The goal of development

On October 30, 2023, the Provincial Party Executive Committee issued Resolution No. 17-NQ/TU "on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development". In which, building Quang Ninh people to develop comprehensively is truly the center, the subject, the most important resource and the goal of development.

Quang Ninh is a land with a rich history and culture, with many ethnic groups living together for a long time such as Kinh, Tay, Dao (Thanh Y, Thanh Phan), San Diu, San Chi... Each ethnic group preserves its own traditional cultural values. In addition, the history of the birth and development of the coal mining industry has made Quang Ninh one of the cradles of the Vietnamese working class. The process of living off the sea left by our ancestors, along with the struggle against foreign invaders and coping with natural disasters throughout history, has molded and nurtured the cultural qualities of the people of Quang Ninh, which is the sea. The culture of the sea blends with the culture of ethnic minorities and the culture of mine workers, contributing to creating the cultural characteristics of the people of Quang Ninh today.

In recent years, the socio-economic development of Quang Ninh has created favorable conditions for many traditional cultural festivals and cultural activities in localities in the province to be preserved, maintained, and promoted. If the Tien Cong festival in Ha Nam contributes to educating the younger generation to "absorb" the need to be grateful to their ancestors and the upbringing of their grandparents and parents, thereby perfecting their personalities, then the football matches of San Chi girls in Binh Lieu help many young people realize the good traditional cultural values of their nation. From there, they have the responsibility to preserve and promote those values.

In order to achieve the goal of building Quang Ninh people with the characteristics of "Courage, self-reliance, discipline, solidarity, loyalty, generosity, creativity, and civilization", in the spirit of Resolution 17-NQ/TU, the province has focused on directing all levels, sectors, and socio-political organizations to focus on creating an educational environment, training Quang Ninh people to develop comprehensively, in terms of ethics, lifestyle, ideals, responsibility, creative capacity, ability to enjoy and create beauty, and desire to live in a safe, healthy environment, protected, cared for, and improved health.

On the basis of inheriting the good traditional cultural values of the nation, the building of new people to meet the development requirements of the province as well as the times has been paid attention to by all levels of government, organizations and unions. Cultural and sports institutions have been invested in by the province, many facilities have met national and international standards to meet the cultural, artistic, sports and entertainment needs of the people and tourists.

In addition to physical care, ideological education, education of patriotism, love for homeland, family, living with ideals, having ambitions, aspirations to contribute to students, university students, union members, and youths are of great concern to Party committees, authorities, and organizations at all levels. The Provincial Party Committee's Propaganda Department has directed and coordinated with the Provincial Youth Union and the Education sector to integrate the contents of political theory education, revolutionary ideals, ethics, and lifestyle for union members, youths, and the younger generation with subjects of civic education, ethics, history, geography, etc. in general education. Every year, the Provincial Youth Union organizes many traditional meetings, exchanges with historical witnesses, journeys to the source, to "red addresses", journeys "Following the footsteps of heroes", "Following Uncle Ho's footsteps"... for union members, youths, and children.

Our country is entering an era of growth and development and Quang Ninh is aiming to become a centrally-governed city by 2030. The most important resource for that development is nothing more than people.
