Improving the efficiency of attracting investment in industrial parks

In the planning period of 2021-2030, with a vision to 2050, Ha Nam province plans to establish 10 new industrial parks with a total area of ​​about 2,111 hectares. The planning and development of industrial parks is associated with urban and service areas; priority is given to attracting high-tech, environmentally friendly industries.

To improve the efficiency of investment attraction, in addition to planning and building industrial parks, the province is interested in investing in developing transport infrastructure, connecting with industrial parks. Specifically, in the period of 2021 - 2025, the total investment capital for transport development in the province is about 13,600 billion VND (accounting for 34% of the construction investment capital of the whole period).

Many important traffic projects have been implemented such as: Phu Thu Intersection and connecting road; intersection with Hanoi - Ninh Binh Expressway (in Liem Son, Thanh Liem); Tan Lang Bridge and regional connecting road, connecting from Ring Road 4 - Ring Road 5; parallel road of National Highway (QL) 21 and many other key traffic routes have been implemented. Thanks to that, in 2024, the Provincial People's Committee has attracted many investors to build infrastructure for 4 new industrial parks with a scale of 150 - 250 hectares. The industrial parks are invested in building modern and spacious infrastructure, which will be an attractive destination for investors.

In order to improve the effectiveness of investment attraction, the Provincial People's Committee has directed sectors and localities to strengthen coordination with enterprises investing in industrial park infrastructure to accelerate site clearance, complete infrastructure, and resolve administrative procedures when attracting investment; focus on investment promotion, including directly promoting investment attraction in a number of countries around the world. Along with that, continue to review and adjust administrative procedures, especially procedures after granting business registration certificates; promote the linkage of human resource training according to the needs of enterprises as well as anticipate trends to train human resources to meet the needs of attracting investment in the fields of high technology and advanced technology; arrange land funds to build housing for workers; call for foreign investment in a number of breakthrough fields such as high technology, semiconductors, innovation, etc.

To create conditions for enterprises investing in industrial parks to quickly produce stably and effectively, the Provincial People's Committee directed the Provincial Industrial Park Management Board to coordinate with localities to focus on developing infrastructure connecting with industrial parks; sectors to plan social housing areas, implement construction, and ensure that when the industrial park comes into operation, there will be social housing for rent to serve workers in the industrial park. For investors, it is necessary to focus maximum resources on finance and human resources to implement project construction on schedule, build green, clean, beautiful, environmentally friendly industrial parks and attract many large investors with modern production technology. Prepare necessary conditions in terms of infrastructure, clean land, energy, and human resources to attract large investment projects that are truly meaningful for socio-economic development.

In the coming period, many new industrial parks will be built in the province, especially the province has been permitted by the Prime Minister to establish a High-Tech Park with an area of ​​663 hectares in Ly Nhan district with a favorable geographical location, connecting with international airports. The province has invested in convenient traffic routes from the High-Tech Park connecting with the road connecting the two expressways Hanoi - Hai Phong and Cau Gie - Ninh Binh. Ha Nam also has two Central Hospitals Bach Mai and Viet Duc investing in the province... With favorable conditions, the province is calling for attracting businesses to invest in the area and is committed to creating the most favorable conditions for investors.

To attract investors to the industrial parks, the province has directed the sectors to coordinate with infrastructure business enterprises to organize zoning plans in the industrial parks. The provincial Industrial Park Management Board coordinates with investors and localities to focus on clearing the industrial parks as quickly as possible to hand over to infrastructure business investors, calling for businesses to invest in operations. In combination with site clearance, the sectors coordinate with investors to ensure the best conditions for project implementation such as: security and order, fire prevention and fighting, building investment promotion programs to support investors to attract businesses. At the same time, the Provincial People's Committee is always committed to supporting investors to quickly implement projects, striving to put them into operation on schedule; prioritizing attracting large projects, including policies to attract supporting investors and possibly setting aside a separate area for businesses to invest in industry groups.

The Provincial People's Committee has assigned the Department of Construction to coordinate with VSIP to implement the planning of the High-Tech Park. In the long term, the province will develop a transportation network connecting to the High-Tech Park. The province also plans a social housing area near the High-Tech Park to solve accommodation for workers; create conditions for investors to plan to build a clean water factory on the Red River, a port on the Red River... to soon fill up new industrial parks, contributing to improving the efficiency of attracting investment, promoting the socio-economic development of the province.
