In addition to the investor's capital and the central government's capital, Thai Binh province will contribute 1,462 billion VND and Nam Dinh province will contribute 1,675 billion VND from the budget to invest in the Ninh Binh - Hai Phong expressway section through the two provinces, with a total capital of more than 19,784 billion VND.
On November 10, Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung said that the investment project to build the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh, under the public-private partnership (PPP) method, has been approved for investment by the Chairman of Thai Binh Provincial People's Committee (the agency assigned by the Government to preside over and coordinate the project implementation).
According to the decision, the proposed investor of the project is Geleximco Group.
Route of Ninh Binh - Hai Phong Expressway Project, section through Nam Dinh and Thai Binh.
The invested road project is 60.9km long (27.6km through Nam Dinh, 33.3km through Thai Binh), starting at the head of the Day River overpass (Nghia Thai commune, Nghia Hung district, Nam Dinh); ending at the intersection between the new National Highway 37 and the coastal road (Thuy Trinh commune, Thai Thuy district, Thai Binh province).
The route is designed according to expressway standards, 4 lanes, 24.75m wide, designed speed 120 km/h. There are 23 bridges, 4 overpasses at interchanges, 2 rest stops (1 in Truc Ninh district - Nam Dinh, 1 in Kien Xuong district - Thai Binh).
The project is a pilot project using sea sand as foundation material, with a total volume of about 5.2 million m3.
Total investment is over 19,784 billion VND, including interest. Of which, the capital that the investor is responsible for arranging is over 10,447 billion VND (52.81%); State capital is 9,337 billion VND (47.19%), of which the central budget capital is 6,200 billion VND, the budget capital of Thai Binh province is 1,462 billion VND, the budget capital of Nam Dinh province is 1,675 billion VND.
The toll collection period for capital recovery is 25 years and 4 months. Thai Binh province will bid for the project widely domestically, organize the selection of investors in the fourth quarter of 2024, start construction in 2025, basically complete in 2027, and put into operation from 2028.
Previously, on December 25, 2023, the project was approved in principle by the Prime Minister.
The Ninh Binh - Hai Phong expressway is of great significance, helping to connect the provinces in the South of the Red River, the North Central region with Lach Huyen international gateway port and the coastal provinces in the Red River Delta.
Investing in the expressway will open up new development space for the southern Red River Delta and North Central regions, while helping to reduce logistics costs and ensure traffic safety.
Once completed, the expressway will connect with major routes such as the North-South Expressway, Hanoi-Hai Phong Expressway, National Highway 10, National Highway 1, National Highway 21, the new National Highway 37 and other economic development axes such as the Nam Dinh provincial economic axis, the Nam Dinh-Lac Quan route, and the Thai Binh-Con Vanh route.
The project also helps connect with Cat Bi and Van Don international airports, seaports and Mong Cai international border gate, enhancing traffic connectivity in the region and between the northern coastal localities.
