Improve the quality of the network of social insurance and health insurance collection staff at the grassroots level

Training professional skills for social insurance (SI) and health insurance (HI) collectors and collaborators at the grassroots level is very important and necessary to improve the effectiveness of propaganda work, spreading the humanity of SI and HI policies to all people. Thereby contributing to promoting development work, expanding participants, towards the goal of social insurance and health insurance for all people.

The team of collection staff and grassroots collaborators play a very important role in developing social insurance and health insurance participants.

In the past time, the provincial Social Insurance has organized many training courses, professional training and skills in propaganda and mobilization to develop voluntary social insurance and family health insurance participants for social insurance and health insurance collection staff and collaborators in villages and residential groups throughout the province.

Mr. Mac Thanh Hai, Deputy Director of the Provincial Social Insurance, said: In order to develop and expand the number of participants in social insurance and health insurance, striving to implement social insurance and health insurance for all people, the social insurance sector has been actively implementing solutions, mobilizing the participation of the entire political system, strengthening coordination with related sectors in organizing the implementation of social insurance and health insurance regimes and policies, especially focusing on expanding the network of collection staff at the grassroots level.

Ms. Mai Thi Hoi, a social insurance and health insurance collection officer in Vu Thu town (Vu Thu), said: Participating in training courses on social insurance and health insurance policies is extremely necessary. Although I have a firm grasp of the specific regulations of social insurance and health insurance, there are often new regulations and documents that, if you do not diligently update and learn, will be easily overlooked. For example, in Vu Thu town, there are currently 9 collaborators in residential groups. Training and improving the professional skills of this team of collaborators is very necessary for women to grasp and understand more clearly about social insurance and health insurance policies. Through training courses, my female collaborators and I were imparted with skills when propagating social insurance and health insurance policies, so we applied them very effectively in practice. Thanks to that, the number of people participating in voluntary social insurance and family health insurance in the town has increased every year.

Mr. Le Van Phuc, Deputy Director of Vu Thu District Social Insurance, said: Implementing the plan of the provincial Social Insurance on training collection staff of authorized service organizations to collect social insurance and health insurance in 2023, in April 2023, the district Social Insurance organized a training conference for social insurance and health insurance collection staff and collaborators of the Phuc Thinh collection service organization in communes and towns in the district. 370 trainees, including 33 staff and 337 collection collaborators, were taught topics on voluntary social insurance and family health insurance policies; propaganda and mobilization skills, 3-step, 2-phase mobilization process and topics on collection operations and management of social insurance and health insurance participants. Along with that, the leaders of the provincial Social Insurance also focused on conveying the basic contents of the Law on Social Insurance and the Law on Health Insurance; instructions on installing the VssID application for collection staff. During the training process, trainees are able to directly exchange and resolve their concerns. Through the training course, trainees will have a more general and specific view to apply in propaganda and mobilization work to encourage people to participate in voluntary social insurance and family health insurance in the area.

The work of developing voluntary social insurance participants in Thai Binh has been ranked among the top in the country for many years. Currently, the whole province has nearly 55,000 people participating in voluntary social insurance and over 1,800 people receiving pensions thanks to participating in voluntary social insurance. This result is thanks to the active participation of the collection staff and collaborators in the province. Strengthening training and fostering skills and expertise for the collection staff of social insurance and health insurance in villages and groups is one of the solutions to improve the quality and effectiveness of propaganda work right at the grassroots level. In fact, at training conferences, collection staff and collaborators have actively exchanged and discussed to remove difficulties and obstacles, striving to better organize the implementation of voluntary social insurance and family health insurance policies.

From the end of March to mid-April 2023 alone, the provincial Social Insurance organized 28 training courses, professional training and skills in propaganda and mobilization to develop voluntary social insurance and family health insurance participants. With the form of close exchanges and questions, easy-to-understand and easy-to-remember communication, delegates were reinforced and updated with important information and learned effective ways of working at the grassroots level.

With the useful and practical knowledge acquired, the provincial Social Insurance expects that the collection staff and collaborators in the villages and groups will actively propagate, spread and bring the voluntary social insurance and family health insurance policies to all people so that they can understand and deeply perceive the meaning, importance and humanity of the social insurance and health insurance policies of the Party and State, thereby choosing to participate to enjoy long-term social security policies.
