Speaking at the conference, Minister Nguyen Kim Son affirmed that in the process of general education reform, the 2023-2024 school year is a year of special significance. The results of the school year will impact the results of the implementation of the 2018 General Education Program. According to the plan, this school year, the whole sector will implement the new program for 9 grades (including grades 1, 2, 3, 4, 6, 7, 8, 10, 11) and prepare for the remaining 3 grades (grades 5, 9, 12).

With many important tasks, Minister Nguyen Kim Son suggested that the whole industry needs to frankly acknowledge the shortcomings and difficulties and propose specific solutions in the coming time. Accordingly, it is necessary to strengthen, regularly and actively innovate teaching methods, support and solve teachers' problems in the teaching and learning process, not leaving it to districts and counties.

Regarding some problems that localities have proposed, such as confusion in students transferring schools or regions, Minister Nguyen Kim Son emphasized that according to the principle, no barriers should be set up if students want to transfer schools or regions. The responsibility of the school is to help students supplement their missing knowledge. Some provinces and cities are concerned about the criteria of 45 students/class at secondary school and 35 students/class at primary school. The Minister informed that this is a criterion for quality standards and must be implemented in accordance with the prescribed documents.

Regarding continuing education, the Minister suggested that localities and departments need to implement innovation in a synchronous manner, pay attention to facilities and teaching staff, and set key tasks for each school year. Localities also need to re-evaluate the continuing education model, especially the way it operates and invests.
