Recently, the University of Economics - VNU organized a workshop on "Enhancing access to health services for workers in industrial zones in the North of Vietnam". The event aims to provide a forum for policy makers, managers, researchers, associations, and business administrators to discuss and exchange on the current situation and solutions to help workers, especially migrant workers, have more opportunities to access health services in the shortest time and at the lowest cost.

The workshop attracted the participation of leaders and lecturers of the University of Economics - VNU, along with speakers who are lecturers and scientists from research institutes and universities in the fields of health, social security and trade unions in Vietnam.
Speaking at the workshop, Associate Professor Dr. Nguyen Anh Thu - Vice President of the University of Economics - VNU said: " This is a discussion with multi-dimensional perspectives on related issues, from which we can provide effective and timely policy advice to help the Government and leaders of localities with industrial parks in building and implementing policies on Social Insurance, Health Insurance, developing the grassroots health system in industrial parks, ensuring comprehensive care for workers in industrial parks."

The program took place with 4 presentations and roundtable discussions between Vietnamese experts and scientists. The presentations and discussions had high professional content, the 4 presentations focused on the following topics: Current status of access to health services for workers in Northern Industrial Parks; Health care for workers in industrial parks in the world and Vietnam; Some issues on access to health care for industrial park workers; Current status of access and use of health insurance for workers in industrial parks in Vinh Phuc province.
Through the presentations, the speakers presented and analyzed the issues of the current medical law system and the factors affecting workers in industrial parks, thereby proposing solutions for the medical law system of our country. Many legal documents directly and indirectly regulate medical activities such as: Law on Protection of People's Health 1989, Law on Pharmacy 2005, Law on Prevention and Control of Infectious Diseases 2007, Law on Health Insurance (HI) 2008, Law on Medical Examination and Treatment 2009, Law on Amendments and Supplements to a Number of Articles of the Health Insurance Law 2014... and a series of other legal documents guiding the implementation of the above laws and ordinances. However, for industrial parks, regulations on medical management are not yet concentrated but scattered in a number of legal documents. In the first 9 months of 2023, the whole country had about 75.8 thousand enterprises temporarily suspending business, an increase of 21.2%; 46.1 thousand enterprises stopped operating pending dissolution procedures, an increase of 26.9%; 13.2 thousand enterprises completed dissolution procedures, a decrease of 4.3% (General Statistics Office data 2023). This situation makes the lives of workers in general and in industrial parks in particular even more difficult when many enterprises cannot pay salaries and owe insurance to workers. As of early March 2023, the total number of workers owing social insurance for 1 month or more has reached 2.79 million workers with a debt of over 14 trillion VND, accounting for 17.4% of the total number of workers participating in compulsory social insurance. In addition, primary health care models in industrial parks as well as regulations on health insurance benefits still have many problems; Primary health care facilities registered under health insurance cards mostly do not meet the requirements regarding facilities, equipment, medical and doctor qualifications; medical examination and treatment time is not suitable for workers' working time... therefore, workers often seek medical examination and treatment beyond their assigned level or choose private medical examination, which limits their access to medical services.

The workshop “ Enhancing access to health services for workers in industrial zones in northern Vietnam ” is part of the UEB Research and Sharing Series organized by the University of Economics, Vietnam National University, Hanoi. The participation of policy makers, researchers, scientists, and businesses shows that the workshop is an in-depth forum with the participation of stakeholders, contributing a multi-dimensional view of the current situation as well as suggesting policies to enhance access to health services for workers in industrial zones.
