DNO - On the afternoon of December 13, at the 21st session, the 10th City People's Council unanimously passed a Resolution on the State budget revenue estimate in the area; local budget revenue and expenditure and local budget allocation in 2025.

According to the draft resolution presented by the Standing Vice Chairman of the City People's Committee Ho Ky Minh, the estimated state budget revenue in Da Nang city is 25,685 billion VND, of which domestic revenue is 22,295 billion VND; revenue from import and export activities is 3,360 billion VND; aid revenue is more than 30 billion VND.

In addition, the estimated local budget revenue (including revenue transferred between budget levels and revenue transferred from sources): 21,478 billion VND, including the city budget: 20,209 billion VND; Hoa Vang district budget and communes: 1,269 billion VND.

Along with that, the local budget expenditure estimate for 2025. Accordingly, through the plan to balance and allocate the local budget expenditure estimate: 21,381 billion VND, including city budget expenditure: 20,112 billion VND; development investment expenditure: 8,496 billion VND; regular expenditure: 10,490 billion VND.

The City People's Council assigns the City People's Committee, based on this Resolution, to assign the state budget revenue and local budget expenditure estimates for 2025 to each agency, unit, and locality to organize implementation in accordance with the provisions of the State Budget Law and guiding documents.

Report to the City People's Council to decide on financial and budgetary matters within its authority and direct agencies and Chairmen of District and Ward People's Committees to organize and implement the budget in accordance with the urban government model as prescribed.

Strengthen revenue management measures; prevent revenue loss, have appropriate solutions to direct and manage budget revenue, strive to exceed the state budget revenue estimate. Strictly manage and exploit financial resources from land in a planned, effective and sustainable manner; promptly carry out procedures to auction land plots according to the approved plan to promptly mobilize revenue into the state budget to focus investment capital on urgent and key projects of the city.

Tighten discipline, strengthen responsibility of leaders in managing and using finance and budget; operate state budget expenditures closely, economically, effectively, and in accordance with collection progress; cut down on unnecessary expenditures, thoroughly save regular expenditures; only issue policies to increase budget expenditures when really necessary and with guaranteed sources; allocate, assign and adjust budget estimates on time according to regulations of the State Budget Law.

Improve the quality of investment preparation work, resolutely implement solutions to accelerate the disbursement of public investment capital; resolutely transfer capital from slow-progressing projects to projects with disbursement potential but lacking capital, and minimize the transfer of resources; review responsibilities in developing unrealistic budget estimates and ineffective implementation leading to low disbursement of public investment capital. Prioritize allocating resources to arrange for repayment of local government loans when due.

Continue to direct agencies, units and localities to streamline staff, organize a streamlined administrative apparatus, operate effectively and efficiently; innovate management and financial mechanisms, reorganize the system of public service units, and reduce direct support from the state budget for public service units.
