According to the Department of Transport of Nam Dinh province, due to the impact of typhoon No. 3, hydroelectric power plants are releasing floodwaters, leading to a high water level and strong currents in the Dao River, affecting the infrastructure of the Do Quan bridge (Nam Dinh city).
To ensure traffic safety for people and vehicles crossing the bridge, the Department of Transport announces a traffic management plan to restrict vehicles from crossing the Do Quan bridge from 2 PM on September 12th.
Accordingly, trucks, passenger cars, contract vehicles, and tourist vehicles with more than 9 seats, including buses, are prohibited from operating.

Trucks, passenger cars, contract vehicles, tourist vehicles with more than 9 seats, and buses needing to travel across the Do Quan bridge into the city center can follow the route DT 490C to QL 21, crossing the Nam Dinh bridge (over the Dao River) to QL 10 towards Thai Binh province, then to the roundabout at QL 10 and Dong A road, turning right into the city center and vice versa. Alternatively, they can follow QL 21 to QL 21B, crossing the Tan Phong bridge (over the Dao River) to QL 10 towards Ninh Binh province, then to the roundabout at QL 10 and Dong A road, turning left into the city center and vice versa.
The Department of Transport has requested the People's Committee of Nam Dinh province to direct the city's police force and local authorities to coordinate with the Department of Transport's Inspectorate and other relevant units to regulate and guide traffic flow, avoiding congestion.
In addition, the Department of Transport also implemented traffic diversion measures when the Ninh Cuong pontoon bridge was damaged due to heavy rain and flooding.

Specifically, vehicles traveling from Nghia Hung district to Ninh Cuong town – Truc Ninh district and Hai Hau district can follow the route DT 490C to DT 488B or DT 487B to National Highway 21, crossing Lac Quan bridge (over Ninh Co river) to Xuan Truong district, Hai Hau district, or follow the route DT 490C to Thinh Long bridge to Hai Hau district and vice versa.
