According to the report of the National Steering Committee 389, in the first quarter of this year, units and localities arrested and handled 30,651 violations, down 0.77% over the same period.

Of these, there were 6,754 cases of trading and transporting prohibited and smuggled goods, up 74.51% over the same period; 22,774 cases of trade fraud and tax fraud, down 11.06% over the same period; 1,113 cases of counterfeit goods and intellectual property violations, down 20.9% over the same period.

Authorities have prosecuted 1,328 criminal cases, with 2,046 subjects; collected more than 4,616.7 billion VND for the state budget, an increase of 59.45% over the same period.

According to the National Steering Committee 389, the fight in the first quarter discovered many new methods and tricks such as: Taking advantage of temporary import and re-export, mixing infringing goods with officially imported goods to smuggle and infiltrate the market; taking advantage of commercial legal entity status to produce and trade in counterfeit and poor quality goods; taking advantage of e-commerce platforms and livestream tools to advertise and trade in smuggled goods, fake goods, banned goods, goods that infringe intellectual property rights, and poor quality goods...

At the conference, representatives of ministries, branches and localities reported on the results of the fight in various fields and areas; difficulties and challenges in implementing the task of combating smuggling, trade fraud and counterfeit goods such as: difficulties in regulations and instructions on determining the quantity and quantification of physical evidence; lack of means, equipment for analysis and inspection, and support tools for the fight against counterfeit goods, poor quality goods, goods infringing intellectual property...

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi reported on the results of the fight by the Steering Committee 389 of Thanh Hoa province. Accordingly, in the first quarter of 2025, the Steering Committee 389 of the province directed the forces to develop key programs and plans; proactively grasp, closely and accurately forecast the situation, inspect and strictly handle violations.

As a result, the functional forces of Thanh Hoa province detected and handled 674 violations, of which 114 cases were transferred to criminal prosecution, 560 cases were handled for administrative violations; paid the state budget 80.66 billion VND, of which 18.4 billion VND was administrative fine, and 62.2 billion VND was tax arrears.

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi also clearly stated the developments and current situation of production and trading of counterfeit and poor quality goods, intellectual property infringement in the province with concentrated items such as: Western medicine, health protection foods, fertilizers, clothes, shoes, mobile phone accessories, etc. associated with specific cases that the provincial authorities have cracked down on.

He also pointed out the sophisticated methods and tricks used by the subjects in the fight against counterfeiting, such as: choosing products of big brands, registered for trademark protection, favored and trusted by customers to counterfeit; a new trick has appeared, which is not counterfeiting products available on the market but creating their own product names and company names based abroad. This is the act of recording fake instructions on the name and address of the manufacturing organization or individual, causing confusion for consumers.

The subjects also regularly update and monitor the manufacturer's information to flexibly change the design and form; on the product there are codes and barcodes, but often when accessing the origin of the goods or the origin of the goods is different because they are copied from codes and barcodes of similar groups of goods; taking advantage of e-commerce sites, social networks: Facebook, Zalo, Telegram, Instagram,... to reach consumers; advertising as genuine "smuggled" goods or "hand-carried" goods to gain the trust of buyers.

To improve the effectiveness of the fight, Thanh Hoa province proposed that the Government direct ministries and branches to continue to perfect the legal framework, study, amend, supplement, and provide specific guidance on legal regulations related to handling violations in the fields of counterfeit goods, infringement of intellectual property rights, and e-commerce; continue to direct the promotion of links and coordination between central and local authorities, between localities, especially in data sharing, coordination of surprise inspections, and handling of large, inter-provincial, and transnational networks and groups...

Speaking at the conference, based on the reality and key directions and tasks in the fight against smuggling, trade fraud and counterfeit goods in 2025, Deputy Prime Minister Bui Thanh Son requested ministries, branches and localities to continue to thoroughly grasp and strictly implement the directives of the Government, the Prime Minister, and the National Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods; seriously review and consolidate the Steering Committee 389 of ministries, branches and localities to keep up with the tasks with the forecasted complicated developments in the coming time.

The Government and the National Steering Committee 389 will continue to direct the completion of the legal framework, research, amend, supplement, and provide specific guidance on legal regulations related to handling violations in the fields of counterfeit goods, intellectual property rights infringement, and e-commerce; increase sanctions to ensure deterrence; pay attention to enhancing the provision of modern technical means and equipment and training and professional development to improve the effectiveness of the fight in the coming time.
