Lesson 1: Weak Party Cells Due to "Lack" of Activities

Assigning committee members, officers in charge, and attending party cell meetings

One of the important solutions proposed by Project 16 is to “Strengthen the role and responsibility of Party committee members and civil servants in attending meetings with Party cells and the responsibility of communal cadres and civil servants attending meetings in village Party cells and residential groups”. According to Comrade Phung Thi Tuyet Mai, Deputy Head of the Organization Board of Ham Yen District Party Committee, Party committee members and district and communal cadres and civil servants attending Party cell meetings will focus on guiding Party cell committees and Party cell secretaries on the preparation of regular meeting content, orienting thematic meeting content suitable for each type of Party cell and the tasks of the locality, agency, and unit. At the same time, monthly reports on the results of attending Party cell meetings will be made to competent authorities… This is also one of the criteria for evaluating and classifying cadres and civil servants annually.

Up to now, the assignment of Party Committee members, cadres and civil servants to attend meetings with Party cells at all levels in the province has been maintained in a regular manner, creating positive changes in Party cell activities. Comrade Nguyen Van An, member of the Standing Committee of the Party Committee, Vice Chairman of the People's Council of Truong Sinh Commune (Son Duong) said: "I was assigned to be in charge of 4 Party cells, including: Dong Tam, Thai Thinh, Quyet Tien and Luong Thien Party cells". Every month, I attend meetings with the Party cells. Assigning Party Committee members to attend meetings with Party cells has helped Party cells overcome limitations and shortcomings in activities such as the Party cell secretaries' management is still confusing, some Party cells have a low rate of Party members participating in activities, not many Party members are bold enough to express their opinions... This has helped Party cells to have better activities".

In addition, in remote areas, ethnic minority areas, some Party cell secretaries are still limited in terms of qualifications, skills, and Party work expertise; to consolidate and assist Party cells in preparing content, operating, and organizing Party cell activities, grassroots Party committees have arranged for commune-level cadres and civil servants to participate in Party cell activities and work as deputy Party cell secretaries. Comrade Truong Quang Trung, Standing Deputy Secretary of the Party Committee of Kien Thiet Commune (Yen Son) shared that for the Party cell of Dong Pha village, where many Tay and Pa Then ethnic people live, the Party Committee of the commune assigned a cadre from the Party Committee Office to participate in Party cell activities and was elected by the Party cell as deputy Party cell secretary. The deputy secretary of the Party cell supported and helped the secretary of the Party cell, together with the Party Committee, to organize regular meetings and thematic meetings well, effectively implementing resolutions of the higher Party Committee to cadres and Party members... Since then, the quality of Party cell activities has been improved.

Promote the role of the host

In addition to assigning Party Committee members, cadres and civil servants of the commune to attend Party cell meetings, reality shows that the capacity and skills of Party cell secretaries are very important to the quality of Party cell meetings. Therefore, the provincial, district and city Party Committees and Party Committees directly under the Provincial Party Committee have paid attention to and innovated the training and coaching work to equip Party cell secretaries and Party cell committees with knowledge, skills and skills in organizing Party cell meetings. Training and coaching are also organized flexibly, creating the most favorable conditions for learners, especially Party cell secretaries in remote areas. Comrade Nguyen Van Uoc, Head of the District Party Committee's Propaganda Department and Director of the Ham Yen District Political Center, said that immediately after Project No. 16 of the Provincial Party Committee Standing Committee was implemented, the District Party Committee's Propaganda Department and the District Political Center coordinated with the District Party Committee's Organization Department to open training courses on Party work skills. In particular, the focus is on guiding the steps of regular activities and thematic activities for 100% of the grassroots Party cell secretaries. The training is divided into 6 clusters to create the most favorable conditions for Party cell secretaries in villages and hamlets to participate.

The Party cell of Bac Trien village, Kien Thiet commune Party Committee (Yen Son) previously had many limitations in its activities, and the thematic activities were still formalistic because specific and suitable issues had not been selected... Implementing Project 16, the Party Committee of the commune assigned 1 comrade who is a Party Committee member in charge of the cell and 1 comrade who is a Party member and a cadastral officer of the commune to attend the activities with the Party cell. According to comrade Hoang Cao Thuong, Party cell Secretary, Head of Bac Trien village, after attending the activities with the Party cell, the comrades guided the Party cell on the activities process to ensure compliance with regulations. In particular, they guided the Party cell meeting to unify the content before the monthly Party cell meeting; suggested the content of the thematic activities suitable to the reality in the village, hamlet... Thanks to that, the conclusion after each regular Party cell meeting, the thematic activity of the Party cell secretary was specific, in which the cadres and Party members were assigned to be in charge of each task so that the Party cell could remind, check and review in the next meeting. The issuance of leadership resolutions by the Party cell is practical and appropriate to the actual situation, no longer general as before.

Democratic and open discussion

Along with preparing well the content of the Party cell's activities, the Party cell secretary needs to create a democratic atmosphere in the discussion, suggest issues for Party members to express their opinions, and build the Party cell's leadership resolution. Mr. Pham Ngoc Sam, a Party member of the Bac Trien Village Party Cell, Kien Thiet Commune Party Committee (Yen Son) expressed that, unlike before, when very few Party members expressed their opinions, now the Party cell secretary presides over the issues that need to be discussed clearly, each Party member is assigned specific tasks, so the discussion atmosphere in the Party cell's activities is very lively. In particular, in the Party cell's quarterly thematic activities, the right content is chosen, which are practical issues that are of interest to cadres, Party members, and the People, such as: environmental protection, rural concrete road construction, military and defense work, etc., so Party members participate in many opinions, clearly analyze the current situation and propose solutions for implementation in line with assigned responsibilities and tasks.

Comrade Le Bich Thuy, Deputy Secretary of the Party Cell, Head of the Front Work Committee of Village 3, Luong Vuong Commune Party Committee (Tuyen Quang City) shared that the village Party Cell has 52 Party members, meeting on the 3rd of every month. Thanks to good preparation of content from Party Committee meetings to Party Cell meetings and thematic meetings, the Party Cell Secretary and comrades in the Party Cell have suggested many specific contents and issues for Party members to discuss. From there, it helps comrades boldly express their opinions, especially young Party members, contributing to building effective leadership resolutions of the Party Cell. For many consecutive years, the Party Cell has been classified as having excellently completed its tasks. In 2023, the village is the only village in the commune to achieve the model new rural area.

Not only in the type of administrative and career party cells, villages and hamlets, along with many specific solutions to improve the quality of activities, the quality of activities of the branches and party committees in enterprises under the Party Committee of the Provincial Agencies and Enterprises Bloc has clearly changed. Comrade Truong Thi Nhan, Party Cell Secretary, Director of Ngoc Lam Irrigation Company Limited expressed that the party cell has 21 party members, because cadres and workers who are party members often go on business trips to supervise construction works and work in production workshops, so in the past the party cell often organized activities on holidays. The quality of activities still had many limitations. But since implementing Project 16, maintaining the meeting day on the 5th of every month (if it is on Saturday, it will be moved back to Friday, if it is on Sunday, it will be pushed up to Monday) and scoring at each meeting, the quality of activities has clearly improved. The Party cell meets to agree on the content of the activities and sends them in advance to the electronic Party member handbook so that each Party member can study and contribute their opinions to the Party cell's leadership resolution in performing professional tasks and the company's production and business in each meeting. The Party cell secretary also assigns specific tasks to each cadre and Party member, so the responsibility of each comrade is increased. Thanks to that, production and business activities are maintained and developed; the lives of workers are guaranteed.

Results achieved

Thanks to the synchronous implementation of many solutions, the quality of activities in all types of Party cells has been improved. Comrade Nguyen Duc Sau, Party Cell Secretary, Head of Hung Thinh Village, Truong Sinh Commune Party Committee (Son Duong) said that he found the training and guidance on the management of regular Party cell meetings and thematic meetings jointly organized by the District Party Committee's Organizing Committee very effective. There were some unclear contents, and he was able to directly discuss them to gain experience when he returned to organize better activities in the village. Thanks to that, in 2024, the Party Cell was selected as one of the four model Party Cells by the Provincial Party Committee's Organizing Committee and the District Party Committee's Organizing Committee to attend Party Cell meetings and was highly appreciated for its work in organizing and managing Party Cell meetings.

In particular, through actual surveys and attending Party cell meetings, the Provincial Party Committee's Organizing Committee coordinated with advisory agencies to issue Regulation 34-QD/TU dated May 19, 2024 of the Provincial Party Committee's Standing Committee (replacing Regulation 19) with some contents that are no longer suitable after 6 years of implementation. Regulation 34 has more specific regulations on scoring and evaluating the quality of Party cell meetings, so that Party cells can implement more conveniently.

Along with that, the assignment of Party committees, cadres and civil servants to attend Party cell meetings has become routine. At the provincial level, Regulation No. 18 of the Provincial Party Standing Committee has been strictly implemented. Through the preliminary summary of 3 years of implementing Project 16, members of the Provincial Party Standing Committee and members of the Provincial Party Committee attended Party cell meetings in 2020 118 times (an average of 2.62 times/person/year); in 2021 167 times (an average of 3.48 times/person/year); in 2022 187 times (an average of 3.90 times/person/year). From 2020 to December 31, 2022, 600 cadres and civil servants of specialized agencies advising and assisting the province attended Party cell meetings.

For district-level Party Committees, 10/10 district Party Committees, city Party Committees, and Party Committees directly under the Provincial Party Committee have issued regulations assigning cadres to monitor each Party cell, especially village Party cells and residential groups. District-level Party Committee members, cadres and experts of specialized agencies advising and assisting the district Party Committee; leaders of the Fatherland Front Committee, and district-level mass organizations assigned to monitor the Party Committee and grassroots Party cells have attended Party cell meetings. Comrade Tran Hong Minh, Deputy Head of the Organization Board of Yen Son District Party Committee, said that implementing Project 16, Party Committees at all levels from district to grassroots; cadres and civil servants have seriously complied with the regulations on attending Party cell meetings as assigned by the Party Committee. 100% of Party cells have maintained the regulations on monthly meetings and specialized meetings once a quarter. After 3 years of implementing the Project, the district has had a total of over 18,700 cadres attending regular Party cell meetings; The number of attendees at the seminar was over 5,800.

From specific, practical solutions, even "hand-holding" solutions suitable to the actual situation of Party committees from the provincial to grassroots levels, the quality of Party cell activities in the whole province has had positive changes. Thereby, not only implementing Project 16 well, but also contributing to the effective implementation of Project No. 03-DA/TU dated June 12, 2021 of the Provincial Party Executive Committee on improving the leadership capacity and fighting strength of grassroots Party organizations, consolidating the political system at the grassroots level and improving the quality of cadres and Party members to meet the requirements of tasks in the new situation.
