The Ministry of Home Affairs said it has reported to the Prime Minister to assign civil servant payrolls and the number of people working on budget salaries in public service units of ministries and branches for the 2022-2026 period.
In 2023, the Ministry of Home Affairs will guide the provincial People's Committees to carry out the approval procedures and assign civil servant positions in administrative agencies and organizations, and the number of people working in local public service units according to regulations. In the 2023-2024 school year, localities proposed a teacher position of 1,189,241 positions (an increase/addition of 104,656 positions compared to the 2022-2023 school year), of which, preschool level has 41,542 positions (accounting for 39.7%), primary level has 22,485 positions (accounting for 21.5%); junior high school level has 27,818 positions (accounting for 26.6%); high school level has 12,811 positions (accounting for 12.2%).
Accordingly, in the 2023-2024 school year, it is expected to add 27,868 teachers, the remaining number will be added in necessary cases in the following school years until 2026. The Ministry of Home Affairs is coordinating with the Ministry of Education and Training to research and report to the Government Party Committee to propose the Central Organizing Committee to consider and decide on a specific plan.
According to the Ministry of Home Affairs, ministries, branches and localities have proactively developed plans to implement a roadmap for streamlining payrolls associated with restructuring and improving the quality of cadres, civil servants and public employees according to job positions; at the same time, identifying subjects and implementing a more flexible and reasonable payroll streamlining policy according to the provisions of Decree No. 29/2023/ND-CP on payroll streamlining. From January 1, 2023 to December 15, 2023, the total number of subjects for payroll streamlining is 7,151 people, of which the Central sector will streamline 146 people; the local sector will streamline 7,005 people.
Focusing on building and perfecting job positions associated with restructuring and improving the quality of cadres, civil servants and public employees, the Ministry of Home Affairs has coordinated with ministries and branches to review and develop a list of job positions, job descriptions and competency frameworks for cadres, civil servants and public employees and commune-level cadres and public employees. The total number of job positions in administrative agencies and organizations is 866 positions; the total number of job positions in public service units is 615 positions; the total number of job positions for commune-level cadres and public employees is 17 positions.
The Ministry of Home Affairs continues to advise, coordinate and urge ministries and branches to focus on implementing the goals, tasks and solutions to implement Resolution No. 04/NQ-CP of the Government on decentralization and delegation of power. In the past 3 years (from 2021 to present), most of the legal documents issued by the National Assembly and the Government (28 laws and over 400 decrees, thousands of resolutions and legal documents) have focused on regulations on decentralization and delegation of power between the Government, the Prime Minister and ministries and branches; between the Government, the Prime Minister, ministries and branches and localities associated with inspection and control of power, initially there have been certain improvements, removing bottlenecks in organizing the implementation of legal policies.
