Mentioning Thanh land is mentioning the land of sediments of good cultural values, the most prominent of which is the bronze culture with the "Dong Son bronze drum" which has contributed to the rich and brilliant development of the Vietnamese cultural treasure. This is also one of the "cradles" containing typical intangible cultural values of the Vietnamese people in general and ethnic minorities in particular with unique forms of legends, proverbs, folk songs, rituals, festivals, culture, cuisine... The birthplace of Dong Anh folk songs, Song Ma songs, Khap songs of the Thai people, Xuong songs of the Muong people, accompanying the epic "De dat, de nuoc"...

Ngoc Lac is one of the localities with the largest number of national intangible cultural heritages (ICH) in the province. Up to now, the whole district has 4 national ICH, which are: Pon Pong Festival, "Sac bua" (also known as Phuong Chuc), the art of performing "xuong giao duyen", the ritual of "nhang chap dao" (jumping festival) of the Dao people in the short pants... In recent years, the Party committees, Party organizations and authorities of Ngoc Lac district have closely followed the reality, been creative and flexible in leading and directing the serious and effective implementation of the construction and development of culture and arts; prioritized investment in cultural and social institutions; effectively implemented the movement "All people unite to build a cultural life"; preserved and promoted the value of cultural heritages; educated the tradition of patriotism, historical, revolutionary and cultural traditions; cared for the development of literature and arts; providing information to the grassroots... to improve and enhance the material and spiritual life of the people. The work of preserving and promoting the value of national cultural heritage is also of interest to Party committees, authorities at all levels, and sectors from district to grassroots, creating a healthy cultural space and environment to meet the needs of cultural exchange, enjoyment, and creation of the people, contributing to promoting the development of socio-economy, tourism, and services in the locality.

As a land with a rich cultural history spanning thousands of years of glorious history of building and defending the country, Tho Xuan is not only the birthplace of the two dynasties of Tien Le and Hau Le, but also a land with abundant and rich potential for many types of cultural and historical tourism, spiritual tourism, ecological tourism and scenic tourism. In the district, there are more than 200 large and small relics of all kinds, of which 6 relics have been ranked at the national level, 38 relics ranked at the provincial level and two scenic spots such as Muc Son mountain and Bai Thuong dam. In addition, Tho Xuan is also a land of rich and diverse intangible heritage with many folk performances, festivals, traditional occupations such as Xuan Pha, Ca Tru, Tu Tru sticky rice cake... Recognizing tourism as a "smokeless industry", in recent years, the Party Committee and government of Tho Xuan district have focused on leading and directing the exploitation of tourism potential advantages through organizing traditional festivals such as: Le Hoan festival, Lam Kinh festival, Xuan Pha festival, Cao Son festival, Le Thanh Tong festival... making Tho Xuan an attractive tourist destination in and outside the province.

Thoroughly grasping the viewpoint that "Culture must be placed on par with economics, politics, and society" proposed at the 9th Central Conference of the 11th tenure, emphasized by General Secretary Nguyen Phu Trong, in recent years, the Party committees and authorities of Thanh Hoa province have thoroughly grasped, deployed, and effectively organized the implementation, bringing culture deeply into all aspects of social life, promoting the role of spiritual foundation, motivation, and goal of development in all fields. The Party committees and authorities at all levels have made many innovations in leading and directing the implementation of tasks in the cultural field; many activities have been organized with creative, practical, and effective methods; prioritizing the allocation of investment resources for the cultural field. At the same time, promote socialization, mobilize the active participation of organizations and individuals to contribute to consolidating and perfecting the material facilities of cultural institutions in the province, serving cultural - artistic, physical training and sports activities, meeting the needs of people to access and enjoy culture. The work of preserving and promoting cultural heritage values continues to be strengthened. The whole province has 1,535 relics inventoried and announced; of which, 856 relics have been ranked, 10 national treasures, 15 types of intangible cultural heritage have been included in the list of national intangible cultural heritage. Performing arts activities are maintained regularly to serve political tasks and improve the spiritual life and aesthetic education of the people...

In addition to preserving and promoting cultural and artistic values, the Provincial Party Committee Standing Committee has directed the Provincial People's Committee to lead functional departments, branches and localities to promote international cultural exchange and cooperation activities with localities with friendly cooperative relations at home and abroad, such as Quang Nam, Nghe An, Ha Tinh; Hua Phan province (Lao People's Democratic Republic); Seongnam city (Gyeonggi province, Korea); Mittelsachsen province (Sachsen state, Federal Republic of Germany); Al Farwaniyah province (Coet), Niigata province (Japan)... to strengthen cultural and artistic relations and exchanges.

With effective methods, it can be affirmed that cultural activities have had positive impacts, becoming an endogenous resource and strength, contributing to promoting the province's socio-economy, building Thanh Hoa into a new growth pole in the North of the country.
