Ethnic knowledge training is content number 1, Sub-project 2 (DA5) under the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021-2030, aiming to improve and update ethnic knowledge, ethnic culture, ethnic policies for cadres, civil servants and public employees working on ethnic affairs.

Phu Tho is a mountainous province with 13 districts, cities and towns, including 10 mountainous districts, 183 mountainous communes and towns. The whole province has 26 communes with extremely difficult conditions, CT229 and 70 extremely difficult villages; with 50 ethnic groups living together; ethnic minorities have over 250 thousand people, accounting for 17% of the province's population, mainly distributed in the districts of Tan Son, Thanh Son, Yen Lap, Doan Hung, Thanh Thuy; there are 4 ethnic minorities living in concentrated villages with distinct cultural identities and customs, namely the Muong, Dao, Cao Lan (San Chay) and Mong ethnic groups; the Muong ethnic group has the largest population with over 218 thousand people, accounting for 84% of the ethnic minority population and 14.3% of the province's population.
In recent years, the contingent of cadres in remote mountainous communes, especially disadvantaged areas of the province has been strengthened in terms of quantity, qualifications, and increasingly reasonable structure. This is the core force together with the ethnic minorities in remote mountainous communes, continuing to innovate, promoting the industrialization and modernization of agriculture and rural areas.
With the goal of building a team of cadres working on ethnic affairs who must have profound ethnic knowledge to go deep, closely, and grasp the aspirations of the people, only then can they do a good job of propagating the Party's guidelines and policies, the State's laws and policies, and speak to the people so that they can listen and follow them. Closely following the instructions and guidance from the Central Government, in the role of an advisory body on ethnic affairs, with the attention, close direction and facilitation of the Provincial Party Committee and the Provincial People's Committee, the ethnic knowledge training work was organized and implemented systematically and effectively by the Provincial Ethnic Committee. Trainees attending the training course acquired many specialized knowledge groups on: Overview of Vietnam's ethnic minorities; the Party's viewpoints, policies and guidelines on ethnic issues and ethnic affairs; the State's laws and policies on socio-economic development in ethnic minority areas. In addition, trainees are also informed about knowledge about State management of ethnic minority culture; national defense and security work in ethnic minority and mountainous areas; building a strong grassroots political system in ethnic minority areas for cadres, civil servants, and public employees who directly advise and monitor ethnic work at the provincial, district, and commune levels, and Party cell secretaries and heads of residential areas in ethnic minority areas.

In particular, the training courses thoroughly grasped and disseminated the National Target Program on Socio-Economic Development in Ethnic Minority Areas for the 2021-2025 period with contents related to the cultural identity of ethnic groups, national defense and security work in ethnic minority and mountainous areas.
Along with the achieved results, the implementation of ethnic knowledge training for local cadres, civil servants and public employees still faces some difficulties and problems that need to be overcome soon. Specifically: Some topics have not been updated in a timely manner; many communes and districts still have incorrect awareness of the position, role and importance of ethnic knowledge training and ethnic policies, thus affecting the direction and assignment of cadres, civil servants and public employees of agencies and units to participate as required...
Comrade Hoang Anh Nghia - Deputy Head of the Provincial Ethnic Committee said: "In the coming time, the Provincial Ethnic Committee will continue to synchronously deploy solutions to raise awareness for Party committees and authorities at all levels on training in ethnic work and ethnic policies. Regularly coordinate with the Ethnic Academy - Ethnic Committee to exchange and unify the content of documents and lectures suitable to the actual conditions of the locality, helping the training of cadres to achieve the highest efficiency. In addition, the Ethnic Committee will strengthen inspection and supervision of the organization of training in ethnic knowledge and ethnic policies for cadres, civil servants and public employees at the grassroots level in the province, thereby promptly promoting advantages, replicating good and creative practices. At the same time, overcome limitations and shortcomings to improve the effectiveness of training in ethnic knowledge.
