Improving the quality of inspection and supervision work contributes to maintaining strict Party discipline.

Over the past 75 years, under the leadership of the Party, the Party Inspection sector has continuously developed and made great contributions to Party building. The contingent of officials of the Inspection sector has grown in both quantity and quality over the years, demonstrating steadfast political will, loyalty to the Party's revolutionary cause, dedication and responsibility in work, worthy of being loyal servants of the people.

For Ninh Binh province, the Inspection work has been carried out since the establishment of the Provincial Party Committee with the first organization being the Control Board (August 1947 - the second quarter of 1949), then the Inspection Team (the second quarter of 1949 - October 1956)... On August 4, 1957, the Provincial Party Committee Executive Committee, term VI (August 1952 - December 1958) elected the Provincial Party Committee's Inspection Board. This was a milestone marking the official establishment of the Provincial Party Committee's Inspection Board. From then on, the Ninh Binh Provincial Party Committee had a specialized advisory body for the Party's inspection and supervision work.

In the process of building, striving and growing, the Party Inspection sector of Ninh Binh province has always closely followed the leadership and direction of the Provincial Party Committee, directly and regularly the Standing Committee and the Standing Committee of the Provincial Party Committee; the team of cadres doing Party Inspection work in the province has always cultivated revolutionary ethics, imbued with Uncle Ho's teachings of "diligence, thrift, integrity, uprightness, impartiality, selflessness", striving, overcoming all difficulties, and successfully completing assigned political tasks in each revolutionary stage.

Promoting the tradition of previous generations of cadres, in recent years, especially since the beginning of the 2020-2025 term, the Inspection sector of the Provincial Party Committee has proactively and actively advised the Party Committee to direct and synchronously and comprehensively implement the contents and tasks of inspection, supervision and discipline enforcement in the Party and achieved many important results. Notably, it has proactively reviewed, revised, supplemented, concretized into documents and led and directed the implementation of many important documents on inspection, supervision and Party discipline; resolutely conducted inspections when there are signs of violations against Party organizations and Party members related to cases under the supervision and direction of the Provincial Steering Committee for Anti-Corruption and Negativity; promptly grasped issues and cases of public concern to promptly inspect, supervise and conclude.

Accordingly, the Provincial Party Committee's Inspection Commission has advised the Provincial Party Committee and the Provincial Party Committee's Standing Committee to lead, direct, thoroughly grasp and implement directives, resolutions, decisions and instructions of the Central Committee and Party Committees at all levels on inspection and supervision work to ensure effectiveness; advised on the timely promulgation of regulations, rules and instructions on inspection, supervision and enforcement of Party discipline to ensure consistency and unity in the performance of tasks; assisted the Provincial Party Committee's Standing Committee in leading, directing and urging relevant Party organizations, agencies and units to implement the inspection and supervision conclusions of the Central Committee and the province; Advise the Provincial Party Standing Committee to promptly issue Plan No. 90-KH/TU dated October 24, 2022 on the implementation of Conclusion No. 34-KL/TW dated April 18, 2022 of the Politburo on the Party's inspection and supervision strategy to 2030, with specific contents, solutions, implementation roadmap and assignment of responsibilities for presiding over and coordinating implementation, in accordance with the practical inspection and supervision work of the Provincial Party Committee.

In particular, the Provincial Party Committee's Inspection Commission advised the Provincial Party Committee to issue Resolution No. 03-NQ/TU dated July 12, 2021 on improving the quality, effectiveness and efficiency of inspection, supervision and discipline enforcement work within the Party of the Provincial Party Committee. The early issuance of the specialized Resolution right from the beginning of the Congress term demonstrated the vision and affirmed the political determination of the Provincial Party Committee Executive Committee in implementing the tasks of inspection and supervision in the spirit of the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress. Thereby, continuing to strictly maintain Party discipline and order, preventing and combating degradation, gradually preventing and repelling corruption, waste and negativity; promoting the exemplary responsibility of cadres and party members, especially heads of Party committees, Party organizations and key cadres; contributing to improving the capacity and fighting strength of Party organizations and party members; strengthening and consolidating people's trust in the leadership of the Party.

On the basis of thoroughly grasping and strictly implementing the Party's regulations on inspection and supervision work, Party committees and Inspection Commissions at all levels in the province have strengthened the implementation of inspection and supervision tasks with the motto "no forbidden areas", "no exceptions"; implementing openly, democratically, objectively, cautiously, and strictly in accordance with principles and regulations. Since the beginning of the 2020-2025 term, Party committees and Inspection Commissions at all levels in the Provincial Party Committee have inspected 1,996 Party organizations and 3,215 Party members (Inspection Commissions at all levels inspected 852 Party organizations and 1,367 Party members when there were signs of violations, of which 922 Party members were Party committees at all levels, accounting for 67.4% of the total number of Party members inspected); thematic supervision of 2,063 Party organizations and 2,646 Party members. The total number of party organizations and party members inspected and supervised thematically increased compared to the first half of the 2015-2020 term, exceeding the target set by the 22nd Provincial Party Congress.

The inspection and supervision content focuses on prominent and urgent issues of public concern such as: compliance with resolutions, directives and organizational principles of the Party; internal solidarity issues; compliance with working regulations of Party committees; organizational and personnel work; leadership and direction of implementation of socio-economic development policies, site clearance for investment and basic construction projects; land management and use; management and use of assets and public finance; procurement of medical equipment and supplies for COVID-19 prevention and control... Through inspection and supervision, competent Party organizations in the province have disciplined 765 Party members (488 Party members were reprimanded, 181 Party members were warned, 11 Party members were dismissed, 85 Party members were expelled); 9 Party organizations were disciplined in the form of reprimand.

The inspections and supervisions were carried out seriously, strictly, with quality and efficiency, ensuring the correct principles, procedures, regulations, content and subjects; clearly concluding the advantages, disadvantages, nature, level, harm and causes of violations; the handling was fair, accurate and timely, so there were no disciplinary complaints, which were highly agreed by cadres, party members and people. After the disciplinary handling, the violating party organization and party member correctly understood and complied with the decision of the competent party organization, there were no complaints about party discipline, the local situation and units were stable, internal solidarity and unity. The handling of denunciations against party members and party organizations by the Inspection Committees at all levels had many positive changes, ensuring the correct procedures, authority and functions; attention was paid to the work of investigation and verification to clarify right and wrong, to determine specifically and clearly, to conclude accurately and promptly, to ensure objectivity and humanity in the Party.

The work of building the sector has received attention and focus. After the 13th National Party Congress and the Party Congresses at all levels for the 2020-2025 term, Party committees and Inspection Commissions at all levels have promptly organized classes to study, research, and disseminate the Central and provincial directives and guidelines on the Party's inspection and supervision work. In particular, the Provincial Party Committee's Inspection Commission has organized professional training for cadres doing inspection and supervision work at the provincial and district levels; at the same time, directed the district-level Inspection Commission to organize professional training classes for Party committees and Inspection Commissions of grassroots Party Committees at communes, wards, and towns. In particular, in order to affirm the great and consistent achievements of generations of Party Inspection officials of the Provincial Party Committee, the Provincial Party Committee's Inspection Commission proactively reported, proposed and was approved by the Standing Committee of the Provincial Party Committee, allowing the Provincial Party Committee's Inspection Commission to reprint, supplement and publish the book "History of the Party Inspection Sector of Ninh Binh Province (1947 - 2023)". After a period of active and painstaking preparation, the book was completed and published on the occasion of the 75th anniversary of the Party Inspection Sector's Traditional Day (October 16, 1948 - October 16, 2023), thereby contributing to fostering pride in the glorious tradition, encouraging and motivating the team of Party Inspection officials of the Provincial Party Committee to continue to strive to build a strong sector.

In the past time, despite the huge workload, many new, difficult, complicated and sensitive tasks, the collective of cadres and civil servants of the Provincial Party Committee's Inspection Commission in particular, and the Inspection sector of the Provincial Party Committee in general, have always promoted the glorious tradition of the Sector, overcome difficulties, been creative and persistent in their work, and successfully completed the assigned tasks. Recognizing and appreciating the contributions of generations of cadres working in the Inspection sector of the Provincial Party Committee, the Party, the State, ministries and sectors at the Central level, the Provincial People's Committee has awarded the Labor Medal (First, Second and Third Class), Emulation Flag, Certificate of Merit and many other noble awards to collectives and individuals of the Sector. This is an honor, a source of great encouragement and motivation, and a source of pride for generations of cadres and civil servants of the Provincial Party Inspection sector.

Inheriting and promoting the glorious tradition of 75 years of the Party Inspection Sector; on the basis of thoroughly grasping the Party's viewpoints and regulations on inspection and supervision work; implementing Resolution No. 03 of the Provincial Party Committee and the inspection and supervision tasks set forth in the Resolution of the 22nd Provincial Party Congress, term 2020-2025, in the coming time, Inspection Committees at all levels in the province need to focus on performing well the following key tasks:

Firstly, continue to thoroughly grasp and seriously implement the Party's resolutions, directives, regulations and instructions of the Central Committee on inspection, supervision and disciplinary work in the Party, creating a change in awareness and action towards inspection and supervision work in the spirit of Resolution 5 of the Central Committee (10th tenure) and Resolution of the 13th National Party Congress, Resolution of the 22nd Provincial Party Congress, term 2020-2025; Plan No. 90-KH/TU of the Provincial Party Committee on implementing Conclusion No. 34-KL/TW dated April 18, 2022 of the Politburo on the Party's inspection and supervision work strategy to 2030; Resolution No. 03-NQ/TU dated July 12, 2021 of the Provincial Party Standing Committee "on improving the quality, effectiveness and efficiency of inspection, supervision and disciplinary enforcement work within the Party of the Provincial Party Committee" and documents related to inspection, supervision and disciplinary enforcement work within the Party.

Second , continue to innovate and improve the quality and effectiveness of inspection, supervision and disciplinary enforcement work within the Party by Party committees, Party organizations and Inspection Commissions at all levels. Organize and comprehensively implement tasks according to the Party Charter; synchronously implement inspection and supervision work, with the motto "supervision must be expanded", "inspection must have focus and key points" to proactively prevent violations.

Third , seriously implement the conclusions of the Central Inspection Commission when there is a notice of conclusion on the inspection of the implementation of inspection, supervision and disciplinary tasks within the Party for the Standing Committee of the Provincial Party Committee and the Inspection Commission of the Ninh Binh Provincial Party Committee; inspect the Party finances of the Standing Committee of the Ninh Binh Provincial Party Committee; inspect the declaration of assets and income for the comrades of the Standing Committee of the Ninh Binh Provincial Party Committee.

Fourth , continue to improve the organization and constantly improve the capacity of the staff doing inspection and supervision work at all levels in the province. Identifying personnel work as a key step in the work of building, consolidating and perfecting the Inspection Committees at all levels. Regularly take care of training and building a team of inspection staff with clear ethics and qualities; with firm and steadfast political will; with expertise and expertise; with inspection culture to increasingly better meet the requirements of tasks in the new situation. At the same time, rotate cadres within the Party Inspection system according to Regulation No. 110-QD/TW dated July 6, 2023 of the Secretariat and Project No. 05-DA/UBKTTW dated April 14, 2023 of the Central Inspection Committee on rotating cadres within the Party Inspection system. At the same time, increase investment in facilities, techniques and working means to meet the requirements and tasks.

Fifth , proactively advise the Party Committee to summarize and evaluate the results of inspection, supervision and disciplinary work in the Party for the 2020-2025 term as a basis for building goals, directions and tasks of inspection and supervision work for the 2025-2030 term in accordance with the actual situation of the locality and unit.

Proud of the glorious tradition of the Party Inspection sector over the past 75 years, with the attention, leadership, direction and facilitation of the Central Inspection Commission, the Provincial Party Committee, the Provincial Party Committee Standing Committee, directly the Provincial Party Committee Standing Committee, the close and effective coordination of departments, branches, sectors, the Fatherland Front and socio-political organizations, district Party Committees, city Party Committees, and affiliated Party Committees; the encouragement and motivation of all classes of people in the province; with their enthusiasm and professional responsibility, the team of cadres doing Inspection work of the Provincial Party Committee strives to excellently complete all assigned tasks, worthy of the glorious tradition of the Sector "Absolutely loyal, united, honest, upright, disciplined and dedicated", contributing to strictly maintaining the Party's discipline and order, building the Provincial Party Committee increasingly clean and strong, building the homeland of Ninh Binh rich, beautiful and civilized.
