According to the updated calculations of the Ministry of Industry and Trade, the balance of electricity supply and demand in 2024 is calculated with the forecast of basic electricity load growth (8.96%) with 2 scenarios of water flow. Normal water flow, water frequency of 65% and extreme water flow, water frequency of 90%. With the normal water flow plan, the national power system basically meets the electricity supply, however, due to the low reserve capacity of the Northern power system, it still has to face the stress of peak capacity at some times (from 13-16h, 19h-22h) during the day on hot days.
In the case of extreme water flow, ensuring electricity supply, especially for the Northern region, will be more difficult, and there may be a shortage of capacity (about 420÷1,770MW) during some peak hours in June and July 2023.
To provide optimal electricity supply, the Ministry of Industry and Trade will coordinate with ministries, branches and localities to focus on directing units to implement solutions to ensure electricity supply in 2024 through groups of solutions on operation, construction investment, electricity saving, etc.
In which, EVN, Power Generation Corporations, investors of coal-fired thermal power plants coordinate with TKV and Dong Bac Corporation to proactively negotiate and agree on the volume of coal supplied and clarify the responsibilities of the parties in supplying coal as a basis for signing coal purchase and sale contracts according to regulations and organizing implementation, ensuring efficiency and compliance with legal regulations;
Strengthen and improve the efficiency of information exchange with coal suppliers to ensure the initiative in coal exploitation and import of coal by coal suppliers.
EVN, PVN, TKV, power generation corporations, investors of coal-fired thermal power plants: (i) Continue to strictly implement the direction of the Prime Minister in Directive No. 29/CT-TTg dated December 2, 2019, take responsibility for ensuring enough coal for electricity production, as well as coal receiving infrastructure;
Strengthen maintenance of power plants under management, ensure availability to meet the power generation needs of the national power system, strengthen monitoring of equipment during operation, proactively handle defects to improve operational reliability of equipment;
Ensure conditions for mobilizing generation according to system needs; Speed up troubleshooting and putting into operation thermal power plants with long-term problems, and promptly fix short-term problems.
The Ministry of Industry and Trade also requires investors of coal-fired thermal power sources to proactively implement solutions to meet environmental standards and overcome the situation of capacity reduction when the ambient temperature increases.
EVN/A0 proactively develops a plan to store water early in hydropower reservoirs, especially strategic multi-purpose hydropower reservoirs in the North during the main flood season of 2023 and maintain high water levels during the peak months of the dry season in 2024 to ensure the goal of keeping the water levels of the reservoirs at a reasonable level at the end of the dry season in 2024, ensuring sufficient reserve capacity and electricity. In construction solutions, the Ministry of Industry and Trade emphasized assigning EVN/EVNNPT to speed up the implementation of power grid projects, especially the 500 kV line project, the 500 kV line circuit 3 project Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh - Pho Noi to increase power transmission from the South and Central regions to the North as soon as possible.
