Improving the efficiency of transboundary water resource use

On April 16, in Son La city, the University of Natural Sciences, Vietnam National University, Hanoi organized a scientific workshop to introduce the results of the project "Research on developing methods and technology to forecast dry season flows, 10-day, month, and season periods to the Vietnam-China border".

Attending the workshop were representatives of the Ministry of Science and Technology; the Department of Hydrometeorology, the Ministry of Agriculture and Environment; leaders of the Department of Agriculture and Environment of Son La province; hydropower plants in the Da River basin; regional and provincial hydrometeorological stations; experts and scientists in the field of hydrometeorological forecasting and warning.

According to the research team, in recent times, changes in the hydrological regime of rivers and streams to the Vietnam-China border area have become increasingly complex. Especially in the dry season, due to the dual impact of economic and social activities in the basin and the strong climate change, large reservoirs in the upper Red River (Vietnam side) play a very important role in regulating, generating electricity, and supplying water to the downstream. In order to forecast effectively, ensure safety and sustainable use of transboundary water resources, the University of Natural Sciences presides over and coordinates with the Institute of Water Resources Science, Ministry of Agriculture and Environment to implement the Project "Research on developing methods and technology for forecasting dry season flows, 10-day, monthly, and seasonal periods to the Vietnam-China border", implementation period from January 2023 to December 2025.

At the workshop, the project team reported the research results, including: Analysis of the impact of climate change and the reservoir system on the flow regime in the upper part of the Red River basin; demonstration of the WebGIS system - a platform for digitizing data and simulating cross-border hydrology; introduction of advanced flow forecasting methods for multiple time periods, from short-term to medium-term (10 days - 6 months), suitable for upstream conditions and supporting effective reservoir management through forecasting tests at upstream points.

The workshop provided modern technical solutions for simulation, flow forecasting and supporting reservoir operations during the dry season, aiming to strengthen the connection between scientists, managers and reservoir operators to improve the efficiency of cross-border water resource use and adapt to climate change.
