On the afternoon of April 8, the No. 1 Supervisory Delegation of the Provincial People's Council, led by Comrade Nguyen Ngoc Tien, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee, chaired a conference to supervise the results of the implementation of the New Rural Program (NTM) from 2021 to 2023 in Muong Lat district.

Implementing the New Rural Construction Program, Party committees and authorities at all levels of Muong Lat district have been active in leading, directing, operating and organizing implementation and achieved positive results. Awareness of all levels, sectors, cadres, party members and people about building new rural areas has been raised.

The implementation of the One Commune One Product (OCOP) Program has been carried out. The material and spiritual life of the people has been constantly improved. The construction of relatively synchronous rural economic and social infrastructure has ensured the environment, rural landscape, safety, and rich cultural identity of ethnic groups.

From 2021 to 2023, Muong Lat district mobilized resources for new rural construction reaching 71,631 billion VND. Of which, the central budget was 45,302 billion VND, the provincial budget was 6.96 billion VND, the district and commune budgets were 150 million VND, and socialized resources were 19,219 billion VND. Up to now, the total average new rural criteria of the whole district has reached 10 criteria/commune; 30 villages have been recognized as meeting new rural standards and no commune has been recognized as new rural.

In general, the quality of the criteria is still low, the maintenance, development and improvement of the quality of the criteria that have met the NTM standards from the commune to the village level are not regular, continuous and not closely followed. Many commune and village criteria are no longer maintained at the standard level after being reviewed according to the set of criteria for the period 2022-2025. The quality of infrastructure works after meeting the standards in some communes shows signs of deterioration due to lack of attention and regular maintenance.

Although the form of production organization has changed, the number of cooperatives operating effectively is not high; it has not attracted many enterprises to invest in the agricultural production sector. Investment capital is small and scattered. Local resources are still limited, the mobilization of investment resources is still low, mainly relying on the State budget, so there is a lack of initiative in organization and implementation, not meeting the requirements in the construction of new rural areas according to the plan.

At the conference, members of the Supervisory Delegation pointed out the shortcomings and limitations of Muong Lat district in the process of building the new rural areas. The members also requested that Muong Lat district should evaluate in more detail and closer to local reality the solutions for building the new rural areas in the following years. Thereby, relevant levels and sectors of the province together with the district have a roadmap to implement the criteria in building the new rural areas in accordance with local reality.

Concluding the conference, Head of the Provincial Party Committee's Internal Affairs Committee and Head of the Provincial People's Council's Legal Committee Nguyen Ngoc Tien said that over the past years, Muong Lat district has made great efforts in implementing socio-economic development tasks, and the lives of ethnic minorities in the area have gradually improved. However, the development has not yet met the requirements.
Muong Lat district must clearly identify difficulties, review the targets that have been and are being implemented, and have higher political determination in the work of building new rural areas, striving to eliminate the current "blank" new rural communes. Continue to propagate and mobilize people to promote community spirit to contribute to building new rural areas. The district focuses on converting the structure of crops and livestock to develop production associated with forest protection and development. Coordinate with forest management boards in the area to focus on reviewing production land and forest types to create conditions for people to develop production. Focus on overcoming difficulties, promoting education development at all levels and improving people's intellectual life; strengthen the work of ensuring security and order in the area and border security; strengthen discipline and order in performing tasks of cadres, civil servants, and workers...
The Head of the Provincial Party Committee's Internal Affairs Committee and the Head of the Provincial People's Council's Legal Committee acknowledged the district's recommendations and proposals and requested the district to fully absorb the opinions of the members of the monitoring delegation and delegates at the working session to complete the report and send it to the monitoring delegation to synthesize the report to the Standing Committee of the Provincial People's Council.
