US opens the way, Ukraine - Russia agree to limited ceasefire

Russia and Ukraine have agreed in principle on a limited ceasefire, but the sides still need to clarify the scope and duration of the agreement.


One day after his phone call with Russian President Vladimir Putin, US President Donald Trump late on March 19 (Vietnam time) had a call with Ukrainian President Volodymyr Zelensky to reach a ceasefire agreement.

Waiting for terms to be agreed

According to Mr. Trump's announcement on social media, the "very good" call lasted nearly an hour, during which much of it was about what had been achieved with Mr. Putin, in order to reconcile the conditions of Russia and Ukraine. Later, in a joint statement posted on the White House website, US Secretary of State Marco Rubio and National Security Adviser Mike Waltz said Mr. Trump and Mr. Zelensky also assessed the situation on the front line. The Ukrainian president asked the US to provide more air defense systems to protect civilians, and the US leader said he would help find systems in Europe.

According to AP, the three sides are divided on the scope of the limited ceasefire. US Special Envoy for the Middle East Steve Witkoff announced that the US and Russian delegations will talk in Saudi Arabia this weekend but did not specify whether Ukraine will participate.

Meanwhile, about 30 military commanders from around the world are meeting in Britain on March 20 to discuss plans for a peacekeeping force in Ukraine, according to AFP. British Prime Minister Keir Starmer and French President Emmanuel Macron are leading efforts to form a coalition of countries that would join in protecting a potential ceasefire between Russia and Ukraine. Starmer and Macron said Britain and France were ready to send troops to Ukraine. The British government said a significant number of countries were preparing to do the same, but did not specify numbers.

Russia has previously said it would not accept the presence of foreign troops in Ukraine as part of a ceasefire. A spokesman for the British Prime Minister said earlier this week that countries could contribute in a variety of ways, including providing technical and logistical support, airports and bases for peacekeepers.

US wants to take over Ukraine nuclear power plant

In a statement yesterday, the White House said President Trump suggested that President Zelensky consider returning ownership of Ukraine's power plants to the United States to ensure long-term security. Mr. Trump said the United States could be very helpful in operating those plants with its expertise, and asserted that US ownership of the plants would be "the best protection." Mr. Zelensky later said the discussion focused only on the Zaporizhzhia nuclear power plant, which is controlled by Russia. According to Reuters, the Ukrainian leader said he was ready to discuss US participation in modernizing and investing in the plant if it was returned to Kyiv.
