Comrade Pham Van Ngoc, Director of the People's Procuracy of Nghia Hung district, said: In recent years, Nghia Hung district has had strong development in infrastructure, economy and society. People's living standards and income have gradually improved, the appearance of urban and rural areas has increasingly developed, but there are also complex activities in political security, social order and safety, requiring the practice of the right to prosecute, supervise judicial activities and advise local authorities to resolve cases and matters in accordance with the law, flexibly and creatively applied to suit the reality and new tasks. The District People's Procuracy always thoroughly grasps the leadership and direction of the District Party Committee and the Provincial People's Procuracy to effectively perform its tasks; proactively coordinates with relevant agencies to develop and implement programs and plans to combat crime; strengthen professional stages in the work of inspecting and supervising judicial activities.
In carrying out the task of exercising the right to prosecute and supervise judicial activities in the criminal field, the unit has innovated in organizing activities, closely supervising the handling of crime reports and denunciations for the activities of the investigation agency, such as: Crime scene investigation, evidence collection, verification, taking statements, expert work, etc., ensuring the issuance of procedural decisions with legal grounds. For cases with difficulties and problems that are of public concern, the District People's Procuracy has proactively held meetings with the prosecuting agencies; sought opinions from the superior sector and local Party committees on the direction of handling cases, ensuring proper handling of the Party's guidelines and policies, the State's laws and policies; strengthened coordination with the prosecuting agencies to identify key cases, conduct mobile trials to serve the work of propaganda andeducation of legal awareness among the people.

In particular, when incidents related to land management at the grassroots level, forced site clearance causing political insecurity, social order and safety, etc. occur, the District People's Procuracy has proactively reported to the district leaders on the developments of the crime situation, promptly advised and proposed appropriate solutions, ensuring stability of the situation and compliance with regulations. For example, in the face of complaints from aquaculture households in the Con Xanh area related to land recovery to implement socio -economic development projects, the unit has directly participated with the departments and levels of the province and district, and dialogued with the households; proactively advised the authorities to handle administrative actions against households for land grabbing. Regarding acts of resisting officials on duty during the process of organizing the measurement of land use status to conduct administrative handling by some people, the Institute has coordinated with the investigation agency to participate right from the time of receiving the crime denunciation report and promptly classified, prosecuted, investigated, prosecuted, and tried, contributing to deterring and suppressing crime.

Within just 1 month of the incident of “Resisting a person on official duty” occurring in the Con Xanh area, the District People’s Procuracy coordinated with the district’s prosecution agencies to bring the case to trial in a shortened order. During the investigation, prosecution, and trial, the defendants confessed honestly, repented of their crimes, and voluntarily submitted a petition to return over 18 hectares of land to Xuan Thien Group to implement the project of building a precast concrete structure factory. The trial was broadcast live on the district’s radio system and communes and towns for people to follow. At the trial, the prosecutor disseminated the Party's guidelines and policies, the State's policies and laws on land, compensation, support, and site clearance, especially for aquaculture households in the areas where Xuan Thien Group's projects are implemented, so that they can clearly understand the benefits of the projects, thereby voluntarily complying, contributing to speeding up the site clearance progress of projects in the Con Xanh area. Or in the site clearance and land recovery work to implement the Day Ninh Co canal project, phase 2: at first, households did not agree with the compensation and support plan and refused to relocate, but later the Procuracy and other sectors actively mobilized and disseminated, so 32 households in Nghia Son and Nghia Lac communes voluntarily handed over their land to implement the project.

In the process of exercising the right to prosecute and supervise judicial activities, when detecting violations, Nghia Hung People's Procuracy synthesizes the causes and conditions for the occurrence of crimes and issues recommendations to relevant agencies to propose solutions to strengthen the work of preventing and combating crimes occurring in the locality in order to contribute to ensuring security, social order and safety in the area.

With the implementation of positive solutions, the quality of the practice of the right to prosecute and supervise judicial activities has been increasingly improved. In recent years, the People's Procuracy of Nghia Hung district has always fulfilled and exceeded the targets assigned by the National Assembly and the Procuracy sector; there have been no wrongful investigations, prosecutions, or trials; no officers or prosecutors have violated the law and had to be handled by law; actively contributed to the effective implementation of local political tasks. In 2024, the People's Procuracy of Nghia Hung district was awarded the "Emulation Flag of the People's Procuracy sector" by the Supreme People's Procuracy.
