The plan aims to raise awareness of the role of community learning centers, cultural and sports centers and community learning centers in providing education and promoting lifelong learning for people, thereby building a learning society right from the grassroots. At the same time, the plan also focuses on strengthening state management and mobilizing social resources for the centers.
Specifically, by 2030, it is expected that 100% of commune centers in ethnic minority and mountainous areas will be provided with additional human resources to organize activities; 100% of centers will have their own working place or executive office, with computers connected to the internet; 90% of centers will have bookcases/community libraries, with free internet/wifi connections to support people's learning; 100% of managers, teachers, and reporters will be trained and fostered to improve their management capacity and organize activities at the center; 100% of centers will use documents compiled according to educational programs to meet the needs of learners, update knowledge, skills, and transfer technology.
Every year, mobilize at least 10.5% of illiterate people aged 15-60 to study the Literacy Eradication Program Phase 1 and 2% of people aged 15-60 to study the Literacy Eradication Program Phase 2 after completing the Literacy Eradication Program Phase 1. Every year, mobilize at least 5% of the increase in the number of people aged 15-60 to study the educational program that meets the needs of learners at the center; at least 90% of centers apply information technology in administration and organization of educational activities, reaching a basic level or higher; 100% of centers are supplemented, updated, and have data added to the education sector's database; at least 80% of centers or educational institutions assigned to implement the Literacy Eradication Program use electronic literacy documents and electronic lectures so that literacy students can study anywhere, anytime.
To achieve this goal, the province will implement many synchronous solutions such as: Communication to raise awareness and strengthen leadership and direction of the centers; the centers will be supplemented with human resources, facilities and equipment; the team of managers, teachers, reporters and volunteers will be trained to improve their capacity; the application of information technology in management and organization of activities will also be promoted...
The Provincial People's Committee assigned the Department of Education and Training to take the lead in implementing the plan and coordinate with relevant departments, branches, sectors and localities to effectively implement the set goals.
