Speaking at the workshop, Professor, Dr. Nguyen Thien Nhan said that happiness is satisfaction, fulfillment of human needs in specific circumstances. State managers who want people to be happy must know what people need, know how to identify people's needs in the present and future. Strengthen education and training so that people know how to choose needs appropriate to their circumstances. Develop society to create conditions for people to be happy. If policies are not changed, people's happiness is not prioritized, there will be no sustainable development.
