In 2023, 7,151 positions were eliminated.

The Ministry of Interior announced that it has reported to the Prime Minister to allocate civil servant positions and the number of employees receiving salaries from the state budget in public service units of ministries and sectors for the period 2022-2026.

In 2023, the Ministry of Interior instructed provincial People's Committees to implement the procedures for approving and allocating civil servant positions in administrative agencies and organizations, and the number of employees in local public service units according to regulations. For the 2023-2024 school year, localities proposed a total of 1,189,241 teacher positions (an increase/addition of 104,656 positions compared to the 2022-2023 school year), including 41,542 positions for preschools (39.7%), 22,485 positions for primary schools (21.5%), 27,818 positions for lower secondary schools (26.6%), and 12,811 positions for upper secondary schools (12.2%).
Accordingly, the 2023-2024 school year is expected to add 27,868 teaching positions, with the remaining positions to be filled as needed in subsequent school years up to 2026. The Ministry of Interior is coordinating with the Ministry of Education and Training to research and report to the Government Party Committee for consideration and decision on a specific plan.
According to the Ministry of Interior, ministries, sectors, and localities have proactively developed plans to implement the personnel reduction roadmap associated with restructuring and improving the quality of cadres, civil servants, and public employees according to job positions; at the same time, they have identified targets and implemented personnel reduction policies more flexibly and rationally in accordance with the regulations in Decree No. 29/2023/ND-CP on personnel reduction. From January 1, 2023 to December 15, 2023, the total number of personnel subject to reduction was 7,151 people, including 146 people in the central government and 7,005 people in the local government.
Focusing on building and perfecting job positions in conjunction with restructuring and improving the quality of the contingent of officials, civil servants, and public employees, the Ministry of Interior has coordinated with ministries and sectors to review and develop a list of job positions, job descriptions, and competency frameworks for job positions for officials, civil servants, and public employees at the commune level. The total number of job positions in administrative agencies and organizations is 866; the total number of job positions in public service units is 615; and the total number of job positions for officials and civil servants at the commune level is 17.
The Ministry of Interior continues to advise, coordinate, and urge ministries and agencies to focus on implementing the goals, tasks, and solutions outlined in Government Resolution No. 04/NQ-CP on decentralization and delegation of power. Over the past three years (from 2021 to the present), most legal documents issued by the National Assembly and the Government (28 laws and over 400 decrees, thousands of resolutions and legal documents) have focused on regulations on decentralization and delegation of power between the Government, the Prime Minister, and ministries and agencies; and between the Government, the Prime Minister, ministries and agencies, and localities, coupled with checks and controls on power. This has initially led to certain improvements and has helped to remove bottlenecks in the implementation of policies and laws.
