
Located at the northern gateway, Muong Lay town holds a crucial position in the socio-economic development and national defense and security of Dien Bien province. Throughout history, the town's officials and personnel work have always received special attention and closely followed the local political agenda, aiming to build a team of creative, responsible "public servants" who are truly close to, assist, and accompany the people in unity and town development. The town's Party Committee has focused on leading and promoting the "Study and follow the thoughts, ethics, and style of Ho Chi Minh" in conjunction with the implementation of Central Resolution 4 (11th and 12th Party Congresses) and Conclusion No. 21-KL/TW of the 13th Party Central Committee on Party building and rectification. This has created a strong transformation in the awareness and actions of officials and Party members, gaining the consensus and trust of the people of all ethnic groups, and is an important factor in Muong Lay's successful implementation of revolutionary tasks in the new era.
The registered commitments to follow President Ho Chi Minh's teachings by collectives and individuals are specific, clear, practical, and not vague. The commitments of collectives are discussed and agreed upon within the Party committee and branch; the commitments of individuals are reported to the Party branch for their input. For leading and managing officials, heads of agencies and units, the commitments are publicly disclosed to the Party committee, branch, agency, or unit for monitoring and supervision of implementation results. As a result, many agencies and units have developed innovative approaches.

Following the plan of the Provincial Party Standing Committee and the guidance of the Provincial Party Propaganda Department, the Muong Lay Town Party Standing Committee developed an annual plan for studying and emulating President Ho Chi Minh, focusing on specific themes. Based on this, it directed units to develop specific regulations on ethical standards for cadres and civil servants, especially leading cadres and heads of departments; and to research and develop specific solutions to enhance the awareness and responsibility of collectives and individuals in studying and emulating Ho Chi Minh's thought, morality, and style.
Party committees and leaders of many agencies and units have focused on breakthrough areas to create significant changes. They have promptly grasped, resolved, and addressed difficulties and obstacles faced by cadres, Party members, and the people, resolving prominent issues and those requiring immediate action. This has contributed to strengthening the trust of cadres, Party members, and the people in the Party committees and government, fostering internal unity and public consensus, and contributing to the successful completion of the town's political tasks. Notable examples include: the Na Lay Ward People's Committee, which "focused on resolving outstanding issues and people's requests without delay; maintained and effectively implemented citizen reception and handling of complaints and petitions according to regulations"; and the Town Health Center, which "implemented reforms in service style and attitude, aiming for patient satisfaction; carried out a review and supplement of planning; and focused on streamlining staffing and restructuring the workforce of cadres, civil servants, and public employees." The town's Radio and Television Station "strictly implements broadcasting regulations; strengthens inspection and supervision of technological equipment"...

In particular, to address the employment problem after the resettlement for the Son La hydropower project, the town developed a program to learn from and follow President Ho Chi Minh's example with the theme: "The issue of occupational transformation for resettled households." Party committees, government agencies, mass organizations at all levels, and other organizations in the town have focused on vocational training in livestock and poultry farming; fishing on the reservoir; and establishing cooperatives and production teams with legal status to access loans and attract investment. Currently, the locality is also developing a plan for community tourism development in the reservoir resettlement areas; reviewing and researching the transformation of vocational training methods towards more suitable approaches such as: seafood exploitation and processing, developing OCOP products, and simultaneously seeking markets for goods for resettled households.
The implementation of Directive No. 05 over the past period has achieved positive, comprehensive, and synchronized results; it has increasingly permeated social life, gradually creating changes in awareness and actions within the Party Committee, the political system, and the people of Muong Lay town; and it has become a voluntary and regular task of Party organizations, the government, officials, and Party members. This has contributed to building and developing Muong Lay town into an increasingly civilized, prosperous, and beautiful place.
