Need for close and synchronous coordination between universities

On the morning of December 5, the Vietnam E-commerce Association (VECOM) held the 2023 E-commerce Training Workshop. At the workshop, VECOM announced the 2023 E-commerce Training Report. The report was built from survey data of 238 higher education institutions nationwide, from August to October 2023.

Sharing at the workshop, Mr. Bui Trung Kien - Vice President of Vietnam E-commerce Association said that this report was conducted under the direction of the Department of E-commerce and Digital Economy (iDEA) under the Ministry of Industry and Trade. Many universities across the country, especially member schools of the E-commerce Training Network (VecomNet), have actively provided information.

From 2022, VECOM will prioritize coordination with agencies, organizations and higher education institutions to implement training activities in e-commerce majors, disciplines and modules.

A survey from August to October 2023 at 238 higher education institutions (abbreviated as universities) not belonging to the Defense - Security, Arts or specific sectors showed that 47% of schools trained in e-commerce, of which up to 40 schools trained in e-commerce with the code 7340122.

VECOM representative said that if there is synchronous and close coordination between universities and state management agencies on education and training and e-commerce, Vietnam E-commerce Association and organizations and enterprises, the goal of having 50% of higher education institutions implementing e-commerce training by the end of 2025 is feasible.

Emphasizing the role of human resources in the current development of e-commerce, sharing at the workshop, Associate Professor, Dr. Pham Thu Huong - Vice President of Foreign Trade University said that human resource training and human resource training in the field of e-commerce play an important role and are decisive for the successful implementation of strategic goals in the master plan for national e-commerce development for the period 2021-2025 in Decision 645/QD-TTg approved by the Prime Minister.

To have a comprehensive picture of e-commerce training at higher education institutions, from 2023, the Vietnam E-commerce Association will coordinate with agencies, organizations and higher education institutions to conduct a survey on training activities of e-commerce majors, majors and modules at 238 higher education institutions nationwide and has completed the 2023 E-commerce Training Report with the theme "Outstanding progress".

Associate Professor, Dr. Pham Thu Huong also highly appreciated the 2023 e-commerce training report. The report provided updated and diverse information on the current status of e-commerce training in 2023 in universities.

The report highlighted many difficulties in this activity and proposed solutions to enhance the connection and cooperation between universities and businesses to effectively implement the goal of linking training with practice.

E-commerce training develops from scale to quality

The 2023 E-commerce Training Report shows that e-commerce training activities at universities have moved from a stage of scale development to a stage of quality.

In addition, many policy and legal documents on digital transformation, digital economy, e-commerce as well as training program standards and opening of training majors issued in recent years have been actively supporting this transformation.

According to VECOM, currently, policies and laws have initially facilitated e-commerce training, however, the implementation of these policies and laws is not strong enough. Partly due to the lack of close and smooth coordination between state management agencies. In addition, universities, professional social organizations and online businesses have not yet fully grasped the policies and regulations that have been issued. Cooperation between relevant parties is still loose.

Therefore, to improve the quality of e-commerce training and strive to achieve the set goals, VECOM recommends that the Ministry of Education and Training needs to annually inspect, monitor and publicly announce schools that have not seriously fulfilled this obligation.

In particular, while there is no standard training program for e-commerce, VECOM has the following recommendations:

First , the law related to e-commerce is an indispensable content in online business. Schools that do not have this subject in their e-commerce training program should quickly add it. Schools that consider this subject as an elective subject should switch to making it mandatory.

Second , online business cannot be separated from digital marketing, digital payment and e-Logistics. The training program of e-commerce should have related courses with reasonable number of credits.

Third , training in e-commerce at universities needs to be different from training in this field at vocational training institutions such as colleges, secondary schools or vocational training centers. Bachelors in e-commerce need to be trained to have enough capacity and aspiration to start a digital business.

Fourth , the e-commerce training program of each school should be unique, different from other schools and linked to the strengths of the school. Schools with strengths in international economics and trade should have training programs that include foreign languages, international payments, customs, and cross-border e-commerce. Schools with strengths in domestic economics and trade can focus on subjects such as social commerce, e-Logistics, environment, etc.

Fifth , universities should promptly publicize their training programs in general and e-commerce in particular. This is an obligation clearly stipulated by law. At the same time, this publicity helps schools easily refer to each other's training programs, thereby modifying them to create uniqueness and difference for their schools, creating a competitive advantage in admissions and supporting graduates in finding jobs.
