The vital content of Party building and rectification work
Protecting the Party's ideological foundation means protecting the Party, its political platform, its guidelines, protecting the people, the socialist rule-of-law state, and protecting the renovation process. Protecting the Party's ideological foundation is the fundamental, important, and vital content of the Party building and rectification work, and is a top, regular task based on thoroughly grasping and correctly and creatively applying Marxism-Leninism and Ho Chi Minh Thought to Vietnam's reality.
In order to improve the effectiveness of the fight against erroneous and hostile viewpoints, it is necessary to closely combine "building" and "fighting", in which building is fundamental, fighting must be resolute and effective, promoting democracy along with strengthening discipline to firmly protect the Party's ideological foundation, consolidate and strengthen faith in Marxism-Leninism and Ho Chi Minh Thought; maintain solidarity and unity within the Party; prevent and repel political and ideological degradation, "self-evolution, self-transformation", and defeat the plots of hostile forces; build a clean and strong Party, promote the strength of the entire nation; promote the cause of innovation, protect the fatherland, and soon turn our country into a basically modern industrialized country.
Identify plots, tricks, and attack methods of hostile forces
In the current context, we need to clearly identify the plots, tricks, methods, forms, and wrong views of hostile forces and political opportunists attacking the ideological foundation, Party platforms, and State policies and laws, as shown in the following issues:
Firstly, the forces directly attack the Party's ideological foundation to negate Marxism-Leninism, Ho Chi Minh Thought, and the path to socialism. Hostile forces step up propaganda, promote the import of extremist ideological trends: populism, pragmatism, extreme nationalism from the outside combined with inciting individualism, opportunism, and factionalism from within to promote "self-evolution" and "self-transformation" in the political and social system.

Second, denying the leadership of the Party and the socialist political system; promoting the "depoliticization" of the armed forces; denying the socialist-oriented market economy, opposing the market economy to the socialist orientation; attributing the current regime to "systemic errors"...
Third, distorting the situation of the country, spreading the so-called "comprehensive crisis", "dangerous situation"; exaggerating, slandering and deepening social, religious, ethnic, human rights, land issues... to destroy the great national unity bloc.
Fourth, fabricating, embellishing, and exaggerating the weaknesses and shortcomings of some organizations, individual cadres, and party members, attributing them to the nature of the ruling Party, inciting opposition between the Party and the State and the people.
Fifth, infiltrate our internal affairs, approach, entice, and bribe to divide us internally, raise a “flag” to gather forces. Step up the search for degenerate elements among the Party cadres and members to spread erroneous and reactionary views.
Sixth, they sabotage our Party's foreign policy of independence, self-reliance, multilateralization, and diversification in international integration with tricks such as "exiting" this country, allying with that country, and promoting separatism. They thoroughly exploit the issue of sovereignty over seas and islands to spread false information, undermining people's confidence in our Party and State's determination to protect our sea and island sovereignty.
Important, regular tasks
Protecting the Party's ideological foundation is a very important task, contributing to the process of building and developing our Party. Throughout the process of national development, especially in the past 5 years, especially after the issuance of Resolution 35-NQ/TW dated October 22, 2018 of the 12th Politburo on strengthening the protection of the Party's ideological foundation, fighting and refuting wrong and hostile views in the new situation, this work has been carried out methodically, systematically, consistently and especially very resolutely from the Central to local levels.
The revolutionary practice of our Party shows that, at any revolutionary stage, ideological and theoretical work always stands at the forefront of all aspects of the Party's work. It is impossible to make correct leadership decisions for effective leadership activities without a correct theoretical basis.
In the new context of the world and regional situation, on the basis of clearly recognizing the strategic plots, tactics, tricks, measures, methods and means of hostile forces against us in the ideological and theoretical fields, our Party has determined: Protecting the Party's ideological foundation and fighting against hostile and erroneous viewpoints is an important task of vital significance in protecting the Party, the State, the People and the socialist regime.
The role of grassroots party organizations and party members
In the process of innovation, development of socialist-oriented market economy and international integration, towards the goal of a rich people, strong country, democracy, fairness and civilization, grassroots party organizations have an increasingly important position and role.
The grassroots party organization is the foundation of the Party, conducting internal Party building activities from the grassroots; leading organizations of the political system, economic and social organizations, leading cadres, party members and people at the grassroots level; leading all areas of social life, ensuring that activities at the grassroots level follow the political orientation of the Party. With that position and role, the grassroots party organization and party members in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new situation need to be demonstrated in the following contents:
Firstly, implementing the policy of the higher-level Party Committee on the task of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints for cadres, Party members, union members, association members and the people.
Second, the organization thoroughly disseminates to subordinate party organizations and cadres and party members policies, plans, and measures to protect the Party's ideological foundation and fight against erroneous and hostile viewpoints.
Third, lead the work of building and rectifying the Party and the political system at the grassroots level, ensure that the Party organization and the grassroots political system are clean and strong, carry out the work of protecting the Party's ideological foundation, and fight against erroneous and hostile viewpoints in the new situation at the grassroots level.
This is an important solution in preventing and combating “self-evolution” and “self-transformation”, and is an important premise for building “exemplary and typical” agencies and units; at the same time, creating a clean and healthy environment to prevent the infiltration of erroneous and hostile viewpoints and ideologies into the unit. Party committees and organizations at all levels need to focus on improving the quality of resolutions and party activities; improving the leadership capacity and fighting strength of party organizations; upholding the principles of democratic centralism, collective leadership, individual responsibility, self-criticism and criticism.
Fourth, through the role of cadres and party members, especially the role and responsibility of setting an example of the Party committees and leaders, creating motivation and spreading the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints at the grassroots level.
With the capacity, qualifications and responsibilities of cadres and party members, they directly participate in the task of protecting the Party's ideological foundation in various forms such as writing news articles, sharing positive information, propagating to cadres, party members, union members, association members and people to identify information with bad and toxic content... Thereby, creating positive effects, promoting the pioneering and exemplary role for cadres, party members, union members, association members and people to follow.
Fifth, inspect and supervise the performance of duties of cadres and party members to replicate and develop good practices and typical models, and promptly adjust and correct individuals, organizations and unions that do not perform well in the task of protecting the ideological foundation and fighting against wrong views in their agencies and units.
Through such inspection and supervision, promptly detect limitations and shortcomings of individuals and organizations in performing tasks; commend and replicate good practices and creative and effective models.
The Party's ideological foundation is an important part, and at the same time, it is the fundamental and core factor, creating the basis and premise that determines all activities of building, operating and leading a Party. Therefore, protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints are essential requirements to build and develop a clean and strong Communist Party of Vietnam.
