The results of the DDCI Ninh Thuan 2023 assessment show that, although enterprises in the province have recently recovered compared to 2021 and 2022, in general, they still face a series of unpredictable challenges after the COVID-19 pandemic and the impacts of the world political and economic situation. The rate of enterprises having to cut labor accounts for over 33%; nearly 38% of enterprises have a decrease in the number of new customers compared to the same period; about 55.38% of enterprises have a decrease in revenue and nearly 51.04% of enterprises have a decrease in profit.
Through the survey, enterprises basically appreciate the efforts to improve the sense of responsibility and the determination in leadership, direction and management of the heads of government at all levels. State management agencies are increasingly dynamic, have a pioneering spirit, a responsible working attitude and the ability to effectively solve practical problems in the economic development of the province. The business community has a more positive perception of the level of equality in the investment and business environment, contributing to helping the business community overcome difficulties and challenges. However, the survey results also pointed out some shortcomings and limitations that need to be overcome.

Mr. Pham Ngoc Thach, Deputy Head of the Legal Department, Vietnam Federation of Commerce and Industry (VCCI) said: The notable point this year is that the gap between the leading and the bottom units has narrowed, showing that the management quality of the units has become more uniform, the bottom group units are gradually catching up with the leading units. In terms of component indices, "Role of the leader" and "Legal institutions" are the two strongest points of the provincial management capacity. The two indices "Business support services" and "Equal competition" continue to be the two indices with the lowest scores this year. For the local sector, the quality of economic management at the district level still has a lot of room for improvement. In terms of component indices of the Ninh Thuan DDCI 2023 local sector, the indices "Equal competition" and "Land access and stability in land use" continue to be two indices with many limitations.
Based on the assessment of enterprises through DDCI in 2023, the research team recommends that the sector of departments, branches and sectors that regularly interact with many enterprises should seriously absorb the opinions of enterprises through the DDCI lens, seriously review and detect departments, divisions and officers that are directly responsible for the low ranking results of the unit. Quickly develop a specific action plan to change the quality of public services, strictly control unofficial costs through transparency and publicity of procedures and processes. For the local sector, the People's Committees of districts and cities should review and tighten the processes, quality and work results of land officials at the commune and ward levels. Comprehensively apply multi-dimensional monitoring measures, rotation, training and new additions to quickly meet the needs of enterprises and people. Localities also need to contact and thoroughly resolve the requests and difficulties of enterprises.

Comrade Phan Tan Canh, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, said: In order to continue to overcome the shortcomings and limitations in the implementation of the DDCI index in the province in the past time; at the same time, propose breakthrough solutions to continue to improve the competitiveness index of each department, branch, and locality; thereby maintaining, synchronously improving and stabilizing the PCI index of the province in the coming time, departments, branches, and localities must clearly identify their responsibilities, especially the leaders in implementing solutions to improve the competitiveness of each unit. Focus on analyzing bottlenecks in the management of improving competitiveness at each agency and unit; clearly identify the causes, propose breakthrough solutions to resolve bottlenecks in institutions, regulations, and methods of organization and implementation to ensure timeliness, efficiency and create strong and substantial reform changes of the administrative system, striving for the median score in 2024 to increase by about 5 points on average. Urgently develop a specific action plan to change the quality of public services, strictly control unofficial costs through transparency and publicity of all procedures. Continue to improve the quality of administrative procedure settlement serving people and businesses at the Provincial Public Administration Service Center and one-stop shops at all levels. Synchronously deploy solutions to ensure that the online public service target is met by 2023.
In general, the results of the Ninh Thuan DDCI 2023 show that the province is on the way to improving the business environment, creating favorable conditions for enterprises to develop. However, to achieve the goal of becoming a province with sustainable development, the province needs to continue to make efforts to implement solutions to overcome existing limitations; improve the quality of public services, strictly control unofficial costs; support and spread green business initiatives and models, and protect the interests of a sustainable environment.
