The National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 Period (referred to as Program 1719) was approved by the Prime Minister on October 4, 2021. After more than 3 years of implementation, the Program has contributed to changing the face of highland hamlets and villages in Yen Lap district by focusing on investing in building rural infrastructure; solving urgent needs for residential land, housing, production land, and domestic water; creating livelihoods for ethnic minorities; supporting vocational training and job creation; preserving intangible cultural values, building cultural designs for villages and hamlets...
From the Program's capital, the district has invested in repairing a 2-storey house with 8 classrooms; invested in a computer room for My Lung Secondary School.
Comrade Dinh Hoai Nam - Vice Chairman of Yen Lap District People's Committee said: "Focusing on directing the implementation of the Program in conjunction with the goals and targets of local socio-economic development, the district proactively selects contents focusing on new issues, covering all areas in the area to direct the implementation. The contents must ensure the promotion of the potential and advantages of each locality, synchronous in all areas, towards sustainable development".
In the period of 2021-2025, Yen Lap district will implement 10 projects under the Program with a total investment capital of over 264 billion 305 million VND.
With high determination, after more than 3 years of implementing Program 1719 and other programs, the district's socio-economic development has been increasingly stable, demonstrating important meanings, contributing significantly to improving the material and spiritual life of ethnic minorities in the area.
Accordingly, from 2023 to present, the locality has supported 70 households to build new houses; supported job conversion for 302 subjects; supported dispersed domestic water for 1,035 households... In particular, Yen Lap has invested in the construction of 2 infrastructure projects to arrange and stabilize the population of My Luong and Luong Son communes; 5 projects to build classrooms, dormitories, public houses and auxiliary works at Trung Son A Primary Boarding School; Ethnic Minority Boarding Secondary School; 3 projects to experience heritage tourism, typical tourist destinations of ethnic minorities and mountainous areas associated with historical relics in My Lung, Xuan An, Minh Hoa communes. The program has also clearly promoted its effectiveness with ethnic policies being implemented correctly, sufficiently and promptly, helping to stabilize and improve the quality of life of the people, especially ethnic minorities.
Education activities are focused on investment and development, quality is increasingly improved; infrastructure is invested in construction to ensure conditions and standards for teaching and learning of current students and teachers and to a higher orientation. Medical facilities do a good job of providing emergency care, primary medical examination and treatment, caring for, protecting and improving people's health.
The health care system at all levels has been consolidated, developed and perfected; medical facilities and equipment have been invested in a modern direction; the quality of medical examination and treatment has been improved at both levels, applying many new and modern techniques. Infrastructure serving the cultural and information sectors has been continuously invested. 100% of residential areas have loudspeakers, cultural houses, and mobile phone coverage. Cultural and sports activities have been widely developed, and quality has been improved.
Every year, the rate of cultural residential areas reaches over 80%, and cultural families reach over 85%. The work of preserving and promoting traditional cultural values, relics and cultural heritages is always of interest, associated with the development of cultural tourism, creating a foundation for sustainable development, promoting traditional culture, especially that of ethnic minorities in the area such as: The Rite of Enlightenment, the Dancing Festival of the Dao Quan Chet people....
Along with the achieved results, Yen Lap still faces many difficulties in implementing Program 1719, namely: The economy has a low starting point compared to other localities in the province; investment resources mainly rely on the State budget, local revenue is not high; meanwhile, infrastructure and technology are limited, there is potential and advantage but lack of investment resources; there is almost no ability to arrange counterpart capital...
In the process of implementing the Program, there is still a lack of guidance and instructions. In addition, the slow allocation of capital, especially career capital, has caused difficulties for local implementation. Many guidance, instructions, and referenced regulations are overlapping, not yet regulated, or not suitable to local reality.

Regarding the reduction of poverty rate in ethnic minority areas in Yen Lap district, it is not suitable for local conditions. Sub-project 2 - Project 3 of the Program is difficult to implement. In implementing Project 1 on housing support, the support level of 40 million/household is very difficult, because the target is poor households without stable income and savings, while the construction market price is high, so they are basically unable to build their own houses according to the "3 hard" criteria with the above support level.
The implementation content of Sub-project 3 - Project 5 of Program 1719 and Sub-project 1, Sub-project 2 - Project 4 of the National Target Program for Sustainable Poverty Reduction have the same content; Sub-project 2 - Project 3 of Program 1719 and Sub-project 1 - Project 3 of the National Target Program for Sustainable Poverty Reduction have the same target... In order for the Program to operate in accordance with the requirements and objectives set out, Yen Lap district hopes that competent authorities will have specific regulations and instructions for the above-mentioned problems; continue to direct departments, branches and sectors to provide detailed and specific instructions on the implementation content of the Project, Sub-project, component contents and a system of forms and sample documents to unify the implementation of the Program.
