Improving the quality of Party branch activities in Hau Loc

The Party Committee of Hau Loc district has identified the renewal and improvement of the quality of Party branch activities as a regular and important requirement to enhance the leadership capacity and fighting strength of Party branches, contributing to the successful completion of the local socio -economic tasks.

The Standing Committee of the Loc Son Commune Party Committee held a meeting with organizations and associations to discuss solutions for developing Party members and improving the quality of Party branch activities.

The Party Committee of Loc Son commune currently has 387 Party members operating in 11 subordinate Party branches. Closely following Directive No. 10 of the Party Central Committee on "Improving the quality of Party branch meetings" and Guidance No. 09 of the Central Organization Committee on "Content of Party branch meetings," the commune Party committee has implemented many solutions to innovate and improve the quality of Party branch meetings. These include ensuring that subordinate Party branches strictly adhere to the schedule of regular meetings on the 3rd of each month; assigning members of the commune Party committee to directly attend meetings with Party branches and guide them on the form and content of meetings, as well as promptly understanding the thoughts and aspirations of Party members and the people. In particular, the commune Party Committee focused on directing the Party branches to conduct thematic meetings, with content focusing on leading the implementation of the local political tasks such as: restructuring crop and livestock production, building rural roads, contributing to various funds, directing production, etc., so that Party members could discuss and find solutions to pressing issues of concern to the people. Thanks to this specific, practical, and appropriate approach, the Party committee has consistently maintained 100% of its Party branches holding regular and thematic meetings throughout the year.

The Hau Loc District Party Committee currently has 44 grassroots Party organizations (including 29 grassroots Party committees and 15 grassroots Party branches); 153 village/neighborhood Party branches/320 directly affiliated Party branches with nearly 9,000 Party members. To improve the quality of Party branch meetings, the District Party Committee Standing Committee annually directs the Party building departments and the District Political Center to organize training courses on Party branch meeting organization skills for the secretaries, deputy secretaries, and committee members of the Party branches. In addition, Party committee members are assigned to regularly attend meetings at the Party branches, promptly inform them of new issues, listen to the thoughts and aspirations of Party members, directly answer their questions, and advise the commune Party committees on solutions to improve the effectiveness of Party building work at the branch level. Along with guiding Party branch meetings at the grassroots level, the District Party Committee Standing Committee has regularly inspected and supervised the implementation of these activities. This process has highlighted strengths and weaknesses, promptly commended and rewarded outstanding Party organizations and members, and corrected those collectives and individuals who have not performed well.

In preparing the content for the meetings, many Party branches have discussed and agreed on the content between the Party committee and the leaders of the units and village heads, thus creating high consensus and unity when implementing the meetings. During the meetings, the Party branches have truly expanded and promoted democracy, especially in discussing and deciding on issues within the functions and tasks of the Party branch and the responsibilities, duties, and powers of Party members, creating an open and sincere atmosphere for all cadres and Party members to express their opinions, thoughts, and aspirations. In addition, depending on the characteristics of the situation, functions, and tasks, each Party branch organizes one or more thematic meetings, selecting issues that are appropriate and relevant to the Party branch's reality to choose the content for the meeting, such as: "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style"; and on building new rural areas. Regarding the mobilization of resources for economic development... In general, all Party branches strictly followed the meeting procedures, the quality of meetings improved significantly, and the percentage of Party members participating in meetings reached 85% or higher.

Comrade Nguyen Van Tien, Head of the Organization Department of the Hau Loc District Party Committee, said: "Thanks to the innovation in content and improvement of the quality of Party branch meetings, the percentage of Party members who complete their tasks well and excellently in the Hau Loc District Party Committee is increasing. The District Party Committee is effectively implementing the principle of democratic centralism, promoting self-criticism and criticism among Party members, and enhancing the sense of responsibility of Party members in Party branch meetings. At the same time, attention is paid to planning, training, and fostering the political theory, professional, and technical skills of the Party committee staff to ensure the required quantity and quality, meeting the requirements for improving the quality of Party branch meetings; and enhancing the responsibility of higher-level Party committees assigned to directly lead, monitor, and guide the activities of Party branches. Along with that, the inspection and supervision work of the Party committee over Party organizations and Party members in improving the quality of Party branch meetings is being strengthened."
