The National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas for the period 2021-2030 (referred to as Program 1719) was approved by the Prime Minister on October 4, 2021. After more than three years of implementation, the Program has contributed to changing the face of highland villages and hamlets in Yen Lap district by focusing on investing in rural infrastructure; addressing urgent needs for land, housing, production land, and clean water; creating livelihoods for ethnic minorities; supporting vocational training and job creation; preserving intangible cultural values; and building cultural infrastructure in villages and hamlets.

Using funds from the Program, the district invested in repairing a two-story building with eight classrooms; and invested in a computer room for My Lung Secondary School.
Comrade Dinh Hoai Nam, Vice Chairman of the Yen Lap District People's Committee, stated: “Focusing on directing the implementation of the Program in line with the socio-economic development goals and targets of the locality, the district proactively selects content focusing on new issues, comprehensively covering all fields in the area to guide implementation. The content must ensure the maximization of the potential and advantages of each locality, be synchronized across all sectors, and aim for sustainable development.”
During the period 2021-2025, Yen Lap district implemented 10 projects under the Program with a total investment of over 264 billion 305 million VND.
With strong determination, after more than 3 years of implementing Program 1719 and other programs, the socio-economic development of the district has become increasingly stable, demonstrating significant importance and making a considerable contribution to improving the material and spiritual lives of ethnic minority people in the area.
Accordingly, from 2023 to the present, the locality has supported 70 households in building new houses; supported vocational retraining for 302 individuals; and provided decentralized water supply for 1,035 households... Notably, Yen Lap has invested in the construction of two infrastructure projects to resettle and stabilize the population in My Luong and Luong Son communes; five projects to build classrooms, dormitories, staff housing, and auxiliary facilities at Trung Son A Ethnic Boarding Primary School and Trung Son Ethnic Boarding Secondary School; and three projects for heritage tourism experiences and typical tourist destinations in ethnic minority and mountainous areas associated with historical relics in My Lung, Xuan An, and Minh Hoa communes. The program has also clearly demonstrated its effectiveness with ethnic policies being implemented correctly, fully, and promptly, helping to stabilize and improve the quality of life for the people, especially ethnic minorities.
Educational activities are given priority in investment and development, with quality continuously improving; infrastructure is invested in and built to ensure the conditions and standards for teaching and learning for students and teachers, both currently and with a view to higher standards. Healthcare facilities are doing a good job in providing emergency services, initial medical examinations and treatment, and caring for, protecting, and improving the health of the people.
The healthcare system at all levels has been strengthened, developed, and improved; medical facilities and equipment have been invested in with a focus on modernization; the quality of medical examination and treatment has been enhanced at both levels, with the application of many new and modern techniques. Infrastructure serving the cultural and information sectors has been continuously invested in. 100% of residential areas have functioning public address systems, cultural centers, and mobile phone coverage. Cultural and sports activities have developed widely and their quality has improved.
Annually, the percentage of culturally exemplary residential areas reaches over 80%, and the percentage of culturally exemplary families reaches over 85%. The preservation and promotion of traditional cultural values, relics, and cultural heritage are always given attention, linked to the development of cultural tourism, creating a foundation for sustainable development and promoting traditional culture, especially that of ethnic minorities in the area, such as the coming-of-age ceremony and the New Year's dance of the Dao Quan Chet people.
Along with the achievements, Yen Lap also faces many difficulties in implementing Program 1719, namely: its economy has a low starting point compared to other localities in the province; investment resources mainly rely on the State budget, and local revenue is not high; meanwhile, infrastructure and technical facilities are limited, with potential and advantages but a lack of investment resources; and there is almost no possibility of allocating counterpart funds...
During the implementation of the Program, there was a lack of many guiding and instructional documents. In addition, the allocation of funds was slow, especially operational funds, which created difficulties for local implementation. Many directives, guidelines, and referenced regulations overlapped, were not stipulated, or were not suitable for the local reality.

Regarding the target for reducing the poverty rate among ethnic minority households in Yen Lap district, it is not in line with the local conditions. Sub-project 2 - Project 3 of the Program is difficult to implement. In implementing Project 1 on housing support, the support level of 40 million VND/household is very difficult because the target group consists of poor households without stable income and savings, while market construction costs are increasing, making it basically impossible for them to build houses according to the "three solid" criteria with the above support level.
The implementation content of Sub-project 3 - Project 5 of Program 1719 and Sub-projects 1 and 2 - Project 4 of the National Target Program for Sustainable Poverty Reduction share common content; Sub-project 2 - Project 3 of Program 1719 and Sub-project 1 - Project 3 of the National Target Program for Sustainable Poverty Reduction share common target groups... In order for the Program to operate according to the requirements and objectives set forth, Yen Lap district hopes that the competent authorities will provide specific regulations and guidance on the aforementioned problematic issues; and continue to direct departments and agencies to provide detailed and specific guidance on the implementation content of the Project, Sub-projects, component contents, and the system of forms and sample documents to ensure unified implementation of the Program.
