The year 2024 marks a strong transformation in the administrative reform (AR) work of Nam Dinh province, demonstrating a spirit of drastic and consistent leadership from the province to the grassroots, consistent with the orientation of "taking people and businesses as the center of service". From awareness to action, the administrative apparatus at all levels in the province has demonstrated innovation in management thinking, gradually overcoming formalism, towards substantive and sustainable reform.

Resolute direction, practical action

With the spirit of drastic, disciplined and creative action, at the end of 2024, the Provincial People's Committee issued the Provincial Administrative Reform Plan for 2025 (Plan No. 165/KH-UBND dated December 26, 2024), clearly identifying that administrative reform is not only a key political task but also an important driving force to build an honest government, serve the people, create a favorable environment to attract investment, and develop a sustainable socio-economy. The Provincial People's Committee has set a goal of comprehensively completing administrative reform targets in 2025, creating a strong and substantial shift in the operation of the State administrative apparatus. The focus is on improving the quality of administrative procedure (TTHC) settlement, promoting digitalization, online public services, and increasing the satisfaction of people and businesses. At the same time, strive to steadily improve the ranking of the PAR Index, the Satisfaction Index on Administrative Services and the Public Administration Performance Index (PAPI), aiming at the national good group. In addition, the Provincial People's Committee has issued a new PAR Index of departments, branches, sectors and People's Committees of districts and cities in the area in Decision No. 2796/QD-UBND dated December 17, 2024 of the Provincial People's Committee, clearly stipulating the content, methods, and assessment methods, and at the same time assigning specific tasks to agencies and units.

In 2024, the average PAR index of departments, branches and sectors will reach 84.8 points, an increase of 8.04% compared to 2023; the People's Committees of districts and cities will reach an average of 91.93 points, an increase of 7.05%; many units will reach over 90%, affirming the effectiveness of synchronous implementation across the system. Departments, branches, sectors, districts and cities will all conduct their own assessment and scoring seriously, under the close supervision of specialized software, ensuring transparency and objectivity. The provincial appraisal team will conduct, closely following the instructions, verification documents, and results of measuring the satisfaction of people and businesses, accurately reflecting the level of task completion of each unit.

Many units such as Nam Dinh city, Xuan Truong, Vu Ban, Hai Hau districts... have made remarkable progress in applying digital signatures and processing documents online, contributing to building a modern and friendly digital administration. The digitization rate of administrative procedure documents at departments, branches and localities is over 90%. Notably, the review and update of administrative procedures are carried out regularly, ensuring publicity, transparency, and reducing inconvenience for people; 100% of legal documents with errors after inspection are promptly handled.

The highlight is the breakthrough results in the component index of Building e-Government, Digital Government in the Administrative Reform Index (PAR Index) in 2024 recently announced by the Ministry of Home Affairs, Nam Dinh province leads the country in the Building e-Government Index, Digital Government in 2024 with an index score of 95.99%, 5.24% higher, up 6 places compared to 2023. Key indicators such as: processing documents and records on the network environment; sending and receiving electronic documents at 4 levels of government; digitizing administrative procedure records; developing data platforms and integrating and sharing interconnected data... all increased in score compared to 2023. This is a vivid demonstration of the province's determination to comprehensively transform digitally, towards a modern, transparent, effective administration, better serving people and businesses.

In addition, propaganda and awareness raising work has been promoted with many innovative and creative forms - in which Truc Ninh district is a typical unit with the organization of online competitions and dramatization of administrative reform. In particular, many good models and effective initiatives with the potential for replication have emerged. The Department of Science and Technology has recognized 50 initiatives with effective application and replication potential in the province in 2024 in the field of administrative reform, in which the Department of Finance, Department of Home Affairs, Department of Science and Technology, People's Committee of Nam Truc district, People's Committee of Y Yen district have had initiatives selected as verification documents to assess the Provincial PAR Index in 2024 such as initiatives on administrative unit arrangement, public service connection portal, friendly government model for serving the people...

Thanks to the drastic direction and promotion of substantive reforms, Nam Dinh province continues to make positive changes in the assessment, measurement and comparison of people's experiences and feelings about the effectiveness and quality of policy implementation and public service provision of local governments nationwide, with the province's PAPI index score in 2024 reaching 44.35 points, ranking 20th out of 61 provinces and cities (the two provinces of Vinh Phuc and Tien Giang did not include data in the report due to data interference), in the high average group of the country. In particular, compared to 2023, the results of the component index scores show that there are 6 contents including: Control of corruption in the public sector increased by 0.37 points; Environmental governance increased by 0.26 points; Publicity and transparency increased by 0.21 points; Participation of people at the grassroots level increased by 0.18 points; Public administrative procedures increased by 0.15 points; E-governance increased by 0.06 points… clearly improved in terms of administration, technology and service quality.

Determined to overcome limitations

In addition to the outstanding results, the Provincial People's Committee frankly pointed out the shortcomings, such as: some units have not fully implemented the regulations on job positions, the arrangement of cadres is not close to the job position; there is still a situation of civil servants violating discipline and administrative discipline; some localities have a high rate of civil servants not completing their tasks. In particular, there is still the phenomenon of overdue settlement of administrative procedures in some departments, branches and localities.

The Provincial People's Committee requested the heads of departments, branches and localities to continue to identify: Administrative reform continues to be a key task and driving force to improve the investment environment, enhance competitiveness and build a government that serves the people. It is necessary to maintain a strong spirit in direction, continue to mobilize the consensus of the entire political system and be determined not to accept stagnation; must directly direct and organize a serious review of the results of administrative reform in 2024, set out a clear roadmap for overcoming, and assign specific responsibilities to each individual and collective. Focus on innovating methods of assessment, inspection and examination of public services, enhancing exemplary responsibility, discipline and order in performing public duties. At the same time, it is required that administrative reform tasks must be carried out regularly, closely linked with socio-economic development goals; continue to accelerate the implementation and modernization of the administration associated with comprehensive digital transformation.
