Discussing Vietnam's responsibility towards climate change and Green Transformation efforts to achieve development goals that must go hand in hand with environmental protection and climate change response, Mr. Pham Van Tan - Department of Climate Change (Ministry of Natural Resources and Environment) said: At the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change, Vietnam, along with nearly 150 countries, made a commitment to strive to bring net emissions to "0" by 2050 with national efforts and support from the international community.
According to Mr. Pham Van Tan, after more than a year since making the commitment, Vietnam's implementation of the commitment has achieved many positive results. Ministries and branches have submitted to the Prime Minister for promulgation many Projects, Strategies and Action Plans.
The Government and leaders of ministries and sectors have worked with leaders of international organizations, countries and international financial institutions to promote access to financial and technological resources, open up many opportunities for development cooperation, and move towards low-emission growth.
In particular, Mr. Tan emphasized: “As the Standing Body of the Steering Committee, the Ministry of Natural Resources and Environment has made many efforts in proactively announcing Vietnam's commitments at COP26, advising the Prime Minister to issue the Decision on establishment, Operational regulations, 2022 Work Program of the Steering Committee, establishing a Working Group, and developing an Outline of the Project on Implementing Vietnam's commitments at COP26”.
Further explaining the efforts, initiative and connecting role of the Ministry of Natural Resources and Environment, Mr. Tan said: The Ministry of Natural Resources and Environment and a number of ministries and sectors have signed cooperation agreements to implement COP26 commitments with the Korea International Cooperation Agency (KOICA), the Korean Ministry of Environment, the Japanese Ministry of Environment, the Indian Ministry of Earth Sciences, the International Finance Corporation (IFC), the Energy Alliance for the Planet and People (GEAPP); the United Nations Office for Project Services (UNOPS) and the Southeast Asia Energy Transition Partnership (ETP), Citi Bank, HSBC, Standard Chattered Bank, and BIDV Bank to implement COP26 commitments. Working with the Glasgow Financial Alliance (GFANZ) and domestic and foreign financial institutions on assessing solutions to mobilize finance and resources from the private sector to participate in implementing commitments at COP26.
Regarding the implementation of the Government's COP26 commitments in localities, according to Mr. Tan: Localities have organized the implementation and dissemination of Vietnam's commitments at the COP26 Conference, especially the goal of reducing net emissions to "0" by 2050 through the implementation of legal documents and guidelines on environmental protection and climate change response; promoting the use of green energy sources for businesses, organizations and individuals; urging and guiding local establishments that are required to inventory greenhouse gases.
Many localities have organized to thoroughly grasp the commitments at the COP26 Conference, enhance the capacity and awareness of staff and propagate to businesses and people; organize the implementation of strategies and action plans to respond to climate change; proactively implement solutions for forest management and protection and develop a pilot project for forest carbon credit exchange. Many localities have implemented solutions to adapt to climate change in agriculture; called for investment in developing renewable energy projects, especially solar power and wind power in the area; Coastal localities have assigned coastal areas to implement nearshore wind power projects under their authority such as Ca Mau 08 projects; Bac Lieu 03 projects; Tra Vinh 05 projects; Soc Trang 03 projects; Ben Tre 04 projects; Tien Giang 01 project... at the same time, they have promoted calling on businesses to continue investing in developing renewable energy projects in the management area.
In addition, Mr. Tan also highlighted the role of a series of enterprises in the commitment, change, and transformation of a series of corporations, such as: Vietnam Oil and Gas Group (PVN); Vietnam National Coal and Mineral Industries Group (TKV); Vietnam Chemical Group (Vinachem); Vietnam Tobacco Corporation (Vinataba); Vietnam National Petroleum Group (Petrolimex); Vietnam Forestry Corporation; Vietnam National Shipping Lines (VIMC); Vietnam Railways Corporation; Vietnam Posts and Telecommunications Group (VNPT); Vin Group; T&T Group; TGS Group; Sanofi Group; Some multinational corporations such as Nestle, Equinor, Grab...
“It can be seen that the implementation of Vietnam's commitments at the COP26 Conference has been carried out relatively evenly, from the central to local levels, businesses, communities, and with the support and companionship of the international community. This is the right direction, in line with the general trend of humanity, helping Vietnam increase its ability to adapt to climate change, reduce greenhouse gas emissions towards the goal of net zero emissions by mid-century. Therefore, I think that as the theme of the forum, for this goal to become a reality, it is necessary for managers, businesses and especially journalists to demonstrate their roles,” Mr. Pham Van Tan emphasized.
