazine agencies to properly perform the roles, responsibilities and powers of the management agencies and magazine leaders in rectifying and managing the activities of the magazine, the activities of reporters, editors, and journalists, especially the violations of the law and professional ethics of journalists.

However, according to comrade Tong Van Thanh, in recent times, there have been cases of reporters and journalists from magazines - mainly magazines belonging to social organizations, socio-professional organizations... violating the law, being prosecuted and criminally prosecuted for crimes such as fraud, extortion, and falsification of work.
"The situation of violating the law in magazine activities and violating professional ethics of journalists tends to increase, partly due to the laxity in leadership, direction and management of the governing body. There are phenomena of conflicts, denunciations and complaints between the governing body and the magazine agency" , comrade Tong Van Thanh assessed.
According to comrade Tong Van Thanh, some governing bodies do not invest resources and ensure the necessary conditions for the magazine's operations as proposed in the license proposal. There is a phenomenon of governing bodies intervening too deeply in the magazine's professional operations, even issuing letters of introduction, sending reporters and staff to work, writing and publishing articles that are not in line with their functions and duties.

Mr. Ngo Huy Toan - Head of the Press and Information Department, Inspectorate of the Ministry of Information and Communications said that in 2023, the Ministry of Information and Communications conducted 14 inspections, of which 13 were magazine inspections. Through inspections, checks and working sessions, the most prominent violations were violations of the purpose and objectives, followed by activities that were not in accordance with the license content - establishing a specialized page without a license, not for the purpose requested for permission.
According to Mr. Ngo Huy Toan, in the past year, authorities from central to local levels have fined 42 units about 1.9 billion VND, of which 3 editors-in-chief were fined for sending journalists and reporters to work not in accordance with the purpose.

Speaking at the Conference, comrade Nguyen Duc Loi - Permanent Vice President of the Vietnam Journalists Association said that one of the reasons leading to the above limitations and shortcomings is that in recent times, the press in general has faced many difficulties and major challenges in terms of both human resources and financial resources, and the magazine sector has faced much more difficulties.
Comrade Nguyen Duc Loi said that, in the past time, the steering agencies, the Central Propaganda Department and the management agency, the Ministry of Information and Communications, have regularly reminded and taken many quite adequate handling measures, but have not yet thoroughly resolved the issue. "Here, the role of the governing agency in limiting and preventing violations by its press agencies is the most important, and the responsibility of the governing agency in the case of violations by press agencies is first and foremost," Comrade Nguyen Duc Loi emphasized.
According to the Permanent Vice President of the Vietnam Journalists Association, when establishing a press agency, the managing agency needs to create enough resources to work and develop. Many units are established without headquarters, without budget, the editor-in-chief does not have enough qualifications and professional ethics, and some managing agencies even require the press agency to generate revenue for themselves, considering the press agency as a tool to generate revenue.

Emphasizing solutions in the coming time, Deputy Minister of Information and Communications Nguyen Thanh Lam said that the Ministry of Information and Communications is coordinating with the Government and relevant ministries and branches to supplement and amend the Press Law.
According to Deputy Minister Nguyen Thanh Lam, the role of the governing body will be very important in the future. Regulation 101 has a connecting thread from reporters to press agencies and then to the governing body.

Conduct inspections and checks of magazines when there are signs of violations, and strictly handle violations according to regulations.
For the governing bodies, it is necessary to focus on leading and directing the magazine agencies to properly implement the principles, purposes, functions, tasks, directions, and operational plans; regularly review and evaluate the implementation of leadership, direction, and management of the affiliated magazine agencies.
Develop and approve the operating regulations of the direct magazine agency in accordance with its functions and tasks, and closely monitor the implementation of these regulations. Clearly define the responsibilities and powers of the governing agency with the responsibilities and powers of the magazine agency according to Party and State regulations.
For leaders of magazine agencies, Deputy Head of the Central Propaganda Department Tran Thanh Lam emphasized that it is necessary to continue to perceive and thoroughly and fully grasp the position, role and importance of press work, not only as the mouthpiece of the governing agency but also as a sharp ideological weapon of the Party and State, and as a forum for the People, on that basis, focus on leading and directing magazine agencies to build and implement information and propaganda work in a proactive, positive, creative and effective manner.
