Improve the quality of monitoring the settlement of voters' petitions

Overview of the thematic supervision session of the Provincial People's Council Standing Committee in Trieu Son district.

On the basis of listening to and fully absorbing the opinions and recommendations of voters and people through voter and citizen meetings, the Standing Committees of People's Councils at all levels in the province have compiled, reviewed, classified, and forwarded the opinions and recommendations of voters to competent levels, sectors, and agencies for consideration and resolution. Along with that, the Standing Committees of People's Councils at all levels have directed committees, delegations and People's Council delegates to perform the function of supervision and urge competent agencies to consider and resolve, through activities such as: Supervision through the reporting system to respond to voters' opinions and recommendations; committees conduct thematic supervisions at a number of agencies, units, and sectors with voters' opinions and recommendations; suggest that delegations and People's Council delegates select a number of issues of interest to many voters and people to directly question at the session as well as discuss and raise issues and contents requiring agencies and units to explain and clarify.

In addition, the Standing Committee of the People's Council also combines supervision through receiving opinions and recommendations from voters from committees and groups of People's Council delegates of communes and towns, including urgent issues and cases in the content of regular meetings and thematic supervisions of the Standing Committee and People's Council committees; directly working with the People's Committee and specialized departments and committees to urge and resolve; at the same time, explaining at meetings to some members of the People's Committee about issues of concern to delegates, questions and recommendations of voters that are slow to be resolved...

Through the monitoring sessions, the standing committees, committees, and delegations of the People's Councils at all levels in the province have made recommendations and proposals on specific contents and issues for the supervised agencies, sectors, and units to overcome and resolve, such as: solidifying and repairing the water supply canal system for production; investing in the domestic water supply system; health insurance, medical examination and treatment, food hygiene and safety; traffic order and safety management... Many complicated recommendations, related to functional agencies, were resolutely directed by the People's Committees at all levels to find solutions. The results of the resolution have been published in the mass media and announced at the People's Council meetings and also reported by the People's Council delegates at the voter contact conferences so that voters and the people can follow and monitor.

For example, at the 24th session of the Provincial People's Council held at the end of 2024, voters of Thuong Xuan district proposed that the Provincial People's Committee have a policy mechanism to support 2 criteria (traffic roads and centralized clean water systems) in the construction of new rural areas in mountainous areas. Therefore, in order for communes to strive to meet the standards in the period of 2022-2025 to implement the new rural criteria to ensure compliance with requirements, and to complete the targets and plans of the province and district (including criteria on traffic and the content of the target on centralized clean water supply works), the Provincial People's Committee assigned the People's Committee of Thuong Xuan district to urge, inspect and supervise the use of cement supported by the policy in communes to ensure effectiveness. At the same time, proactively connect with centralized clean water supply enterprises and mobilize resources to support communes to complete the target on the rate of households using clean water according to standards from the centralized water supply system...

Voters of Thieu Hoa district requested the Provincial People's Committee to upgrade the Chu River dike, from Thieu Nguyen commune to Thieu Duy and Thieu Hop communes, due to the dike's deterioration and difficulty in traffic. Accordingly, the Provincial People's Committee assigned the Thieu Hoa District People's Committee to strictly inspect and control overloaded vehicles on the dike to limit the deterioration of the dike surface; at the same time, directed the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) to coordinate with the Thieu Hoa District People's Committee to advise the Provincial People's Committee to report to the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to consider and allocate funds to maintain the left dike surface of the Chu River from Thieu Nguyen commune to Thieu Duy commune (Thieu Hoa) according to regulations...

The results achieved in the supervision of the settlement of voters' opinions and recommendations have contributed to bringing the Party's guidelines and policies, the State's policies and laws, and resolutions of People's Councils at all levels into life, promoting the local socio-economic development.
