At the meeting, Chairman of the Provincial People's Committee Le Van Dung reported on the province's outstanding achievements in the past year and proposed to the Government many important solutions to promote sustainable development.
Quang Nam overcomes difficulties
According to the report, in 2024, Quang Nam's economy had a positive recovery after a difficult period. Gross Regional Domestic Product (GRDP) increased by 7.1%, significantly higher than the 8.4% decrease in 2023. Total state budget revenue reached VND 27.6 trillion, equal to 119% of the estimate and up 10.1% over the same period last year. Of which, domestic revenue reached VND 22.6 trillion (113% of the estimate), import-export revenue was nearly VND 5 trillion (141% of the estimate).
Chairman of the Provincial People's Committee Le Van Dung emphasized that the above results are very important, creating a solid financial foundation for infrastructure development and social security projects.
The investment sector also recorded positive signals. In 2024, Quang Nam attracted 29 domestic investment projects with a total registered capital of VND4,915 billion. Regarding foreign direct investment (FDI), the province granted 10 new projects with a registered capital of 135 million USD, adjusted 25 projects, of which 6 projects increased capital with a total increase of 69.53 million USD.
In particular, Quang Nam tourism continued to flourish with a total of 8 million visitors and stays, including 5.5 million international visitors, up 20% over the previous year. Revenue from tourism reached VND9.2 trillion, contributing significantly to local economic growth.
At the meeting, Chairman of the Provincial People's Committee Le Van Dung proposed that the Prime Minister consider allowing Quang Nam to propose to competent authorities to implement "Special mechanisms and policies to build and develop Quang Nam province".
In particular, focusing on a number of major programs and projects such as: Socialization of Chu Lai airport; seaport cluster, logistics; pilot duty-free zone in Chu Lai Open Economic Zone; preservation and promotion of the world heritage value of Hoi An ancient town, My Son temple complex, Dong Duong Buddhist Institute national relic; support mechanism for strategic investors in the province; development of Chu Lai Open Economic Zone to become the National Center for Automotive Support Industry and Multi-purpose Mechanical Engineering...
Quang Nam also proposed investment support to upgrade and renovate National Highways 14D and 14B; adjust the planning of the Da Nang University Urban Area...

Thorough decentralization
After listening to reports and opinions from ministries and branches, Prime Minister Pham Minh Chinh commended and highly appreciated the results Quang Nam achieved in 2024, especially the efforts in growth, social security, infrastructure, encouraging businesses to invest, and organizing for people to be happy and have Tet in every family.
"Achievements in 2024 and early 2025 will make important contributions to the overall achievements and results of the whole country in all fields. Quang Nam has many unique features that need to be exploited. This is a heroic and revolutionary land with a tradition of leading the fight against the US, which needs to be promoted. In 2025, Quang Nam must achieve a double-digit growth target" - the Prime Minister directed at the working session.
In addition, the Prime Minister said that the province's infrastructure is adequate but not yet complete. Airports, ports, and highways are all available but have not been optimally exploited. The entire eastern coastal area must be reserved for production, business, and services. There is also a shortage of high-quality human resources.
“There are still many difficulties and challenges. From the remaining numbers, we need to dissect and find ways to overcome them. If we have concerns, we must find solutions and not leave them there. We must grasp the situation firmly, be quick, timely and effective in our policies. In addition, we must unite, build and develop Quang Nam, and stick to the land and people to develop, serve the people and serve businesses.
In the coming time, it is necessary to thoroughly decentralize and improve implementation capacity while strengthening supervision and inspection. We should look far and wide, think deeply and do big things, do each job properly, not spread out, maintain the principle throughout, be steadfast and persistent" - the Prime Minister emphasized at the working session.
The Prime Minister also noted that people and businesses should be the center and the subject in service, innovation, public administration, poverty reduction, social security and resource mobilization; closely following the targets, improving the quality of good targets, and striving for targets that have not been achieved.
The Prime Minister emphasized the need to develop from potential opportunities, differences, superiority, competitive advantages and must maintain planning, respect objective reality and take reality as a measure to calculate development problems.
“Thinking must be mature, thinking must be clear, action must be decisive, effort must be great, work must be focused, assignment must be clear and commitment must be carried out. From there, we will build an administration that is truly for the people” - Prime Minister Pham Minh Chinh said.
To achieve double-digit growth, businesses, related industries, districts, towns and cities must achieve the same growth rate. It is necessary to renew growth drivers, expand exports, stimulate consumption; focus on new growth drivers based on promoting science and technology, innovation, and pay attention to emerging industries such as entertainment industry, cultural industry, etc.

Prime Minister Pham Minh Chinh also agreed with some of the province's proposals; agreed on the policy of building Chu Lai logistics center, investing in upgrading national highways as proposed.
According to the Prime Minister, in general, localities and ministries are implementing assigned tasks but slowly, and need to seriously learn from experience and focus in the coming time. Regarding the socialization of Chu Lai Airport, the province must take the lead according to its authority, and propose that in February, land must be completely resolved and investors must be called for according to the approval of the Ministry of Transport.
The Prime Minister noted that it is necessary to build an airport ecosystem and airport urban area corresponding to 4F airports. Regarding difficulties and problems, Quang Nam needs to discuss with ministries and assign Deputy Prime Minister Tran Hong Ha to resolve related issues.
