Improve the index of enterprises using electronic contracts

On the morning of March 21, the Department of Information and Communications coordinated with the Department of Industry and Trade, the Provincial Business Association and service providers to organize a conference on "Electronic contract platform and solutions to improve the index of enterprises using electronic contracts".

The conference attracted hundreds of delegates representing localities and businesses.

Speaking at the conference, Director of the Department of Information and Communications Do Huu Quyet emphasized: “Digital transformation through the strong development of online platforms has changed the methods of management, operation, production, business, online shopping, cashless payment... In that context, digital transformation is one of the solutions to support businesses to adapt to the new situation. This is both a need and an inevitable, objective trend that helps businesses improve their competitiveness and development.

The conference "Electronic contract platform and solutions to improve the index of enterprises using electronic contracts" will continue to inform enterprises about solutions, orientations, guidelines and policies of the Central and the province on digital transformation in enterprises in general and promoting the electronic contract platform in particular, thereby aiming for a more comprehensive and clearer view of digital transformation, helping small and medium enterprises grasp new technologies, draw experiences from practical lessons to move towards successful digital transformation.

At the conference, delegates were introduced by speaker Le Duc Anh, Director of the Center for Information Technology and Digital Technology (Department of E-commerce and Digital Economy, Ministry of Industry and Trade) about the legal framework for signing electronic contracts; implementation practices at home and abroad.

Along with explaining the legal basis and framework of electronic contracts and the implementation process, the speakers informed and introduced the advantages that electronic contracts bring such as: saving costs, time, quick and convenient implementation; flexible, transparent; safe storage and easy searching; promoting domestic and international trade development; resolving barriers related to geography, epidemics, weather, etc.

Representatives of Nghi Son Town People's Committee asked questions to the speakers.

Delegates attending the conference also discussed and asked questions interactively with the speakers to answer concerns and problems about electronic contracts; discussed the advantages and difficulties in the implementation process, thereby building solutions and roadmaps for use suitable for the business's operating model.

Speakers provide solutions to concerns and problems regarding electronic contracts for localities and businesses.

The discussion contents focused on issues such as: costs, technology, legal responsibilities of suppliers for electronic contract digital signature services; specific regulations on the use of electronic contracts and ensuring statistical reporting; contract certification procedures; communication solutions to promote the application of digital contracts to enterprises; access addresses to verify and look up information related to the legal framework of electronic contracts, list of units certifying electronic contracts; regulations on notarization of electronic contracts; methods of converting data messages from paper contracts to electronic contracts.

Vice Chairman and General Secretary of the Provincial Business Association spoke at the conference.

Localities and enterprises also recommended and proposed the Ministry of Industry and Trade to consider and provide specific guidance on the value of contracts requiring the use of electronic contracts; model contracts; solutions to ensure statistics and reporting by local authorities when monitoring, evaluating, and updating the database on digital transformation criteria in the business sector.

Mr. Le Tho Sy, Sales Director of VNPT Thanh Hoa, expressed his commitment to providing digital transformation solutions in general and electronic contracts in particular.

Representatives of service providers also expressed their commitment to accompany Thanh Hoa province in providing digital transformation solutions in general and electronic contracts in particular.
